10. Após as discussões técnicas e negociais decorridas desde a autorização dada pela Resolução do Conselho de Ministros aprovada em 4 de julho de 2024, aprovou uma Resolução do Conselho de Ministros que investe cerca de 200 milhões de euros na aquisição de doze aeronaves A-29N Super Tucano, simulador de voo e bens e serviços de sustentação logística, à Embraer, S.A., e ainda a plena concretização do programa de aquisição e sustentação das aeronaves. O projeto envolverá uma forte participação da indústria portuguesa em áreas altamente tecnológicas, tendo em vista a reconfiguração das aeronaves para os padrões e especificações NATO;

Training Key Role For Portugal’s Future Fleet Of Super Tucanos
In December, Portugal became the first European nation to order the A-29 in a new NATO configuration, designated A-29N, which sees it equipped with NATO-compatible data links, enhanced radio and navigation systems, and identification friend-or-foe transponders.

Now it has emerged that the A-29 procurement is part of a Portuguese effort to bring the training pipeline back into the country. Fast jet pilots destined for the F-16 currently train on the De Havilland Canada DHC-1 Chipmunk for elementary instruction, before moving on to the Aerospatiale/Socata TB-30 Epsilon for advanced training. Recent years have seen the service send students to the U.S. Euro-NATO Joint Jet Pilot Training Program (ENJJPT).

Portugal is a signatory to ENJJPT, but did not make regular use of the training system until 2023. With the A-29’s arrival, the Portuguese hope to provide training organically up to Phase Four, the stage that readies students for their frontline combat aircraft.

“By going with the A-29, the intent is to put the TB-30 aside and replace it with the A-29 ... and the intent is to perform the Phase 4 training here,” Brig. Gen. Joao Rui Ramos Nogueira, chief of the service’s Engineering and Programs Directorate, told journalists here March 26. “There is increased pressure on us for training, but ENJJPT is lacking slots for training and every air force is looking and asking for a solution ... This effort relieves that pressure.”

Portugal’s DHC-1s are among the oldest operational military aircraft in Europe, and the service is taking steps to replace these as well.

In February it was reported in the Portuguese media that 12 Cirrus-made aircraft of an undisclosed model would be ordered to replace the Chipmunk.

Portugal also plans to use the A-29s in the close support and counterinsurgency role, particularly in Africa, where the country’s military is deployed on peacekeeping missions.

Portugal to receive first Super Tucano aircraft
The Portuguese Air Force (FAP) will receive the initial A-29N Super Tucano light attack aircraft this year, chief operating officer (COO) of Embraer Defense & Security Walter Pinto Junior told Janes in late April.

The production of several aircraft for Portugal is under way, Pinto Junior said, without detailing the exact number due to a non-disclosure agreement. The fleet will be delivered in two to three years, the official added.

Portugal signed for 12 of the turboprop-powered aircraft on 16 December 2024, worth approximately EUR200 million (USD226.9 million), becoming the launch customer for the A-29N Super Tucano NATO-standard aircraft.

In addition to the 12 aircraft, the contract with Lisbon covers the purchase of a flight simulator and a logistics support package.

The FAP said the aircraft will fulfil close air support missions for combined operations, ensuring armed protection for ground troops in low-threat scenarios in Africa.

The A-29N Super Tucano includes range and endurance improvements, as well as an electro-optical surveillance system, provisions to deploy rocket launching pods and precision weapons, two standard built-in M3P 12.7×99 mm machine guns, and a self-protection suite.

A payload of NATO-standard communications and navigation equipment will be installed, such as very/ultra-high-frequency (V/UHF) radios, satellite communications (satcom) terminal, Digitally Aided Close Air Support (DACAS) module, Variable Message Format (VMF) tactical messaging system, Link 16 datalink, a video downlink system compatible with the Remote Operated Video Enhanced Receiver (ROVER) technology, a Mod 5 identification friend-or-foe (IFF) transponder, and a military GPS system.
