Rheinmetall baut neue Skynex-Flugabwehr für die Ukraine
Der Rüstungskonzern Rheinmetall wird zwei Flugabwehrsysteme vom Typ Skynex für die Ukraine fertigen. Das Unternehmen bestätigte am Freitag die Bestellung, nannte allerdings kein Empfängerland für die Fahrzeuge. Nach Angaben aus Regierungskreisen handelt es sich dabei um die Ukraine. Die Systeme sollen Anfang des Jahres 2024 ausgeliefert werden.

Skynex ist für die Luftverteidigung für den Nahbereich vorgesehen.
Den Preis für die beiden Systeme beziffert Rheinmetall auf 182 Millionen Euro. Hinzu kommen noch einmal rund zwölf Millionen Euro für Lastwagen, die ebenfalls von dem Düsseldorfer Unternehmen gebaut werden sollen. Die Kosten will den Kreisen zufolge die Bundesregierung übernehmen. Derzeit werde noch geprüft, über welchen Haushaltsposten diese abgerechnet werden könnten, hieß es.

USA für Lieferung deutscher Kampfpanzer an Ukraine
Die Vereinigten Staaten haben der Bundesregierung bereits vor längerer Zeit signalisiert, dass sie die Lieferung deutscher Kampfpanzer vom Typ Leopard 2 an die Ukraine gutheißen würden. Zwei Quellen mit Zugang zu vertraulichen Informationen aus zwei Ländern sagten der F.A.Z., der Sicherheitsberater des amerikanischen Präsidenten, Jake Sullivan, habe das schon im Oktober dem außenpolitischen Berater des Bundeskanzlers, Jens Plötner, mitgeteilt.

Eine Quelle sagte, Sullivan habe Plötner am Telefon gesagt, Amerika würde es begrüßen, wenn Deutschland den Leopard 2 liefere, doch solle das auf deutsche Initiative geschehen. Amerika fordere Deutschland zu solchen Lieferungen nicht auf. Die zweite Quelle sagte, Sullivan habe Plötner im Oktober signalisiert, es sei „okay“, wenn Deutschland liefere.

„In kontinuierlichem Kontakt“

Die Bundesregierung hat die Informationen über die Signale Sullivans an Plötner nicht dementiert. Ein Sprecher sagte nur, man stehe mit den Verbündeten, insbesondere den USA, „in kontinuierlichem Kontakt hinsichtlich der gemeinsamen Anstrengungen zur Unterstützung der Ukraine.“ Die Einzelheiten seien aber „vertraulich“. Aus Regierungskreisen hieß es außerdem, jeder Staat entscheide selbst, was er liefere. Bundeskanzler Olaf Scholz habe immer wieder unterstrichen, dass Deutschland hier im Gleichklang mit seinen engsten Verbündeten handele. Es wurde hinzugefügt: „Bisher haben auch die USA keine Kampfpanzer westlicher Bauart an die Ukraine geliefert.“

Fachleute sagen allerdings, dass es gute Argumente dafür gebe, der Ukraine zuerst deutsche Panzer zu liefern. Gustav Gressel vom European Council on Foreign Relations weist zum Beispiel darauf hin, dass der Leopard 2 der Standardpanzer des polnischen Heeres ist. Deshalb könnte die Ukraine Panzer dieses Typs gleich jenseits der ukrainischen Grenze in Polen warten lassen. Das sei bei amerikanischen Panzern noch nicht möglich. „Es gibt sachliche Gründe, zu sagen: zuerst der Leopard 2“, sagt Gressel.

Allein aus den Beständen der Hersteller Rheinmetall und Krauss-Maffei Wegmann könne Deutschland kurzfristig 80 Stück bereitstellen. Weitere 30 Stück würden beim Gefechtsübungszentrum der Bundeswehr dafür benutzt, feindliche Panzer darzustellen. Die könnten durch Panzer russischer Bauart aus ukrainischen Beständen ersetzt werden.

In Michalovci wurde eine Einrichtung zur Wartung von ukrainischer Militärausrüstung "westlicher" Provenienz eröffnet, insbesondere für Haubitzen und Fliegerabwehrsysteme. Es sind dort bis zu sechs deutsche Techniker stationiert. Deutschland finanziert die Reparaturen und die Slowakei stellt die Infrastruktur, Wasser- und Stromanschluss zur Verfügung.

Exclusive: US finalizing plans to send Patriot missile defense system to Ukraine
The Biden administration is finalizing plans to send the Patriot missile defense system to Ukraine that could be announced as soon as this week, according to two US officials and a senior administration official.

The Pentagon’s plan still needs to be approved by Defense Secretary Lloyd Austin before it is sent to President Joe Biden for his signature. The three officials told CNN that approval is expected.
It would be the most effective long-range defensive weapons system sent to the country and officials say it will help secure airspace for NATO nations in eastern Europe.

It is not clear how many missile launchers will be sent but a typical Patriot battery includes a radar set that detects and tracks targets, computers, power generating equipment, an engagement control station and up to eight launchers, each holding four ready to fire missiles.

Once the plans are finalized, the Patriots are expected to ship quickly in the coming days and Ukrainians will be trained to use them at a US Army base in Grafenwoehr, Germany, officials said.

Ukraine has been asking for the system for months but the logistical challenges of delivering it and operating it are immense. Despite those obstacles, “the reality of what is going on the ground” led the administration to make the decision, the senior administration official told CNN, noting the continuing intense Russian missile barrages.

Unlike smaller air defense systems, Patriot missile batteries need much larger crews, requiring dozens of personnel to properly operate them. The training for Patriot missile batteries normally takes multiple months, a process the United States will now carry out under the pressure of near-daily aerial attacks from Russia.
CNN has reached out to the National Security Council for comment.

CNN has previously reported that the Biden administration was considering a move.

Die Ministerin und ihr slowenischer Amtskollege Marjan Šarec haben am 21. September die Zeichnung einer Absichtserklärung zum deutsch-slowenischen Ringtausch vereinbart. Demnach ist beabsichtigt, dass Slowenien 28 Kampfpanzer M-55S sowjetischer Bauart an die Ukraine liefert und dafür moderne deutsche militärische Lkw aus Industriebeständen erhält.
Die 40 militärischen 15-Tonner-Lkw und dazu noch fünf Tankbehälter sollen aus deutschen Industriebeständen an Slowenien geliefert werden. Dieses Material wurde von der slowenischen Seite explizit erbeten. Diesem Wunsch kommt Deutschland gerne nach.

Das slowenische Verteidigungsministerium hat heute die von Deutschland finanzierten vierzig Lkw übernommen, die den Kampfpanzer M-55S ersetzen. Der Vertrag über die Lkw und fünf 11000 l-Wassertanks, die kommendes Jahr geliefert werden, wurde am 5. Dezember unterzeichnet:

Deutschland wird in der Slowakei Luftverteidigungssysteme vom Typ MANTIS stationieren, um ein Werk zur Instandsetzung von Waffensystemen westlicher Herkunft, das dort zur Unterstützung der Ukraine errichtet wird, gegen mögliche russische Angriffe zu verteidigen. Als CRAM-System kann MANTIS neben niedrigfliegenden Hubschraubern und Flugzeugen auch Raketen und Bomben bekämpfen, die gegen das Werk eingesetzt werden könnten. (Quelle)

Laut dem Chef des Lagezentrums Ukraine im deutschen Bundesministerium der Verteidigung, Brigadegeneral Christian Freuding, entwickelt sich die Schlacht um Bachmut zu einer der blutigsten seit dem Zweiten Weltkrieg. Allein die Söldner-Organisation Gruppe Wagner habe täglich 500 Gefallene zu verzeichnen (!); die Lebenserwartung neuer Rekruten, die in den Kampf geworfen werden, belaufe sich nurmehr auf wenige Tage. Europe Is Rushing Arms to Ukraine but Running Out of Ammo
Europe, home to some of the world’s largest weapons manufacturers, is struggling to produce enough ammunition for Ukraine and for itself, jeopardizing NATO’s defense capacity and its support for Kyiv, officials and industry leaders say.

A lack of production capacity, a dearth of specialized workers, supply-chain bottlenecks, high costs of financing and even environmental regulations are putting a brake on efforts to increase output, presenting the West and Ukraine with a fresh challenge for next year.
The latest U.S. aid package for Ukraine, worth about $1.8 billion, includes the first Patriot antimissile battery sent to help Kyiv. Also in the package is equipment that converts unguided shells into precision-guided munitions, artillery and mortar rounds, and longer-range rockets.

Yet Ukraine’s military fortunes also depend on European countries, such as Germany, that let their defense industry atrophy in peacetime and are struggling to catch up as they focus on securing energy supplies.

Ukraine’s battle against the Russian invasion is consuming ammunition at rates unseen since World War II. Kyiv’s forces have been firing around 6,000 artillery shells a day and are now running out of antiaircraft missiles amid a relentless aerial onslaught by Russia, according to experts and intelligence officials. At the height of the fighting in eastern Ukraine’s Donbas area, Russia was using more ammunition in two days than the entire stock of the British military, according to the Royal United Services Institute, a British think tank.

No country in NATO other than the U.S. has either a sufficient stock of weapons to fight a major artillery war or the industrial capacity to create such reserves, said Nico Lange, a former top official at the German Defense Ministry. This means that NATO wouldn’t be able to defend its territory against major adversaries if it were to be attacked now, he said.

“Governments have been slashing contracts for decades, so companies shed production lines and employees,” said Mr. Lange, a senior fellow with the Munich Security Conference, a global security forum.

The current shortage of shells and missiles is largely due to a shift in the military doctrines of NATO allies in recent decades: Instead of planning for World War II-style ground battles, they focused on targeted, asymmetric warfare against unsophisticated opponents, said Morten Brandtzæg, chief executive of Nammo AS, one of the world’s largest arms manufacturers.

“We need orders of magnitude more industrial capacity,” said Mr. Brandtzæg, whose company is co-owned by the governments of Norway and Finland.

Ukraine uses up to 40,000 artillery shells of the NATO caliber 155 mm each month, while the entire annual production of such projectiles in Europe is around 300,000, according to Michal Strnad, owner of Czechoslovak Group AS, a Czech company that produces around 30% of Europe’s output of such munitions.

“European production capacity is grossly inadequate,” Mr. Strnad said. Even if the war were to stop overnight, Europe would need up to 15 years to resupply its stocks at current production rates, he said.

British Defense Secretary Ben Wallace said in an interview with U.K. media that an extra 500 million to 600 million pounds, roughly equivalent to $604 million to $725 million, had been added to the British budget to start replenishing ammunition stocks. French President Emmanuel Macron said earlier this year that the war meant that France needed to increase its military capacity and manufacturing speed. In a recent speech, German Chancellor Olaf Scholz said “we have made the wrong decisions in the last decades when it comes to ammunition supply.”

At present, Germany doesn’t have enough ammunition to last more than two weeks in case of a Russian attack, German officials said, falling well short of NATO requirements that members should stock enough ammunition for at least 30 days of combat.

This is because, despite being one of the top five arms exporters globally, Germany doesn’t have a large-scale armaments industry, said Wolfgang Schmidt, chief of staff to Mr. Scholz.

The country’s once mass-scale manufacturing has now been reduced to a high-end workshop with small capacity, Mr. Schmidt said.

Germany needs to invest 20 billion euros, or about $21.2 billion, just to meet NATO’s 30-day ammunition requirements, Mr. Schmidt said. However, Defense Ministry officials said that the current budget only envisages just over €1 billion for ammunition in 2023.

One obstacle to rapid rearmament is recent European Union legislation that declared weapons manufacturing not sustainable, cutting it off from some private funding, said Hans Christoph Atzpodien, head of the German defense-industry association.

Some efforts are being made to expand production across Europe. Germany will co-finance the refurbishment and expansion of a Soviet-era factory in Romania to produce both NATO-standard shells and types compatible with Soviet-standard weapons used by Ukraine, according to German and Romanian officials. The project, which hasn’t been previously reported, could be unveiled by the end of this month.

Companies are boosting production too, sometimes anticipating government orders. Nammo, the Norwegian conglomerate, is working to deliver 10 times its normal artillery shell output, according to its chief, Mr. Brandtzæg. The Czechoslovak Group will in 2023 double its output of 155 mm shells to 100,000, its owner Mr. Strnad said. BAE Systems PLC recently signed a £2.4 billion contract to supply the U.K.’s Ministry of Defense with ammunition. 

Germany’s Rheinmetall AG made a €1.2 billion bid for the Spanish ammunition maker Expal Systems SA; the acquisition, if approved by antitrust authorities, will help Rheinmetall boost production, the company said. It will also build a new production line to make 35mm shells for the Gepard air-defense systems that Germany donated to Ukraine.
