Ich habe heute das Statement von Verteidigungsminister Williamson vor dem House of Commons angesehen:

Die Annahmen, die die britische Regierung betreffend der Entwicklung eines neuen Kampfflugzeugs getroffen hat, sind völlig unrealistisch. Von den ungenannten Partnern "außerhalb Europas" ganz zu schweigen - vermutlich sind die Türkei (TF-X) und Japan gemeint:

The Ministers confirmed the progress of the UK-Japan High Level Defence Equipment and Technology Cooperation Steering Panel, and defence equipment and technology cooperation, and looked forward to deepening collaboration. Reflecting on the progress of the co-operative research project on the feasibility study on a Joint New Air-to-Air Missile (JNAAM) Phase 2, the Ministers looked forward to the early embodiment of the joint research project including the research prototyping and the launch testing. The Ministers welcomed that the first bilateral co-operative research project of Chemical and Biological Protection Technology was successfully completed in July 2017. They welcomed progress made on the Project for the Cooperative Research on Personnel Vulnerability Evaluation, and confirmed the exploration of possible co-operation on projects of interest including the Joint Preliminary Study on Potential Collaborative Opportunities for Future Combat Air System/ Future Fighter, launched in March this year.

    Defense Equipment and Technology Cooperation with Major European Countries, etc.

    Defense equipment and technology cooperation with major European countries, which have competitive defense industries, will contribute to the strengthening of security and defense cooperation with these countries as well as the maintenance and strengthening of the defense production and technological base in Japan. Therefore, Japan seeks to establish and deepen relationships with these countries.

    (1) United Kingdom

    In July 2013, the Governments of Japan and the United Kingdom concluded a bilateral Agreement on the Transfer of Defense Equipment and Technology. In the same month, the two countries also started joint research on chemical and biological protection technology, marking the first time that Japan had engaged in such research with a country other than the United States.

    Also, in July 2014, technology information on air-to-air missile seeker technology for joint research with the United Kingdom was determined by the National Security Council as a case where overseas transfer may be permitted as stipulated in the Three Principles on Transfer of Defense Equipment and Technology. Responding to the said decision, in November of the same year, a letter of arrangement was formulated in relation to “Japan-U.K. co-operative research project on the feasibility of a joint new air-to-air missile” and the joint research was commenced. In July 2016, the joint research on personnel vulnerability evaluation (PVE) in relation to the research and development of personal equipment was launched. Furthermore, an arrangement on the Japan-U.K. joint preliminary study on potential collaborative opportunities for future combat air system (FCAS)/future fighter between the defense authorities of the two countries was signed in March 2017. Based on the agreement of this arrangement, the two countries will conduct information exchanges regarding future fighter and the FCAS that are under study by Japan and the United Kingdom respectively, and exchange opinions about the potential for future collaboration.

In October 2014, the Direction Générale de l’Armement (French Defense Procurement Agency [DGA]) notified us of its research into operational UCAV concepts with a high level of discretion and mature critical technologies. This two-year project, which was the subject of the feasibility phase of the Franco-British demonstration program FCAS-FP, includes a cooperation component and a national component.

The coming weeks will see the completion of the upstream study plan focusing on the employment and technologies concept of the UCAV (CETUCAV) and a technical and economic study of the impact of combat drones on the combat air fleet.

In the military sector, since the initial campaign for in-flight evaluations of the nEUROn demonstrator has come to an end, the preparation of the Future Combat Air System (FCAS) is structured around two areas:
  • a remote-controlled aircraft component mainly devoted to technical and operational analysis, feasibility and technological maturation work,
  • a piloted aircraft component, to prepare the future developments of RAFALE.
The DGA (Direction Générale de l’Armement, the French Defense Procurement Agency) notified DASSAULT AVIATION in October 2014 of its research into operational UCAV (Unmanned Combat Air Vehicle) concepts with a high level of discretion and mature critical technologies. This two-year project, which was the subject of the feasibility phase of the Franco-British demonstration program FCAS-FP, includes a cooperation component and a national component.

At the end of 2015, the DGA notified the Company of a feasibility study for the development of a communications architecture based on the creation of an embedded communications server designed to optimize the management of means of communication and the network.

The upstream study plan focusing on the possible use and technologies concept of the UCAV and a technical and economic study of the impact of combat drones on the combat air fleet has been completed.

Where does your work on drones stand today?

The Rafale will stay in production and in service for many years to come. Along with the French government, we’re thinking about how drones can complement manned aircraft. That’s the aim of the French-British program FCAS (Future Combat Air System), which we are leading along with BAE Systems. The feasibility study phase, which kicked off in 2014, is proceeding very well and has been extended for a year. The development of an operational demonstrator should start towards the end of 2017.
We are also continuing a design study with BAE Systems for the FCAS (Future Combat Air System), launched
at the end of 2014. The study concerns operational concepts for a stealthy combat drone, and the development
of innovative technologies. The end of 2017 should see the development kickoff for an operational demonstrator, as announced during the Franco-British summit in Amiens in March 2016.

18. Welche konkreten deutsch-französischen generischen Fähigkeitsforderungen an ein zukünftiges Luftwaffen-Kampfflugzeug (Next Generation Weapon System NGWS) sind in dem am 26. Das High Level Common Operational Requirements Document (HL CORD) ist ein eingestuftes, der deutsch-französischen ressortinternen Bearbeitung vorbehaltenes Dokument, für das explizit bilateral eine besondere Vertraulichkeit vereinbart wurde und dessen konkrete Inhalte für eine Weitergabe nicht vorgesehen sind.

Die freigegebenen Informationen wurden durch die im Nachgang der Zeichnung des Dokumentes im Rahmen der Internationalen Luft- und Raumfahrtausstellung Berlin 2018 erfolgten Presse-Statements sowie mit dem referenzierten Factsheet abgedeckt.

19. Inwieweit soll das neue Kampflugzeug im FCAS (Future Combat Air System)-Programm nach Kenntnis der Bundesregierung auf den bemannten und/oder auch auf den unbemannten Einsatz ausgerichtet sein (Reuters vom 26. April 2018)?

Mögliche Systemkonzepte für das „Next Generation Weapon System“ werden in einem ersten Schritt in gemeinsamen Studien zu untersuchen sein. Das Fähigkeitsspektrum wird sich an den zukünftigen Einsatzerfordernissen 2040+ ausrichten müssen.

Dassault CEO on Tempest jet: ‘The British have woken up’
The top executive of French fighter manufacturer Dassault Aviation welcomed Britain’s plan to build the Tempest fighter jet, the planned successor to the Eurofighter Typhoon.

“It is good news,” Chairman and CEO Eric Trappier said July 19 at a news conference on the company’s financial results for the first-half of 2018. In the early 2000s, Britain didn’t see a need to build its own fighter and instead ordered the F-35 Joint Strike Fighter, he noted.

“I see the British have woken up,” he said.

The British project means there will be two European initiatives to build a new-generation fighter, as France and Germany are jointly pursuing a project for a new fighter, which will be flying in 2040.

“There are two roads being followed,” he said.
British defense companies and those on the European continent are “deeply worried” over the lack of progress in negotiations over a new trade agreement as Britain’s departure from the European Union quickly approaches, Trappier said.

“They are not fans of Brexit,” he said, referring to Britain’s exit from the EU.
“A model is just a model,” Trappier said, when Defense News asked him about the model of a twin-engine fighter shown in the company’s video clip titled Next Generation European Aircraft. “On the reality of what will be the Franco-Germany fighter, the operational requirement and specifications are currently being written, so there is not a relatively accurate model to show,” he said.

Even if there were such a model, that would be held confidential, he added.

In an industrial pact signed by Dassault and Airbus, the former will take the lead on the next-generation fighter while the latter will focus on an air tanker and new spy plane, he said.
Those aircraft will be major elements in the Franco-German Future Combat Air System. Future cruise missiles and swarms of drones will also be in that system.

As to which company will be appointed as the architect of the overall system of systems, that will be a political decision, he said.

‘We are not dupes’: France takes step away from US with fighter program
France has linked its search for independence from U.S. export rules with the Franco-German project for a future fighter jet, in a bid to boost foreign sales of the aircraft, the French armed forces minister said.

France’s effort to become less dependent on U.S. components and promote exports were written into the same letter of intent signed in June with Germany for the FCAS project, Florence Parly told AJPAE, the aeronautics and space journalists association, on Sept. 6.
The minister previously told parliamentarians the French government aims to cut its reliance on U.S. components in the wake of an American refusal to authorize the sale of parts for a French Scalp cruise missile requested by Egypt. French attempts to persuade Washington to lift restrictions under U.S. International Traffic in Arms Regulations have failed.

Parly declined to give examples, but she said the problems Paris has encountered in the pursuit of foreign arms sales “stemmed in appearance from strategic factors and in reality from commercial competition."

“We are not dupes,” she said.

France needs to gradually cut its reliance on certain American components, although it is impossible to be completely independent, she admitted, adding that there is a plan to reduce that dependence.

“Experience has led us to undertake this action,” she said.

Companies should take the responsibility for greater independence, as they faced the consequences of failed export efforts, she said.

“They are in the front line,” she said, noting that the government is in dialog with industry and that some companies already understand the situation and are fully committed.

25. Inwieweit trifft es zu, dass im Moment davon auszugehen ist, dass die beide Systeme – Eurofighter und Future Combat Air System (FCAS) – bis 2050 bzw. 2060 parallel betrieben werden sollen (www.aargauerzeitung.ch/schweiz/von-der- ... -132852935)?

Mit der derzeit vertraglich vereinbarten Nutzungsdauer des Waffensystems EUROFIGHTER von 25 Jahren ergibt sich rechnerisch ein Nutzungsdauerende in der Mitte der 2040er-Jahre. Inwieweit sich diese Planung durch potenzielle Nachbeschaffungen von Luftfahrzeugen des Typs EUROFIGHTER oder lebensdauerverlängernde Maßnahmen verschieben könnte, ist derzeit offen.

26. Wirbt die Bundesregierung aktuell für das französisch-deutsche Future Combat Air System (FCAS)?

Wenn ja, bei welchen Ländern?


Das Next Generation Weapon System (NGWS) im Future Combat Air System (FCAS) ist nach deutschem Verständnis in einer möglichst breiten, europäischen Kooperation zu entwickeln und zu beschaffen. Präferierte Partner sind neben Frankreich die EUROFIGHTER-Nationen Großbritannien, Italien, Spanien sowie der Partner im European Technology Acquisition Programme Schweden.

27. Inwieweit sieht die Bundesregierung beim Bau eines neuen europäischen Kampfjets ein Wettrennen zwischen dem „Team Tempest“ Großbritanniens und dem FCAS des deutsch-französischen Konsortiums und durch den „Team Tempest“ eine Absage Großbritanniens an einer Beteiligung am FCAS (Frankfurter Allgemeine vom 18. Juli 2018, Seite 21)?

In der deutsch-französischen Absichtserklärung über die Zusammenarbeit im Hinblick auf ein NGWS innerhalb eines FCAS vom 19. Juni 2018 haben sich die beiden Staaten zur Öffnung des Programmes für weitere Partnernationen bekannt. Deutschland wird sich für eine entsprechende Erweiterung des deutsch-französischen Nukleus einsetzen.

Ich frage mich, wozu es Forenregeln gibt, wenn diese nicht eingehalten werden?
Warum muss man hier bei jedem zweiten Beitrag mit Übersetzungshilfen arbeiten????

DANKE Tribun - ganz Deiner Meinung!!!
Es würde ein Link des Originalberichts genügen mit einer kleinen deutschen Zusammenfassung.
In anderen Foren wird das rigoros so gehandhabt.
Und auch einfach Bild zu posten, ohne Angaben (zumindest) wer wann wo wie usw. wird nicht tolleriert.

Vielleicht sollte sich das der Admin (@doppeladler) mal zu herzen nehmen.

Bemanntes-unbemanntes Teaming getestet (27. September 2018)
Die Kampagne vom Truppenübungsplatz Todendorf aus umfasste Demonstrationen mit fünf von Airbus gebauten Do-DT25-Zieldrohnen, die von einem Kommandanten der Missionsgruppe gesteuert wurden, der in einem bemannten Führungsflugzeug (C2) in der Luft war.

Die Testflüge dienten verschiedenen Zwecken, darunter der Validierung von Elementen wie Konnektivität, Mensch-Maschine-Schnittstelle und dem Konzept der Teambildung von Intelligenz durch Missionsgruppenmanagement. Für den Aspekt der Teaming-Intelligenz werden mehrere Fähigkeiten und Basistechnologien mit ausreichendem Reifegrad benötigt - von Team-/Schwarmalgorithmen und neuen Sensoren bis hin zu Missionsmanagementsystemen zur Führungsunterstützung durch die Besatzung des bemannten Flugzeugs.

Ein Schlüsselelement für diese erfolgreichen Flüge war das von Airbus entwickelte fortschrittliche Flugsteuerungs- und Flugmanagementsystem für unbemannte Luftfahrzeuge, das vollautomatische Führung, Navigation und Kontrolle mit intelligenten Schwärmfunktionen kombiniert, so das Unternehmen.
Die bei den bemannten/unbemannten Teaming-Testflügen gewonnene Erfahrung wird von Airbus in die Entwicklung des Future Combat Air System (FCAS) einfließen.

RAF looks to Typhoon-Lightning-Tempest Force in 2030s
Senior UK Royal Air Force (RAF) officers are envisaging operating a mixed fleet of Eurofighter Typhoon, Lockheed Martin F-35 Lightning, and BAE Systems Tempest combat aircraft during the 2030s.

The ideas are surfacing as part of work to finalise the UK's Combat Air Strategy business case by the end of the year, according to senior RAF officers involved in the work.

A senior RAF officer told Jane's that the service "hoped to get the first Tempest aircraft into service in the early 2030s to begin replacing the first Tranche 1 Typhoons when they near the end of their 25-year service life".

The first Tranche 1 Typhoons entered RAF service in December 2003 and the first frontline UK squadron became operational in March 2006, which indicates RAF fighter numbers will start to drop off unless new aircraft begin to be brought into service after 2030.

There had been speculation that the RAF would not be able to fund building a new UK-manufactured combat aircraft under the banner of Project Tempest and continue with previously announced plans to buy 138 F-35 aircraft.

Senior RAF officers said the service still expects to buy a new UK-manufactured multirole combat aircraft and the full order of F-35s to operate in the shore-based strike role, beyond the 48 F-35Bs currently on order to serve on the Royal Navy's two new Queen Elizabeth-class aircraft carriers.

Jane's was told that once the last Tranche 3 Typhoons are retired around 2040-43 then the F-35s and UK-made Tempest-based aircraft would be the core of the RAF combat force.

Luftwaffe sets out design drivers for next-generation fighter
Speaking at the IQPC International Fighter Conference in Berlin, Brigadier General Gerald Funke, head of division Strategic Defence Planning and Concepts at the Federal Ministry of Defence, said that, while prediction of the future is difficult and often raises more questions than answers, the Luftwaffe already has an idea of the trends and technologies that will inform development of the future fighter aircraft that Germany is to build with France.

“We would be foolish to base our design on current knowledge, [as it will need to incorporate] future potential game changers,” Gen Funke said on 14 November, adding, “We have taken first steps towards the FCAS [Future Combat Air System] with the French taking the lead, and we are both now working on a common design concept and architectural study. In terms of the basic design requirements, a system-of-systems will be the key characteristic, but the list [of requirements] is not complete and is a living document.”
“The Next-Generation Weapon System will be an optionally manned fighter with unmanned components, what we call remote carriers,” Gen Funke said, noting, “This does not imply that the fighter crew will be operating the unmanned aircraft, this will be done autonomously using data provided by the fighter [or from the ground].”
