Finnland - Neues Kampfflugzeug HX Fighter

Finnland hat für das HX Fighter Programm zur Nachfolge der F-18 Hornet am 27.04.2018 folgende Staaten zur Angebotslegung eingeladen (Request for Quotation - RFQ):

Vereinigte Staaten von Amerika (USA): Boeing F/A-18 Super Hornet; Lockheed Martin F-35
Schweden: Saab Gripen
Großbritannien: Eurofighter Typhoon
Frankreich: Dassault Rafale

Angefragt wurden 64 Maschinen mit Zubehör, Trainings- und Wartungspaket, Testgerät, Ersatzteile sowie Bewaffnung, Sensoren und anderer typen-spezifischer Ausstattung.
Derzeit betreibt Finnland 62 Hornets: 55 Stk F/A-18C und 7 Stk F/A-18D

Bewertet wird neben dem Preis und der Einbindung der finnischen Wirtschaft die Leistung bei folgende Einsatzszenarien: Counter-Air; Counter-Land; Counter-Sea; Intelligence, Surveillance and Reconnaissance (ISR) und Long-Range Strike.

Weiterer Zeitplan:
2019 - Verhandlungen mit den Bietern / Shortlist
2020 - 2. Verhandlungsrunde / Abgabe Letztangebote
2021 - Zuschlagsentscheidung
2025 - Die F-18 Hornet soll ab 2025 außer Dienst gestellt werden.

Das Gesamtvolumen wird auf 10 Mrd. EUR geschätzt.
Finnland hat übrigens nur 5,5 Mio. Einwohner (!)

Finland holds early talks in F-18 replacement contest
Project manager Lauri Puranen, writing in a blog post on the Finnish defence ministry website, says all five airframers involved were invited to participate in "pre-bid dialogue".

This, he says, was to allow both sides to better understand the contract parameters and the industrial offset proposed for Finnish industry.

"I can say that all the manufacturers have taken the challenge seriously and are striving to provide Finland with the best possible overall package," says Puranen.

He stresses that the defence ministry has no favourite among the bidders and "none of the candidates have a better or worse status".

Preliminary offers are expected by the end of January 2019, with improved bids leading to a final decision in 2021. Deliveries are forecast to begin in 2025.

'Irresponsible politics’ blamed for potential hiccup in Finnish aircraft purchase
Finland’s left-leaning political parties have cast a shadow of doubt of the fate of the HX-FP fighter procurement program, questioning the number of multirole aircraft that the Finnish Air Force needs to acquire.

The Air Force wants to retire its fleet of F/A-18 Hornet jets over the next 10 years. The HX-FP carries an estimated price tag of €11.4 billion (U.S. $12.9 billion). Life cycle service and maintenance are included in this cost.

Finland will hold fresh parliamentary elections in April, and the leaders of election campaign-focused Left Alliance, Greens and Social Democratic parties have declared a willingness to revisit the center-right government’s plan to purchase 64 multirole fighters.

Similarly, the right-wing Finns Party’s leadership is also open to reducing the number of aircraft Finland will buy.

Defence Minister Jussi Niinistö described the “negative” pre-election positions adopted by the leftists and the Finns Party to the HX-FP program as “irresponsible.”

“I am surprised by the positions the leftist parties are taking on the procurement. The purchase of new fighter aircraft is about whether we are interested in defending our country or not. If we reduce the number of planes, then we need to have a debate about which are the priority areas in our defense. In my opinion, this is irresponsible politics,” Niinistö said.

The common positions taken by the leftist parties and the Finns Party have assumed a more significant stature given that the Social Democratic Party — which is leading popular polls ahead of the April election — may end up leading Finland’s next coalition government in partnership with either the Greens or the Left Alliance.

Finland’s coalition government parties, the Center and conservative National Coalition, remain firmly supportive of a plan to procure 64 aircraft as part of the HX-FP. Other center-right parties in Parliament, including the Swedish People’s Party, the Christian Democrats and Blue Reform, also back the Air Force’s plan to purchase 64 jets.

“This matter is not about a specific number of planes, but finding an overall solution. The number of fighter jets that can be bought is not written in stone. That number will not be known until responses to the invitation for tenders have been properly processed. We will then have different mapped-out options to examine,” said Sanna Marin, a spokeswoman for the Social Democratic Party.

Niinistö is a staunch supporter of the HX-FP and favors the acquisition of 64 planes. He recently told a meeting of Parliament’s Defence Committee that the Air Force, were it were not for budgetary spending constraints, ought to have up to 100 multirole fighters at its disposal to provide an enhanced level of air defense for Finland’s borders.

Ende Januar sind in Rovaniemi bei -10°C bis -25°C Kältetests mit der Dassault Rafale durchgeführt worden. Diese umfassten den Kaltstart des Triebwerks, Rollversuche am Flugplatz und einen Flug. Beteiligt waren ca. 30 Mitarbeiter von Dassault. Der Jet ist am 1. Februar nach Frankreich zurückgekehrt.

Der Programmmanager für HX, Lauri Puranen, schreibt hier, dass der Kabinettausschuss für Wirtschaftspolitik das Projekt HX bei einer Sitzung in der 40. Kalenderwoche diskutiert hat. Der Ministerrat hat die Sendung eines RfQ an fünf Anbieter und die französische, amerikanische und britische Regierung befürwortet. Die Kostenobergrenze für die Beschaffung liegt bei 10 Milliarden Euro! Das beinhaltet die Flugzeuge, Bewaffnung, Support, Ausbildung, Wartung, Anpassungen der Informations- und Führungssysteme für Luftraumüberwachung und den Aufbau sicherheitsrelevanter Infrastruktur. Die Hersteller sollen bis zu 64 Flugzeuge anbieten. Die Leistungsanforderungen werden sich aber nicht ändern. Im Januar und Februar 2020 wird eine Flugerprobung der Kandidaten stattfinden.

Finland formally advances bidders to next stage of fighter procurement
Finland's Ministry of Defence (MoD) announced on 1 November that it has sent invitations to provide a revised Request for Quotations (RfQ) to all five contenders for the country's fighter replacement programme, known as HX.

Bidders for the programme to replace the legacy Boeing F/A-18C/D Hornet include the Dassault Rafale, Eurofighter Typhoon, Boeing F/A-18 Super Hornet, Lockheed Martin F-35 Lightning II Joint Strike Fighter, and Saab Gripen.

The MoD statement also confirmed that a price cap of EUR10 billion (USD11.15 billion) had been set on the acquisition by the government's Ministerial Committee on Economic Policy. The MoD noted on Twitter, citing Major General Kari Renko of the Finnish Defence Forces' Logistics Command, that all five had experienced difficulty in meeting the EUR10 billion price cap. The programme's initial plan had been for a solution in the EUR7-10 billion price range.
