Baltic countries to build defensive installations on their borders

Today, the defence ministers of Estonia, Latvia and Lithuania approved the concept of building anti-mobility defensive installations on the borders with Russia and Belarus. The ministers signed an agreement in Riga, according to which Estonia, Latvia and Lithuania will construct anti-mobility defensive installations in the coming years to deter and, if necessary, defend against military threats.

The concept of defensive installations is based on the decisions made at the NATO Madrid Summit which emphasized that Allies must be ready to defend the territory from the first meter and new regional defence plans must be developed. The concept combines prevention and field security measures. Elements on the terrain support the activities of the defending units at the base points to stop the aggressor´s troops if necessary. The elements are positioned in the landscape, taking into account the results of the analysis of the enemy´s intent, the environment, and the defence plan. The Baltic countries are one area of operations, and therefore defence installations will be built in coordination with Latvia and Lithuania.

In peacetime, no explosives, cutting wires or other obstacles are placed on the border of Estonia. Instead, a network of bunkers, support points and distribution lines is established. The building process is carried out in cooperation with local communities and with the agreement of landowners.

Poland, Baltics call for EU defence line on border with Russia, Belarus

In a letter to the chairman of the EU to be discussed at a summit in Brussels starting on Thursday, the leaders of the four countries that share borders with Russia and Belarus said the project, to protect the 27-nation bloc of 450 million people, would also need the financial support of all members.

"Building a defence infrastructure system along the EU external border with Russia and Belarus will address the dire and urgent need to secure the EU from military and hybrid threats," said the letter of the four leaders, seen by Reuters.

"The scale and costs of this joint endeavour require a dedicated EU action to support it both politically and financially," the letter said.

Some EU diplomats estimated the cost of building such a defensive line on the ground along the 700 km EU border with Russia and Belarus at around 2.5 billion euros ($2.67 billion).

"Extraordinary measures need to be employed as the EU's external border must be protected and defended with military and civilian means," the letter of the four countries said.

The letter said the planning and execution of the defence line on the EU's eastern border should be done in coordination with NATO and its military requirements.

An mehr als zwanzig Orten im Osten Lettlands werden derzeit Sperrmittel, darunter Panzerigel, "Drachenzähne", Stacheldraht, Betonblöcke und HESCO-Barrieren eingelagert. Diese werden in Gruppen an der lettisch-russischen und lettisch-weißrussischen Grenze platziert. In den nächsten fünf Jahren werden 303 Mio. Euro in Geländeverstärkungen an der Grenze investiert.

The defence ministers of Estonia, Latvia, Lithuania, and Poland met on Friday in Daugavpils to discuss the possible financing of the Baltic Defence Line from the European Union budget.

The establishment of the Baltic Defence Line in Estonia is planned in three stages. In the first two stages, 40 support points and 12 storage areas with full infrastructure will be constructed. In the third stage, eight additional support points will be built. The concept for these defensive structures follows the agreement made at the NATO Summit in Madrid, which emphasizes that allies must be defended from the first meter, in line with the new regional defence plans. The Baltic Defence Line is essentially a complex of obstacle and field fortification measures designed to support the activities of defensive units at support points, with the goal of halting the advance of aggression forces if necessary. These elements will be dispersed in the landscape, taking into account both the enemy’s movements and environmental analysis, as well as the battle plans of the Defence Forces.

The Estonian Centre for Defence Investment has currently signed contracts for the procurement of barrier materials such as cutting wire and dragon’s teeth, and the development process for bunker prototypes is underway.

Neben Panzerminen und Panzerminenlegern werden auch Pionierausrüstung, EloKa-Systeme, Drohnenabwehrsysteme und ein Überwachungs- und Frühwarnsystem beschafft. Im Rahmen des polnisch-litauischen Projekts "East Shield" entstehen 27 Pionierparks an den Grenzen zu Russland und Weißrussland, um bei Bedarf die Suwalki-Lücke zu befestigen. Dort werden "Drachenzähne", Panzerigel, "Spanische Reiter", Betonstraßenbarrieren, Drahtverhaue und Seecontainer eingelagert. Als zusätzliche Maßnahmen zur Hemmung der Mobilität eines Angreifers werden Entwässerungsgräben vertieft, entlang der Straßen Baumalleen angelegt, Wälder bis zur Entfernung von 20 km zur Grenze und in Umgebung der Haupt- und Landesstraßen aufgeforstet und die Furten des Flusses Nemuno befestigt.

The first bunkers are being installed in South-East Estonia

Last week, preparatory work began to install the first five bunkers in South-East Estonia as part of the creation of the Baltic Defence Line. In the next phase, another 23 bunkers will be constructed in the coming months. In total, up to 600 bunkers are planned to be installed in North-East and South-East Estonia by the end of 2027.

According to Afanasjev, the bunkers are primarily intended to protect personnel against direct hits from 152 mm artillery ammunition, which is widely used by the armed forces of the Russian Federation.

In the near future, construction is also set to begin on a 3.4-kilometre-long anti-tank trench. In total, up to 40 kilometres of anti-tank trenches are planned.

The comprehensive Baltic Defence Line will be completed by the end of 2027 at the latest.
