Mittelmeer-Staaten schließen Vertrag für Gaspipeline

Vor dem Hintergrund des Gasstreits mit der Türkei haben Griechenland, Zypern und Israel ein Abkommen über den Bau einer Erdgaspipeline im östlichen Mittelmeer geschlossen. Das Abkommen über die Pipeline „EastMed“ wurde gestern in Athen unterzeichnet. Über die überwiegend unter dem Meer verlaufende Pipeline sollen jährlich zwischen neun und elf Milliarden Kubikmeter Gas geleitet werden.

Mit der 1.872 Kilometer langen Pipeline soll Erdgas, das vor den Küsten Zyperns und Israels gefördert wird, nach Griechenland und von dort aus in weitere europäische Staaten wie Italien geleitet werden.

Unmittelbar vor Europas Haustür droht der Bürgerkrieg in Libyen vollends zu eskalieren. Einen entscheidenden Schritt dahin setzte am Donnerstag das türkische Parlament: Es gab dem Drängen von Staatschef Recep Tayyip Erdoğan nach und bewilligte die Entsendung türkischer Truppen nach Libyen. „Türkische Vorauskommandos sind schon im Land“, schildert der sicherheitspolitische Analyst und Libyen-Experte Wolfgang Pusztai dem KURIER. Mit dem grünen Licht des Parlaments in Ankara könnte es dann ganz schnell gehen. „Binnen weniger Tage könnten die ersten Truppen in Libyen sein“, sagt Pusztai.

Ihr Auftrag wäre es, den Einheiten der bedrängten Regierung in der Hauptstadt Tripolis beizustehen. Seit Monaten wird die Stadt von den anrückenden Truppen von General Khalifa Haftar belagert.
„Wenn türkische Truppen in Libyen stationiert werden und wenn die türkischen Luftstreitkräfte in den Bürgerkrieg eingreifen, würde die Regierung den Krieg gewinnen“, ist sich Pusztai sicher.

Doch Libyens Nachbarn werden einer möglichen Intervention der Türkei nicht einfach nur zusehen. Vor allem Ägyptens Präsident Sisi hat bereits gewarnt: Interveniere die Türkei in Libyen, werde auch Ägypten in Libyen militärisch intervenieren, um seine Interessen zu wahren. Damit droht aber alles auf offene Kämpfe zwischen türkischen und ägyptischen Truppen hinauszulaufen, auf einen Krieg zwischen zwei Regionalmächten mit unabsehbaren Folgen.

Dass der türkische Staatschef nicht abschätzen kann, auf welche Kriegsgefahr er sich einlässt, glaubt der österreichische Libyen-Experte nicht. „Erdoğan hofft, dass Ägypten nicht so weit gehen wird. Das ist jetzt ein Pokerspiel“, vermutet Pusztai. Doch auch Ägypten scheint bereits Vorbereitungen zu treffen. Ägyptische U-Boote wurden bereits vor der Küste im Osten Libyens gesichtet.
Als Unterstützer der bedrängten Regierung von Premier Fayez al-Sarraj verfolgt der türkische Staatschef ein klares Ziel: wirtschaftliche Interessen, vor allem mit Blickrichtung Gas. Erst im November hatte Erdoğan mit der Regierung in Libyen ein – international heftig zurückgewiesenes – Seegrenzen-Abkommen geschlossen. Damit will er sich die Gasvorkommen im Mittelmeer sichern.

Marine Assault Vehicle (MAV) Makes First Appearance at IDEF’19 (1. Mai 2019)

MAV is being developed as part of the Armoured Amphibious Assault Vehicles (Zırhlı Amfibi Hücum Araçları, ZAHA) Project being conducted by the Presidency of Defence Industries (SSB) to meet a need of Turkish Naval Forces Command. Within the project, FNSS will deliver a total of 27 vehicles, including 23 personnel carriers, two command and control vehicles and two recovery vehicles.

In addition to enabling the safe landing of units during amphibious operations, the armoured amphibious assault vehicles also serve as armoured personnel carriers after reaching the shore. During the amphibious assault phase of an operation, these vehicles are launched from Landing Helicopter Dock (LHD) and rapidly cover the distance between the vessel and shore, allowing forces to land under protection and with minimum delay. Once on land, these vehicles can continue taking part in operations side-by-side with other armoured vehicles.

Athen weitet Hoheitsgebiete im Ionischen Meer aus
Das griechische Parlament hat am Mittwoch mit großer Mehrheit ein Gesetz verabschiedet, mit dem Griechenlands Hoheitsgebiete im Ionischen Meer von sechs auf zwölf Seemeilen ausweitet werden. Nur 16 von 300 Abgeordneten enthielten sich. Das internationale Seerecht sieht Hoheitsgewässer bis zu zwölf Seemeilen vor. Der Beschluss birgt aber trotzdem Sprengstoff: Würde Athen eine solche Ausweitung auch in der Ägäis umsetzen, würde die Türkei dies wahrscheinlich als Kriegsgrund auffassen.
Ministerpräsident Kyriakos Mitsotakis rechtfertigte die Ausweitung im Ionischen Meer vor dem Parlament: "Die Ausweitung steht absolut im Einklang mit internationalem Recht", sagte er. Dieses Recht könne Griechenland auch in anderen Regionen ausüben, etwa auch entlang der Süd- und Ostküste Kretas. Dafür hatten zuvor Abgeordnete der Opposition plädiert. Bisher plant Griechenland die Ausdehnung lediglich bis zur Südspitze der Halbinsel Peloponnes.

Obwohl Athen laut eigenen Aussagen weitere Ausdehnungen der Hoheitsgewässer im Moment nicht plane, betonte Mitsotakis wiederholt, dass dies mit dem neuen Gesetz möglich sei – und zwar "zu einem Zeitpunkt, in einer Weise und unter Bedingungen, über die Griechenland selbst entscheiden wird".
Das türkische Parlament hatte bereits 1995 entschieden, eine Ausweitung der griechischen Hoheitsgewässer in der Ägäis auf zwölf Seemeilen als Kriegsgrund zu werten. Die Türkei kritisiert, die Ägäis würde sonst de facto zum "Griechischen Meer". Tatsächlich würden dann 71 Prozent der Fläche der Ägäis zu den griechischen Hoheitsgewässern gehören – statt wie bisher 21 Prozent.

Elbit Systems Completes Acceptance Tests for Hellenic Coast Guard Combat Suites

Haifa, Israel, April 26, 2021 – Elbit Systems Ltd. announced today that it successfully completed the acceptance tests for new patrol vessels of the Hellenic Coast Guard (HCG). In March 2019, the Company reported that it was awarded a contract from Cantiere Navale Vittoria SpA to supply combat suites and perform systems’ integration for the new patrol vessels of the HCG.

The acceptance tests were conducted in the Aegean maritime arena and included integration level tests of the combat systems and subsystems onboard the vessels as well as live firing tests from the onboard Remote Controlled Weapon Stations.

The systems supplied and integrated by Elbit Systems include the SPECTRO XR Electro Optical payloads, Radars, Navigation Systems, Warship Automatic Identification System (W-AIS) as well as Remote Control Weapon Stations (RCWS) with full integration into a Command and Control software. The combat suit is designed to support future “plug and play” integration of aerial and surface unmanned systems that will enable expansion of the operational envelop of the patrol vessels far beyond line of sight.

Lockheed refines bid to modernize the Greek frigate fleet. Here’s what it’s offering
Greece has asked for a three-part solution to modernize its surface fleet amid increases in Russian submarine presence in the Mediterranean Sea, migration from Africa across the sea and tension with neighboring Turkey. The Hellenic Navy wants to buy four new frigates, modernize the combat capability of its four current Hydra-class MEKO 200 frigates and receive some kind of interim capability to operate while the MEKOs undergo their upgrade process.
In June, Naval News reported that Greece named the six bids on its short list: the Netherland’s Damen (SIGMA 11515 HN); France’s Naval Group (FDI-HN); Italy’s Fincantieri (FREMM); the United Kingdom’s Babcock (Arrowhead 140); Germany’s Blohm+Voss (MEKO A-200); and the United States’ Lockheed Martin.
Joe DePietro, Lockheed Martin’s vice president and general manager for naval combat and missile defense systems, told Defense News in a June interview that Greece’s requirements are based on a need for improved anti-submarine warfare and expanded-area air defense capabilities.

The new construction portion of the U.S. pitch is based on Lockheed’s Freedom-variant littoral combat ship for the U.S. Navy. The LCS was also used as the starting point for the Saudi multimission small combatant currently under construction.

This new frigate, dubbed Hellenic Future Frigate, would be centered around the COMBATSS-21 version of the Aegis Combat System and would be armed with eight Naval Strike Missiles, a 76mm Strales gun, 11 Mk 41 Vertical Launching System tubes and 21 RIM-116 Rolling Airframe Missiles. The ship would include Link 16, Link 22 and Tactical Common Data Link connectivity, enabling it to connect across a network to the rest of the Hellenic military, DePietro told Defense News.

The ship would also come ready to accept the Common Anti-air Modular Missile Extended Range, which features two-way communication between the ship and the missile for better targeting and in-flight updates.

The ship would also be optimized for anti-submarine warfare with many of the systems that are included in the LCS anti-sub warfare mission package, DePietro explained. The SQQ-89 combat suite would help the frigate make sense of the whole operating area by combining information from the frigate’s variable-depth sonar — from dipping sonars employed by MH-60R helicopters and from hull-mounted sonars on other ships in the fleet. That information would inform the firing of anti-submarine rockets either from the frigate or its helicopters.

When it comes to modernizing the MEKO frigates, Lockheed is offering to install an Aegis-based combat system that would integrate these 1990s-era ships with the new frigates, the fleet of MH-60R helicopters, the Hellenic Air Force’s F-16s and more.
A source familiar with the bid but not authorized to talk about the ongoing negotiations between the two countries told Defense News that if the U.S. Navy retires some of its Aegis cruisers or Freedom-class LCSs in fiscal 2022, as it asked Congress to do, then those ships could be the ones sent to Greece for the interim capability.
