Leonardo to supply the next-generation Black Shark Advanced torpedo to the Italian Navy

Leonardo will supply Black Shark Advanced (BSA) torpedoes and associated logistic support services to equip the Italian Navy’s U212A 2nd Series submarines. The new equipment will significantly increase the Anti-Submarine Warfare capability of the Navy.

The Black Shark Advanced is an evolution of the Black Shark heavy torpedo, already acquired by many countries including Chile, Indonesia, Malaysia, Portugal and Singapore.

This latest version integrates an innovative energy production section that can be optimised, according to the use of the system, for training or operational purposes. When the BSA is used for training activities, a newly developed rechargeable battery is used that allows a higher number of launches - up to one hundred – compared to that of previous versions, providing significant cost savings. In the operational configuration, the BSA is equipped with an innovative battery that ensures an increase in capabilities and performance. The new solution also delivers a significant reduction in life cycle costs.

Kiel holen einmal anders, während die Deutschen Ihre 6 U Boote bis zur Belastungsgrenze durchtesten, dürften die Italiener Ihre Seewölfe aus Kiel gut im "SCHUSS" haben. La Spezia wäre eine Reise wert.

II.2.4) Description of the procurement:

The IT MOD intends to purchase, via the Organisation for Joint Armament Cooperation (OCCAR), 2 submarines type U212 NFS, plus 2 as option, the related in service technical — logistic support and the training centre.

Explanation:

The U212 NFS submarines represent an evolution of U212A submarines (first and second batch) currently operated by the Italian Navy and are the sole undeniable asset that the Italian Navy needs to satisfy its operational requirements in the submarine domain for the accomplishment of the institutional tasks..

The U212 NFS is based on U212A design whose Background Information have been granted, through an Industrial Cooperation Agreement, by the German Design Authority (tKMS) to Fincantieri Spa for the construction in Italy of the NFS submarines for the Italian Navy.

In Europe only TKMS and Fincantieri have the technical know-how for the development and production of U212A submarines; there are no other European shipyards which have built such submarines.

Therefore the contract can be awarded to Fincantieri Spa using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC, being the Italian shipyard the sole economic operator able to meet the Program requirements both for technical reasons and for reasons connected with the protection of exclusive rights.

New Programme Contract for U212 Near Future Submarine

Rome, 26th February 2021. The Director of OCCAR Executive Administration (Organization Conjointe de Cooperation en matiere d'ARmement) - the organization for the management of Armaments Programmes in Europe - Matteo Bisceglia and the General Manager of Fincantieri’s Military Vessels Division Giuseppe Giordo signed the contract for the two new submarines for the Italian Navy (plus two as an option), the related 10 years support, and the new training system.

The new U212 NFS is a decisive evolution compared to the Italian-German U212A programme. It will see a robust injection of technologies characterized by innovative systems and technologies. This includes among others the new generation command and control system and the lithium ion batteries propulsion based system. This new capability will guarantee the Participating State Italy an effective deterrent and maritime security in the wider Mediterranean. The first of class will be deliver 81 months after contract award.
Currently a single nation programme, Italy tasked OCCAR to manage the Programme to pave the way for other Nations considering future underwater programmes or even other partners to cooperate on the U212 NFS programme. Subject to an agreement between the stakeholders, new Participant States may join the U212 NFS programme in any phase of the lifecycle ( Development, Production, In Service Support).

OCCAR-EA awarded the contract to the Fincantieri following a tight integration schedule. This success was achieved due to OCCAR-EA and Italian Naval Armaments Directorate’s staff’s joint effort in conjunction with a very responsive team from Fincantieri. OCCAR-EA began preparations with Preliminary Activities between 18th March 2020 and 16th December 2020. In parallel, Italy conducted national preparations including an exchange with the European Commission and publishing the intention to conduct a negotiated procedure with Fincantieri.

Following Italy’s request to integrate the U212 NFS Programme, the Programme Management Authorisation was approved 16th December 2020 formally initiating the integration of the Programme into OCCAR-EA. Italy signed the Programme Decision on 23rd December 2020, committing the Participating State to the Programme. Preparations from the Preliminary Activities allowed awarding the contract, hiring staff and setting up the Programme Division in an extremely short time. The Programme Division with will begin operation on 1st April 2021 in Rome with a satellite office in La Spezia to follow later.

PRODUCTION ACTIVITIES ON THE FIRST ITALIAN NAVY’S NFS SUBMARINE START
Trieste, January 11, 2022 – Production activities for the first of 2 new-generation submarines, as part of the U212NFS (Near Future Submarine) acquisition program of the Italian Navy, started today at the Muggiano (La Spezia) shipyard.

The program, which also envisages relevant in-service support, an option for 2 additional units, as well as the creation of a Training Center, is led by OCCAR (Organisation Conjointe de Cooperation en matiere d’Armement, the international organization for joint armament cooperation), in line with the most innovative management procedures, through life management and risk management.

The project is an evolution of the U212A program carried out in cooperation with the German thyssenkrupp Marine Systems, which resulted in the production of 4 submarines for Italy – “Todaro”, “Scirè”, “Venuti” and “Romei”, delivered by Fincantieri between 2006 and 2017 – and 6 for Germany.
The U212NFS program, which envisages the first two deliveries in 2027 and 2029, responds to the need to secure adequate underwater spatial surveillance and control capacity, considering the future complex scenarios of underwater operations and that the operational lifetime of the 4 “Sauro” class submarines, currently in service, is drawing near.
