GALVION SIGNS MAJOR HELMET CONTRACT WITH DANISH MINISTRY OF DEFENCE ACQUISITION AND LOGISTICS ORGANISATION (DALO)

Galvion, a world leader in innovative head protection systems and power management solutions, has signed a new contract to supply the Danish Ministry of Defence Acquisition and Logistics Organisation (DALO), with a suite of helmet systems. Awarded following a full and open competition, the 7-year contract is worth approximately USD $23.5 million. Galvion will deliver new helmets across two unique helmet geometries and additionally, has established a spare parts and life extension programme with estimated completion in 2034. As well as the Danish MoD, the Danish Police and Ministry of Foreign Affairs can also use this framework contract to procure and support their own specific helmets.

DALO is not a new customer to Galvion; in 2012, Galvion (under its former corporate name Revision Military) won a contract to deliver helmets and spare parts to Denmark over a seven-year period.

Starting in Q4 2020, Galvion will begin delivering a combination of their flagship Batlskin Caiman® Special Forces helmet system and the newly launched PDxT™ helmet.

Tectonica Secures over $25m in Land 400 and Global Supply Chain Contracts

Contributing to the Australian Government’s focus on becoming one of the world’s top 10 defence exporters, Tectonica has also secured a significant export contract to design, develop, manufacture, and export its BANTAMTM data and power distribution system to the Germany Army under a contract with Rheinmetall Electronics. The technology will be deployed through the Bundeswehr’s Very High Readiness Joint Task Force (VJTF) and is fitted to every soldier wearing a computerised backpack.

Developed in Australia, with the support of the Defence Science Technology Group and Australian Defence Force to reduce the bulk and weight carried by soldiers, the BANTAMTM power system distributes power from a central source and gives the dismounted soldier the freedom to concentrate on their mission, confident that the modular high-tech power management device will last the duration of their mission.

The total value of these contracts awarded to Tectonica is over $25 million.

Die tschechische Armee will neue monokulare Nachtsichtgeräte beschaffen. Dazu hat die zuständige Abteilung in der Sekce průmyslové spolupráce eine vorläufige Marktsichtung über ein Request for Information abgeschlossen, das von neun Herstellern (davon drei aus Tschechien) erwidert wurde:

Das niederländische Verteidigungsministerium hat die Ausschreibung für den zukünftigen Kampfanzug Defensie Operationeel Kledings Systeem (DOKS) abgebrochen. Die Gründe sind vielfältig: Einer der Bieter hat eine Klage eingereicht, weil er den angegebenen Gründen für die Ablehnung seines Produktes nicht zustimmt. Außerdem stellte das Verteidigungsministerium fest, dass Teile der Ausschreibungsunterlagen unklar formuliert sind und deshalb unterschiedlich ausgelegt werden können. Deshalb wurde das Ergebnis der Klage nicht abgewartet und das Vergabeverfahren abgebrochen.

Die Lieferung hat sich dadurch um mindestens ein Jahr verzögert und wird nicht vor Mitte 2023 erfolgen. Stattdessen kommt eine Zwischenlösung: Soldaten im Auslandseinsatz erhalten Kampfanzüge in MultiCam und Soldaten, die im Inland eingesetzt sind, werden mit Kampfanzügen in NFP (Netherlands Fractal Pattern) des neuen DOKS ausgestattet (Basierend auf den Kampfanzügen des Korps Mariniers.). Diese neuen Kampfanzüge in NFP werden aber noch nicht jene Qualität haben, die mit DOKS angestrebt wird. Die Zwischenlösung kostet weniger als 50 Mio. EUR und soll, wenn alles planmäßig verläuft, ab Mitte 2021 schrittweise bereitgestellt werden.

Im Gegensatz zur Beschaffung der mehr als 40.000 Kampfanzüge läuft die Beschaffung der neuen Kampfhelme planmäßig und die ersten Exemplare werden ab Ende 2020 geliefert:

II.1.4) Short description of the contract or purchase(s):

This purchase consist of 2 framework agreements. The executive framework agreement is about the purchase of ballistic and non ballistic helmets with a duration for 7 years. The second framework agreement, which is an appendix to the executive framework agreement, is about the purchase of spare parts to the ballistic and non ballistic helmets, education and training as well as the purchase of life extension for the purchased ballistic and non ballistic helmets.This framework agreement has a duration for 14 years.

The life extension will be a part of the negotiation, why this might be removed from the framework agreement before the best and final offer (BAFO) is provided to DALO.

The Danish soldier will use the Ballistic helmets and Non ballistic helmets in the solution of common educational and operational tasks, both nationally and internationally. The ballistic helmets and NON ballistic helmets shall protect the soldiers head from fragments, projectiles, fallen objects and similar foreign objects. The ballistic helmet and Non ballistic helmet solution shall contain: Helmet Basic, Helmet Operative, Helmet Non Ballistic High Cut, Helmet Non Ballistic High Cut Maritime and Helmet Ballistic High Cut. The requirements for each type of helmet is described in the requirement specification.

Helmet Basic:

Helmet Basic has none to low ballistic protection, but shall protect against falling objects. Helmet Basic will primarily be used by conscripts as an exercise helmet. Helmet Basic is a low price helmet, which shall look similar in design, shape and weigh as Helmet Operative. Helmet Basic does not have bracket for Night Vision Goggle on the helmet and is only intended to be used nationally.

Helmet Operative:

Helmet Operative has high ballistic protection, low weight and has bracket for night vision goggles and rails on both sides of the helmet for option to mount equipment. The helmet will be used in national and international training and operational situations.

Helmet Ballistic High Cut:

Helmet Ballistic High Cut has high ballistic protection, low weight and has bracket for night vision goggles and rails on both sides of the helmet. The helmet will primarily be used by special operation soldiers and soldiers in special functions. The helmet will be used in national and international training and operational situations.

Helmet Non ballistic High Cut and Helmet Non ballistic High Cut Maritime:

Helmet Non ballistic HIGH Cut has the possibility of adding supplementary ballistic add-on protection, has bracket for night vision goggle, rails on both sides of the helmet. The Non ballistic High Cut helmet will primarily be used by special operation soldiers and by soldiers in the maritime branch. The helmet will be used in national and international land and maritime training and operational situations.

The helmets must be fully functional with the accessories listed in Special Appendix 18. Special Appendix 18 will be made available after the pre-qualification.

The Danish Police and Ministry of Foreign Affairs of Denmark are also entitled to use the framework agreements.

New ballistic helmets arrive in Czech Republic

The Army of the Czech Republic is receiving the first batch of ballistic protection helmets from domestic company Argun.

A total of 11,603 helmets are being delivered by 3 September, according to a statement from the Czech MoD.

The first troops to receive the new helmets are from the 7th Mechanized Brigade, which is serving in the NATO Response Force this year. All helmets should be distributed to units by the end of this year.

This CZK435 million deal included the acquisition of about 31,000 helmets, to be handed over by the end of 2021 in two further batches.

The Czech army already uses universal VOBU I ballistic protective vests from Argun.

„System Sturmgewehr Bundeswehr“: Ausschreibungssieger bei Vergabe

Am 14. Mai 2020 wurden die im Vergabeverfahren System Sturmgewehr Basiswaffe verbliebenen Bieter zur Abgabe eines Best And Final Offer (BAFO) aufgefordert. Die Frist zur Angebotsabgabe endete am 22. Juni 2020. Die eingegangenen Angebote der Bieter wurden durch die Vergabestelle zwischenzeitlich ausgewertet.

Aus dieser Auswertung ist die C.G. Haenel GmbHGesellschaft mit beschränkter Haftung als Ausschreibungssieger hervorgegangen. Das Ergebnis der Auswertung ist noch nicht rechtswirksam. Unterlegenen Bietern steht immer der Rechtsweg offen.

Die Entscheidung der Vergabestelle ist zudem noch vorbehaltlich der parlamentarischen Billigung im Rahmen der 25 Mio. € Vorlage. Die dafür benötigten Unterlagen werden derzeit vorbereitet, mit dem Ziel einer parlamentarischen Befassung Ende 2020.
