Russia warns US against deploying new missiles to Europe
A senior Russian diplomat warned Monday that the planned U.S. withdrawal from a Cold War-era arms control pact could critically upset stability in Europe.

Deputy Foreign Minister Sergei Ryabkov said Monday that if the U.S. deploys intermediate-range missiles in Europe after opting out of the treaty banning their use, it will allow Washington to reach targets deep inside Russia.
Ryabkov warned that if the U.S. stations the currently banned missiles in Europe, Russia will have to mount an “efficient response.” He didn’t elaborate.

"We won't be able to turn a blind eye to the potential deployment of new U.S. missiles on the territories where they may threaten Russia," he said, adding that such intermediate-range missiles would tilt the existing strategic balance between Russia and the U.S. "We would very much want not to get to the point of new missile crises. No one will benefit from those developments."
Ryabkov charged that while Moscow and Washington have been talking about the issue for five years, the U.S. long refrained from detailing its complaints and only spelled them out a month ago. He added that the U.S. declared its intention to bail out of the treaty without waiting for a Russian answer.

"It was yet another proof that our transparency has no effect on decisions made in Washington, they made up their mind long time ago and were just waiting for Russia to admit its guilt," Ryabkov said.

The diplomat insisted that the missile the U.S. said was a breach of the treaty, 9M729, never has been tested for the range outlawed by the pact. He noted that Russia has provided a detailed explanation showing that the missile's design doesn't allow fitting additional fuel tanks to extend its range and also offered details on the vehicle serving as its mount.

“It’s hard to say what the U.S. accusations were based on,” Ryabkov said. “It’s possible that intelligence data were eagerly tweaked to serve a political order, or it could be that intelligence structures just made wrong assessments.”

  • Operational Fires (OpFires) Propulsion System
    A. OpFires Program Background and Overview

    The United States ground-based forces are currently limited in effective range of surface-to-surface precision fires. The OpFires program seeks to provide operational/theater level commanders with flexible capabilities to strike time sensitive targets while providing persistent standoff from unpredictable land launch positions. This flexibility would restore combatant commander options in force deployment and employment, enabling adaptable engagement at extended ranges.

    The overarching goal of the OpFires program is to develop and demonstrate a novel ground-launched system enabling advanced tactical weapons to penetrate modern enemy air defenses and rapidly and precisely engage critical time sensitive targets.
    The OpFires program includes four main elements:

    (1) This Propulsion System BAA, focused on innovative propulsion solutions for an advanced tactical weapon system. Proposals submitted for this effort must address the full scope of the program described herein.

    (2) Abstracts for component or Constituent Technology. Submission of abstracts for component or Constituent Technologies that enable novel propulsion concepts are encouraged at this time. Abstracts may be unclassified. For additional details, see section IV.B.3.a.

    (3) An ongoing study to define system and launcher characteristics. Results of this effort will be Government Furnished Information (GFI) to OpFires Propulsion System task awardees.

    (4) A planned Weapon System Integration BAA, which may develop and integrate this propulsion effort into a missile system culminating in an integrated flight test campaign to demonstrate the end-to-end OpFires system. The Weapon System Integration BAA is anticipated to overlap with Phase 2 of this Propulsion System task (see Figure 1).

    For clarity and consistency, the OpFires program will use the following system and component definitions:
    • Payload – the hardware that will separate from the booster and execute the flight to target;
    • Booster – all propulsion associated hardware that is launched from the ground vehicle including: control actuator system (CAS), the rocket motor/engine(s), interstage hardware, nozzles and separation systems. Does not include the shroud or Payload;
    • Missile – Payload, Booster, shroud (nose fairing)
    • Canister – assembly/ launch tube to protect the missile during transport and storage
    • All Up Round (AUR) – Missile and any other hardware that is launched from the ground vehicle, as well as its Canister.
    • Control Actuator System – the associated hardware that controls the flight of the vehicle. Can be applied to the AUR, Booster, or Payload;
    • Launch Platform – Ground vehicle or trailer and associated interface hardware from which the Missile will be launched.

USA legen Nato-Partnern Beweise gegen Russland vor
Nach SPIEGEL-Informationen haben die USA innerhalb der Nato inzwischen mehrfach ungewöhnlich offen über ihre Geheimdiensterkenntnisse berichtet, die den russischen Vertragsbruch belegen sollen. Sie gewährten den Verbündeten sogar Zugang zu sogenannter Raw Intelligence, also ungefilterten Hinweisen aus dem Überwachungsapparat der US-Dienste.

So zeigte die US-Regierung den Partnern erstmals einen Satellitenfilm, der die Flugbahn eines landbasierten Marschflugkörpers SSC-8 mit einer Reichweite von weit mehr als 500 Kilometern dokumentiert. Zudem nannten die USA Unternehmen, die an der Entwicklung und Herstellung der verbotenen Flugkörper und Startvorrichtungen beteiligt sind.

Eine der düstersten Aussichten für 2019 ist das Ende des INF-Vertrags, der eine ganze Kategorie atomarer Mittelstreckenwaffen verbietet und als Grundpfeiler der europäischen Sicherheit gilt. Die USA haben Russland 60 Tage gegeben, um die Vernichtung von Marschflugkörpern des Typs SSC-8 zuzusagen, die aus Nato-Sicht gegen den Vertrag verstoßen. Wenn nicht, will Washington den Vertrag aufkündigen. Haben Sie noch irgendeine Hoffnung, dass Russland innerhalb der Anfang Februar auslaufenden Frist reagieren wird?

Darüber will ich nicht spekulieren. Wichtig ist, dass Russland eine letzte Chance hat. Wir haben Russland beim Außenministertreffen im Dezember dazu aufgerufen, sie zu nutzen. Gleichzeitig haben wir gesagt, dass wir uns im Fall der Fälle auf eine Welt ohne Vertrag vorbereiten müssen. Wenn Russland nicht wieder vertragstreu wird, dann haben wir ein großes Problem. Derzeit gibt es keine neuen US-Marschflugkörper in Europa, aber es gibt neue russische Marschflugkörper. Die SSC-8 ist mobil einsetzbar, sie lässt sich mit atomaren Sprengköpfen bestücken und sie kann europäische Städte erreichen.

Die Nato weiß schon seit Jahren, dass Russland neue Marschflugkörper baut. Ist es nicht unverantwortlich, sich erst jetzt mit möglichen Konsequenzen zu beschäftigen?

Nein. Die Marschflugkörper sind ja nur ein Element der erheblichen russischen Aufrüstung in den vergangenen Jahren. Dazu gehören auch die allgemeine Modernisierung der Nuklearstreitkräfte und die Aufrüstung im konventionellen Bereich. Darauf hat die Nato bereits begonnen zu reagieren - mit der Stationierung von rund 4000 Soldaten im östlichen Bündnisgebiet, mit der Modernisierung und Stärkung der Kommandostrukturen, mit Investitionen in neue Fähigkeiten und mit einer Erhöhung der Einsatzbereitschaft von Truppen. Was die SSC-8 angeht, konzentrieren wir uns weiter darauf, Russland zur Vertragstreue zu bewegen. Russland hat jetzt die letzte Chance. Wenn es sie nicht nutzt, werden wir uns ganz konkret mit diesem Element der russischen Aufrüstung beschäftigen müssen.

Was für Antworten sind möglich, um wieder ein strategisches Gleichgewicht herzustellen?

Es gibt viele verschiedene Wege, wie die Nato reagieren könnte. Aber ich werde jetzt nicht anfangen, über mögliche Elemente einer Reaktion zu spekulieren. Ich denke, das würde eine schwierige Situation nur noch schwieriger machen. Wir müssen jetzt sorgfältig die möglichen Konsequenzen bewerten und die unterschiedlichen Handlungsoptionen analysieren. Am Ende sollte dann eine gemeinschaftliche Entscheidung der Nato stehen. Wir werden nicht überreagieren, aber uns bleibt nichts anderes übrig als zu reagieren, wenn Russland den Vertrag weiter verletzt.

Sie haben vor einigen Wochen in Berlin gesagt, die Nato habe nicht vor, neue Atomwaffen in Europa zu stationieren. Aber können Sie ausschließen, dass die USA das tun werden? Vielleicht sogar außerhalb des Nato-Rahmens in Ländern wie Polen oder den baltischen Staaten?

Das Außenministertreffen im Dezember hat aus meiner Sicht gezeigt, dass es den Willen gibt, die Sache gemeinsam im Rahmen der Nato anzugehen. Meine Verantwortung besteht jetzt darin sicherzustellen, dass das Thema auch weiterhin im multilateralen Rahmen behandelt wird. Absolute Priorität ist es jetzt, Russland wieder zur Vertragstreue zu bewegen. Es gibt noch eine Möglichkeit, die wir versuchen müssen zu nutzen, egal ob sie klein oder groß ist. Deutschland und die anderen europäischen Alliierten sind keine Vertragsparteien, aber letztlich geht es um Europa, weil diese Marschflugkörper nur Europa erreichen können. Sie erhöhen damit das Risiko eines begrenzten Atomkrieges in Europa.

Der Nato-Russland-Rat hat seit Ende Oktober nicht mehr getagt. Würden Sie gerne dort noch einmal über den INF-Vertrag reden, bevor die 60-Tage-Frist der Amerikaner abläuft?

Es ist noch zu früh zu sagen, wann wir das nächste Treffen haben werden, aber es wird weitere Treffen geben. Ich setzte ganz stark auf den Dialog mit Russland, weil Russland unser Nachbar ist und Russland unser Nachbar bleiben wird. Und selbst wenn es uns nicht gelingt, das Verhältnis zu Russland zu verbessern, müssen wir in der Lage sein, mit diesem schwierigen Verhältnis klarzukommen - das heißt mit einer erhöhten russischen Militärpräsenz an den Grenzen, mehr Manövern, großen Spannungen und einem erhöhten Risiko für Zwischenfälle, Unfälle und Missverständnisse. Um all das zu vermeiden, brauchen wir weiter den Nato-Russland-Rat und den Dialog auf politischer und militärischer Ebene. Gerade in Zeiten wie diesen ist es wichtig, dass wir uns zusammensetzen und reden.

vielleicht blufft Putin nur, weil er weis das die Friedensbewegung groß ist im Westen (Deutschland) und so ein Keil zwischen Nato (Atomwaffen in Europa?) und der Bevölkerung schaffen will und so im eigen Land (RUSS) punkten will.
Schon in dem U Boot Kursk ist eines seiner Wunderwaffen explodiert und die neueren Veröffentlichungen sind auch nur Animationen oder werden angezweifelt.
Begonnen hat der Disput als die USA in Europa ein Raketenabwehrschild (gegen Iran?) installieren wollte und Putin die Abrüstungsverträge in Frage stellte.

Das eine hat mit dem anderen überhaupt nichts zu tun. 2000 wurde vom russischen Präsidenten Vladimir Putin eine neue Militärdoktrin unterzeichnet, die das Vorgängerdokument aus dem Jahr 1993 ersetzen sollte.         A. Mission Description and Budget Item Justification

        The National Missile Defense (NMD) program is designed to protect the nation against long range ballistic missile threats.

        The Program contributes to each of the three components of the nation’s broad strategy to deal with proliferation; preventing and reducing the threat, deterring the threat, and defending against the threat.

        The Program has three objectives: (1) to develop and demonstrate an integrated system that has the capability to counter known or expected threats; (2) to complete system development and field an Initial Capability (IC) by the end of FY 2006 and an expanded capability by the end of FY 2008 (if directed to do so); and (3) to assess the technical feasibility, schedule, and cost associated with maintaining a system development path which allows evolutionary upgrading of system capabilities to counter more complex threats. Department of Defense (DoD) conducted a Deployment Readiness Review (DRR) in August 2000. On 1 September 2000, the President decided to continue development and testing and defer the deployment decision.

        To execute the program, Boeing North America was competitively awarded the Lead System Integrator (LSI) contract in April 1998. The LSI was contractually accountable for meeting NMD system performance requirements, while the PM implemented and managed an accelerated and evolutionary acquisition strategy to design, develop, integrate, and test the entire system. The original contract was closed out in December 2000 and the Boeing Company was awarded a new contract, as the NMD Prime, to continue program development with options to support deployment.

        The NMD system elements comprise a Ground Based Interceptor (GBI) (consisting of a kill vehicle and booster, and GBI support equipment including Command and Launch Equipment (CLE), ground and space-based sensors, and a Battle Management, Command, Control, and Communication (BM/C3) system. The ground-based sensors include development of an X-Band Radar (XBR) and the upgrade of existing Early Warning Radars (EWR). The BM/C3 system includes command and
        control and engagement planning capabilities, integration with existing national command and control systems, a communication network, and a communication system to transmit data to and from the interceptor while in flight. The NMD system will also use space-based assets for threat detection and tracking, such as the Air Force’s Defense Support Program (DSP), and eventually the Air Force’s Space Based Infrared System (SBIRS). SBIRS is an integral part of enhancing future NMD capabilities.

        NMD DEVELOPMENT/INTEGRATION provides for the Prime Contractor to develop and integrate the individual NMD elements into a cohesive system. In FY 1998, the BM/C3 contract transitioned to Boeing, under the LSI contract. In FY 1999, the Exoatmoshperic Kill Vehicle (EKV), Payload Launch Vehicle (PLV) and Integrated System Test Capability (ISTC) contracts were assumed by Boeing. At the end of FY 2000, the last of the NMD legacy contracts, the Ground Based Radar – Prototype (GBR-P) contract transitioned to Boeing. Boeing, now the Prime Contractor, will develop, test, and demonstrate prototype software upgrades and hardware changes to existing EWRs required to support the NMD mission. The Prime Contractor will integrate system hardware and software to demonstrate the ability to achieve the Initial System Requirements and to provide the flexibility and robustness for growth in capability to counter known and future threats. The IC will include
        up to 20 ground-based interceptors at a single site, a ground-based XBR, Upgraded Early Warning Radars (UEWR) and DSP deployed by the end of FY 2006. To meet a larger and more realistic threat, the IC will be expanded to 100 ground based interceptors by the end of FY 2008, provide an upgraded XBR, and support the upgrading of 5 EWRs. The Prime Contractor will validate system performance and perform the necessary system-level trade studies to appropriately allocate element requirements with full consideration of Cost as an Independent Variable (CAIV). The Prime Contractor will operate and maintain NMD models and simulations to include ISTC, system Hardware in the Loop (HWIL), and Prime Contractor Integrated Development Systems (LIDS). Until booster development is complete, EKV flight tests will be flown on the PLV, which is a booster, comprised of a Minuteman (MM) II second and third stages. Development of the Commercial Off-the-Shelf (COTS) booster consists of integrating a Gemini-40 first stage and Orbus-1A second and third stages. The booster will be tested during two verification flights in 3Q and 4Q, FY 2001. BM/C3 incremental prototypes will be integrated and demonstrated in a distributed fashion at multiple locations, and assessed with user participation to refine and focus the BM/C3 development and system behavior. Government leads/PM provide oversight of Prime Contractor counterpart Integrated Product Team (IPT).

With days to go before deadline, nuclear treaty seems doomed
A top American official today does not expect Russia will meet the demands of the Trump administration before a Feb. 2 deadline, when America will begin withdrawal from the Intermediate-Range Nuclear Forces treaty.

Asked if she was optimistic Russia would meet the U.S. deadline, Andrea Thompson, undersecretary of state for arms control and international security, was blunt: “I’m not.”
Last week, Thompson made a trip to Geneva to meet with Russian negotiators, but left without any change in agreement despite what she said today were “professional” talks between her team and that of Russia’s deputy foreign minister Sergei Ryabkov.

“It wasn’t the normal bluster, propaganda, the kind of dramatics that [often] associate some of these meetings. The deputy foreign minister did have the right people in the room, as did we. But as I said before, we didn’t break any new ground. There was no new information. The Russians acknowledged having the system but continued to say in their talking points it didn’t violate the INF treaty despite showing them, repeated times, the intelligence and information” gathered by the U.S. and its allies, Thompson said at a Defense Writer’s Group breakfast.

On Wednesday, Russia held a media engagement where they showed off the Novator 9M729, making the case that the system is not in violation of the treaty as it can only travel 480 kilometers, just under the INF limit. Thompson, however, compared that to someone pointing to their car and telling you to figure out how fast it can go without being able to drive it.

“Arms control works when you can fully verify the compliance with it. The transparency measures they brought to the table wouldn’t have done so,” Thompson said.
Thompson, for her part, indicated the U.S. has talked with Russia enough on this issue, going back to the Obama administration, and that new steps need to be taken.

“The act of fielding a system that violates the treaty, brought the demise of the treaty or the failure of the treaty,” she said. “To not acknowledge it, and to continue to allow it, I think is an action that undermines arms control. You are now accepting a new norm and setting a precedent for new treaties – ‘I’ll sign a treaty with you but go ahead and violate it, field the system.’”

If nothing dramatic happens, the U.S. will on Feb. 2 officially declare its intention to leave the INF agreement. It will then have a six month period where it ends its obligations. During that period, Thompson said, the U.S. is open to negotiations with Russia continuing and, if the Putin government changes its stance and agrees to destroy the 9M729 system, the U.S. would be willing to keep the INF agreement alive.

But once again, Thompson didn’t sound optimistic.

“We continue to provide them with that information. They continue to deny it,” she said. “Maybe the 50th time will be the charm.”

Projected Costs of U.S. Nuclear Forces, 2019 to 2028

The nation’s current nuclear forces are reaching the end of their service life. Those forces consist of submarines that launch ballistic missiles (SSBNs), land-based intercontinental ballistic missiles (ICBMs), long-range bomber aircraft, shorter-range tactical aircraft carrying bombs, and the nuclear warheads that those delivery systems carry. Over the next two decades, essentially all of those components of nuclear forces will have to be refurbished or replaced with new systems if the United States is to continue fielding those capabilities.

In February 2018, the Department of Defense released its Nuclear Posture Review (NPR), a report that laid out the current Administration’s plans for nuclear strategy and force structure (see Box 1 on page 4). To a large degree, the report represents a continuation of the nuclear posture of the previous Administration, including continuing all major modernization programs. However, the report also proposes the development of several new nuclear capabilities, which have been the subject of some debate. Over the coming years, the Congress will need to make decisions about what nuclear forces the United States should field in the future and thus about the extent to which the nation will pursue the Administration’s nuclear modernization plans.

To help the Congress make such decisions, the National Defense Authorization Act for Fiscal Year 2013 (Public Law 112‑239) required CBO to estimate the 10-year costs of operating, maintaining, and modernizing U.S. nuclear forces. In response, CBO published Projected Costs of U.S. Nuclear Forces, 2014 to 2023. Then the National Defense Authorization Act for Fiscal Year 2015 (P.L. 113-291) required CBO to update that estimate every two years. This report is the third such update.
Tactical nuclear delivery systems and weapons ($15 billion). This category consists of DoD’s funding for tactical aircraft that can deliver nuclear weapons over shorter ranges; DOE’s funding for activities related to the warheads that those aircraft carry; funding for a new submarine-launched nuclear cruise missile (SLCM), as called for in the 2018 NPR; and funding for a warhead for that missile to carry.
A New Nuclear Warhead for Submarine-Launched Missiles

To implement the first of those new capabilities, the Department of Energy (DOE) would produce a small number of low-yield versions of the W76 warhead, designated the W76-2, for deployment on submarine-launched ballistic missiles. It would cost $65 million for DOE to develop and produce that capability and about $50 million for DoD to make the changes necessary to use it on its submarines, according to the two departments.

A New Sea-Launched Nuclear Cruise Missile

To implement the NPR’s call for a new SLCM, DoD will analyze alternatives to determine how best to proceed. Because the plans are still being formulated, there is a great deal of uncertainty about the cost of fielding that capability. However, the NPR also called for reducing costs by taking advantage of existing technologies and capabilities. For this estimate, the Congressional Budget Office assumed that the new SLCM would draw heavily from the design of the Long-Range Standoff Weapon (LRSO)—a new nuclear cruise missile that the Air Force is developing for bomber aircraft—and its warhead. Using that approach, CBO assumed that the SLCM’s total development costs would be 50 percent less than the LRSO’s and that unit production costs would be the same. CBO’s estimate includes about $9 billion from 2019 to 2028 for the new SLCM and its warhead, although that estimate is very uncertain. That total does not include any costs for production after 2028 (if necessary), integrating the SLCM onto submarines or surface ships, or any associated operations or security costs.

Expanded Capacity to Produce Plutonium Pits

To implement the third increase in capability called for in the NPR, DOE plans to boost its production capacity so that it can produce at least 80 plutonium pits per year by 2030; previous plans called for the capacity to produce 50 to 80 pits. DOE plans to expand its existing and planned production facilities at Los Alamos, New Mexico, and also to begin production at a second site by adapting a partially built facility at Savannah River, South Carolina, that had been originally intended for another purpose. CBO’s estimate includes about $9 billion from 2019 to 2028 for expanded pit production capacity, although that estimate is very uncertain.

Other Policies in the NPR

Second, the NPR stated that the United States would develop a ground-launched intermediate-range ballistic missile that does not carry a nuclear weapon in response to Russia’s violation of the terms of the Intermediate-Range Nuclear Forces treaty. (That treaty allows ground-launched intermediate-range missiles for both nuclear and conventional missions to be developed but not flight-tested or deployed.) However, after the NPR was released, the Administration announced its intention to withdraw from the treaty. The Administration has not indicated that it will develop a new nuclear-capable ballistic missile after withdrawing from the treaty, but if it decided to build such a weapon, that decision would lead to additional costs for nuclear activities, potentially within the next 10 years and later as well.
Tactical Nuclear Delivery Systems and Weapons. CBO estimates that tactical nuclear capability would cost
$15 billion over the next 10 years, about $6 billion more than CBO’s 2017 estimate. That $15 billion total would be almost evenly split between DoD and DOE. The increase is almost all the result of the projected development and fielding costs of the new sea-launched nuclear cruise missile that was called for in the 2018 NPR. The technical specifications of that missile, and whether it will be carried on surface ships, submarines, or both, are under review. For the purpose of this estimate, CBO assumed that the new cruise missile and its warhead would be derived from ongoing development of the LRSO.

Die Iskander-M («Искандер-М») kommt übrigens in einer Presseaussendung der staatlichen Rüstungsholdung Rostec vom November 2013 vor:
Demnach habe die Firma «Конструкторское бюро машиностроения» (НПК «КБМ») am 14. November 2013 Waffen und Ausrüstung des Systems "Iskander-M" an die Raketenbrigade des südlichen Militärbezirks in Kapustin Yar geliefert. Vor der Lieferung hätte das Wartungspersonal der Brigade ein zweimonatiges Training an einem Ausbildungszentrum für den Kampfeinsatz von Raketen und Artilleriewaffen in der Region Astrachan durchlaufen. Der Vertrag für zehn Brigadesätze der "Iskander-M" sei 2011 von NPK "KBM" und dem Verteidigungsministerium unterzeichnet worden. Ab 2013 sollten zwei Brigadesätze pro Jahr ausgeliefert werden. Ende Juni 2013 sei die erste Lieferung erfolgt.

USA wollen Ausstieg aus INF-Abrüstungsvertrag ankündigen

Die USA wollen nach Informationen der dpa heute ihren Ausstieg aus dem INF-Vertrag zum Verzicht auf atomare Mittelstreckenwaffen ankündigen. Die Vereinigten Staaten informierten gestern die Verbündeten in der NATO über ihr Vorhaben. Im Militärbündnis wurde geplant, die US-Entscheidung nach der Bekanntgabe so schnell wie möglich mit einer Erklärung zu unterstützen.
