Result of security policy discussions presented on 13 May
13 May 2022

On 16 March 2022, the Government decided to set up a working group to deliberate on the changed security environment following Russia’s aggression against Ukraine. Minister for Foreign Affairs Ann Linde led the deliberations. Minister for Defence Peter Hultqvist also took part.

All parties represented in the Riksdag took part in the deliberations and were represented by the following members of the Riksdag: Kenneth G Forslund (Social Democratic Party), Hans Wallmark (Moderate Party), Pål Jonson (Moderate Party), Aron Emilsson (Sweden Democrats), Kerstin Lundgren (Centre Party), Håkan Svenneling (Left Party), Mikael Oscarsson (Christian Democrats), Allan Widman (Liberal Party) and Elisabeth Falkhaven (Green Party).

Wladimir Putin hat wirklich das absolute Gegenteil von jedem seiner Ziele erreicht. Eine unglaubliche strategische Fehlkalkulation. Wenn es stimmt, dass der Mann wirklich an Leukämie im Endstadium leidet (und das behaupten nicht Hinz und Kunz, sondern Bellingcat), kann er sich bald rühmen, Russland einen gewaltigen Scherbenhaufen zu hinterlassen.

Swedish Bases To Be Opened To U.S. Forces
U.S. armed forces will have access to Swedish airbases as part of a new agreement between the two countries.

The Defense Cooperation Agreement (DCA)—signed Dec. 6, but subject to Swedish parliamentary approvals—will enable the U.S. military to exercise and operate in the Nordic country, while regulating issues such as the legal status of American forces, access to base areas and advance storage of materiel in Sweden.

Signing of the DCA comes ahead of Sweden’s entry into NATO, which continues to be delayed as the governments in both Hungary and Turkey have yet to ratify its membership.

The agreement would allow the U.S. military to preposition and store defense equipment at Swedish bases. U.S. military aircraft would also be allowed to overfly, conduct aerial refueling and land and take off from Swedish airfields.

The agreement states that U.S. military aircraft will not be subject to air navigation fees or other charges such as overflight, en-route or terminal-navigation fees, nor will it be subject to landing or parking fees at government-owned and -operated airfields in Sweden.

The U.S. will be able to operate aircraft into Swedish Air Force bases at Halmstad, Lulea, Ronneby, Satenas and Uppsala, as well as the Vidsel airbase and test range.

Government proposes signature of defence cooperation agreement between Finland and United States
In its plenary session on 14 December 2023, the Finnish Government decided to propose that the President of the Republic authorise Minister of Defence Antti Häkkänen, or if he is prevented from doing so, Minister for Foreign Affairs Elina Valtonen, to sign a Defence Cooperation Agreement with the United States.

The Defence Cooperation Agreement (DCA) is to be signed in Washington DC on Monday 18 December. As the DCA contains provisions of a legislative nature, it is subject to acceptance by Parliament. After the signature of the DCA, the Ministry for Foreign Affairs will begin preparations for a government proposal for the acceptance and approval of the agreement and for the enforcement of its provisions of a legislative nature.
In August 2022, Finland decided to open negotiations with the United States on a Defence Cooperation Agreement (DCA), which is an international agreement of a binding nature. The negotiations were concluded in October 2023. The President of the Republic and the Ministerial Committee on Foreign and Security Policy decided in favour of approving the outcome of the negotiations on 27 November 2023. Parliament has been regularly informed of the progress of the negotiations in accordance with sections 47 and 97 of the Constitution.
The DCA deals with matters such as US access to and use of the agreed facilities and areas; prepositioning of defence equipment, supplies and materiel in the territory of Finland; entry and movement of US aircraft, vessels and vehicles; ensuring the protection, safety, and security of US forces and the facilities and areas they use; criminal jurisdiction; and diverse practical matters related to the activities of US forces in the territory of Finland. The agreed facilities and areas are listed in an Annex to the agreement. Finland will authorise the United States unimpeded access to and use of the agreed facilities and areas for activities listed in the DCA. As a rule, the cooperation between Finland and the United States will focus on the agreed facilities and areas. However, the DCA will apply to the entire territory of Finland.

The United States will commit to conducting all activities under the DCA with full respect for the sovereignty, laws and international obligations of Finland. Key provisions of the DCA contain obligations of the parties regarding consultation, respect for shared views, and coordination of measures to ensure the proper implementation of the agreement.

Minister of Defence Häkkänen to sign Defence Cooperation Agreement in United States
Minister of Defence Antti Häkkänen will make a working visit to the United States on 17-20 December 2023. General Timo Kivinen, Commander of the Finnish Defence Forces, will attend some of the programme events.

Minister of Defence Häkkänen and United States Secretary of State Antony Blinken will sign a bilateral Defence Cooperation Agreement (DCA) in Washington DC on Monday 18 December.

Also, hier kann ich Jennings nicht folgen. Ein paar Flugzeuge zum Air Policing zu entsenden, hat doch beileibe nichts mit einem Strategiewechsel zu tun. Die Sicherheitslage in Skandinavien ist auch nicht derart schlecht, dass es auf einen Jägerschwarm mehr oder weniger ankäme.
