NATO-Mitglied Schweden gegen Atomwaffen auf eigenem Boden

Das neue NATO-Mitglied Schweden will sich vorerst nicht aktiv an der Abschreckungspolitik mit US-Atomwaffen beteiligen. Man sehe keine Notwendigkeit, in Friedenszeiten Atomwaffen oder einen permanenten NATO-Stützpunkt auf schwedischem Boden zu beherbergen, sagte Regierungschef Ulf Kristersson heute in Brüssel am Rande einer Zeremonie zur Aufnahme seines Landes in das Verteidigungsbündnis. Gleichzeitig habe man volles Verständnis dafür, dass alle Verteidigungsfähigkeiten der NATO nötig sind, einschließlich der Nuklearstrategie.

Auch in Finnland, das bereits im vergangenen Jahr ebenfalls wegen Russlands Angriffskrieg gegen die Ukraine der NATO beigetreten war, sollen demnach vorerst keine US-Atomwaffen stationiert werden.

Sweden announces ambition to take on role as Framework Nation in NATO enhanced forward presence to be established in Finland

The governments of Finland and Sweden held a joint session in Stockholm on 16 September 2024. The purpose of the joint session was to further deepen cooperation between the two countries.

In connection with the joint session, Finnish Minister of Defence Antti Häkkänen met one-on-one with Swedish Minister for Defence Pål Johnson. They discussed armaments cooperation and the establishment of NATO forward land forces (FLF) in Finland, which NATO approved in the June meeting of allied defence ministers. The FLF model requires what is called a framework nation, which plays an important role in the implementation of the forward presence.

"Since the spring, we have been discussing Sweden's possible role in NATO's Land Forces presence to be established in Finland. I am very happy that Sweden has today announced its ambition to assume the framework nation role in the enhanced forward presence to be established in Finland," said Minister of Defence Häkkänen.

The matter is yet to be officially decided by the Swedish Government.

In its budget session held on 3 September 2024, the Finnish Government decided on an additional appropriation of EUR 67 million for needs arising from NATO membership.

Finnish defence administration proposes Mikkeli as site for NATO Multi Corps Land Component Command

Finland's defence administration proposes Mikkeli, the town where the Finnish Army Command is based, as the location for NATO's Multi Corps Land Component Command (MCLCC). Minister of Defence Antti Häkkänen stated the matter on Friday morning.

The MCLCC will plan, prepare and command the activities of NATO land forces in Northern Europe under Joint Force Command Norfolk. In normal conditions, the MCLCC will be responsible for NATO exercises and other peacetime activities in its area. In a crisis, it would command NATO's land force operations in its area. The command will have staff from the Allies and the Finnish Defence Forces. The planning and implementation will progress in stages, with a more specific timetable to be announced in 2025.

ALLIED JOINT DOCTRINE FOR LAND OPERATIONS

The multi-corps land component command is the echelon of command to command and control multiple corps in a high-intensity joint operations area (JOA), underneath the command of a joint force command (JFC). This echelon of command frees the corps commanders to focus on tactical warfighting while the JFC is concentrating on the operational activities.

2.24 The land component commander plans and executes tactical-level operations in support of a commander joint force command (COM JFC) providing the interface between the tactical and operational level. Operational-level objectives are translated into tactical-level plans through the operations planning process. Planning may be conducted collaboratively with advice from the other component commands and their staff, which ensures that tactical-level commanders understand the operational context in which their actions occur.

2.25 The main functions of LCC are performed by the highest land tactical headquarters in the JOA. The size of the LCC will depend on the nature of the operation. Therefore, the main functions of an LCC are as follows.

• Act as the principal land adviser to the joint commander on the appropriate role of land forces and contribute to joint planning.

• Transfer joint coordination orders into tactical operation orders.

• Integrate land operations into the joint operation.

• Coordinate land operations with operations of other components.

• Allocate support from other components to subordinate formations.

• Prepare follow-on land operations.

Die Regierung hat den Beitrag der schwedischen Streitkräfte im NATO-Rahmen ab 2025 konkretisiert. Es werden ca. 600 Soldaten für die multinationale Brigade der NATO in Lettland (Forward Land Forces Lettland/FLF Lettland) bereitgestellt, wobei das Kontingent bis zu einem verstärkten Bataillon von 1000 Mann aufwachsen kann. Schweden und Dänemark sollen rotierend ein Bataillon für diesen Großverband stellen.

Weiters wird sich die schwedische Marine mit Minenräumungs- und Seeüberwachungsfähigkeiten an den Standing NATO Maritime Groups beteiligen. Ein Minenräumboot samt Besatzung wird in die Standing NATO Mine Countermeasures Group One (SNMCMG1) eingegliedert.

Abhängig von der Zustimmung des Riksdagen sollen Ressourcen der Flygvapnet für das NATO Air Policing und damit zur temporären Stationierung in NATO-Mitgliedsstaaten zur Verfügung gestellt werden. Dabei geht es um ein Geschwader mit bis zu 16 Kampfflugzeugen samt Personal.
