Das VBAE (Véhicule Blindé d'Aide à l'Engagement), das das Panhard VBL ersetzen wird, soll nun im Rahmen eines multinationalen Projekts namens FAMOUS (futurs systèmes blindés augmentés européens à haute mobilité) unter Führung von Finnland (!) entwickelt werden:



Das Projekt zielt auf eine Subventionierung durch den European Defence Fund der EU ab. Beteiligt sind Frankreich, Belgien und "mehrere andere europäische Staaten" ("plusieurs autres pays européens"), die Ende 2020 einen Letter of Intent unterzeichnet haben.

Hier die Kernaussagen:
  • Das Véhicule blindé léger (VBL) und das Véhicule blindé léger long (VB2L) MKI sind in den 1980er-Jahren entwickelt worden. Derzeit stehen 1470 Fahrzeuge dieser Typen im aktiven Dienst. Die VBL MKI weisen einen gewissen Schutz gegen Bedrohungen auf dem Gefechtsfeld auf und ab Sommer 2021 ist die Lieferung von 100 VBL mit einem Zusatzpanzerungskit vorgesehen. Dies geschieht u.a. weil die Beschaffung eines "Off-the-shelf"-Fahrzeugs ("véhicule sur étagère") zur Entsendung in den Auslandseinsatz noch im Jahr 2021 nicht machbar gewesen ist.
  • Die Beschaffung des Véhicule blindé d'aide à l'engagement (VBAE), mit dem das VBL ersetzt werden soll, befindet sich derzeit in der Studienphase, im Rahmen der Arbeiten zur Anpassung des Loi de Programmation Militaire 2019-2025.
  • Das Projekt FAMOUS soll Technologiebausteine zur Entwicklung des VBAE untersuchen. Das Vorhaben wurde als Antwort auf den Call for Proposals des EDIDP (European Defence Industrial Development Programme) von 2020 entwickelt und soll vom EDF (European Defence Fund) finanziert werden.
    1.8. Call EDIDP-GCC-2020 – Ground combat capabilities

    The evolving operational environment requires the development of next generation and the upgrade of current armoured platforms with improved robustness, agility, versatility and interoperability with next generation systems and future unmanned systems. A comprehensive combination of land systems should contribute to the capability of land manoeuvre in the joint operational environment to gain positional advantage in respect to the adversary.

    Proposals are invited against the following topic

    EDIDP-GCC-2020: Development of next generation and upgrade of current armoured platforms, including those able to operate in extreme climates and geographical environments.

    Budget

    The Union is considering a contribution of up to EUR 9 000 000 to support proposals addressing the above-mentioned topic and its associated specific challenge, scope, targeted activities and main high-level requirements.

    Several actions may be funded under this call.

    Specific challenge

    The evolving operational environment requires the development of next generation and the upgrade of current armoured platforms with improved robustness, agility, versatility and interoperability with next generation systems and future unmanned systems.

    Scope

    The proposals must address the upgrade of current or the development of next generation armoured platforms, in particular addressing Main Battle Tank (MBT) or Infantry Fighting Vehicle (IFV) or Armoured Personnel Carrier (APC) or other light armoured vehicle, or developing and integrating modern and upgraded systems, subsystems or sensors into existing platforms and/or payloads improving significantly their performance.

    Targeted activities

    The proposals must cover the study of the proposed solutions, not excluding downstream activities. The targeted activities could in particular include:
    • the collection anddefinition of concept of operations (CONOPS);
    • a feasibility study for the possible concept and technical solutions which fulfil the given high level requirements, includinga Detailed Requirements Review (DRR);
    • the detailed system specification (i.e. SSS [Sub-system specification] and SSDD [Sub-system design description.]);
    • the high-level design of the selected concept;
    • the detailed design of the system, including a System Requirement Review (SRR), a Preliminary Design Review (PDR) and Critical Design Review (CDR);
    • the elaboration of a demonstrator;
    • the benchmarking/testing of the demonstrator platform against the requirements.
    Main high-level requirements

    The proposed solution should fulfil the following requirements:
    • all systems and subsystems should have a system of systems approach including open architecture concepts (e.g.NATO Generic Vehicle Architecture (NGVA));
    • systems should improve logistic footprint and security of supply;
    • cyber security should be implemented in all layers of hard and software control functions.
    In case of development of new or upgrade of existing tactical platforms/payloads, the proposed solution should also fulfil the following requirements:
    • systems should provide a substantial improvement of mobility including possibility to combine high level tactical and operational mobility with minimum performance degradation due to extreme environmental condition and type of terrains as defined in the relevant standards (i.e.NATO STANAG 2895);
    • the system should be capable of performing their missions, by day, night and under chemical, biological, radiological and nuclear(CBRN) conditions;
    • the system should be optimized to carry out different role tasks according to their specific performance criteria (e.g.troop carrier or firepower);
    • the system should comply with the maximum acceptable weight and overall dimensions mandated by transportability requirements and constraints of EU roads, railways, tunnels and bridges; air transportability/drop should also be taken into account; system should also have the capability of crossing water obstacles;
    • systems should have high modularity, different versions from one base platform, modular protection levels and taking into account relevant future threats within the operating environment;
    • the system should enable low total cost of ownership, including acquisition and lifecycle costs; systems efficient operational lifecycle for new systems should be at least 30 years;
    • system should enable payloads capability, low detectability and low signature;
    • systems should be prepared for unmanned/optionally manned operations and should be based on innovative and efficient environmental/logistic footprint reducing dependence on fossil fuel.
    In case of performance improvement of existing platforms/payloads by development and integration of modern and upgraded systems, subsystems or sensors, the proposed solution should also fulfil the following requirements:
    • state-of-the-art system, with modern and intuitive user interfaces (yet compatible with the existing best practices in the field) allowing a fast learning curve;
    • system should substantially increase situational awareness of platforms;
    • systems should minimize detection and response time to toward entities/potential threats and/or enhance main weapons’ effectors (e.g.through the use of sensors);
    • system should also support effective use of communications, covering also tactical levels. The system should operate in a full IP communication network that should be able to seamlessly use any available transmission mechanism.
    Expected impact
    • Rebuild a credible deterrent in terms of land combat capability, by introducing in the shortest time a significant number of advanced armoured combat vehicles;
    • Introduce new innovative (spin-offs) vehicle technologies and capabilities that can be adopted to other vehicles/platforms/layouts;
    • Increase EU industry capability to produce new highly innovative vehicle systems;
    • Provide solutions that solves future capability needs of several Member States with maximum commonality and modularity;
    • Provide vehicle solutions, which have a reduced environmental/logistic footprint;
    • Establish European business consortium able to offer competitive solutions for global market;
    • Decrease dependence from non-EU technologies and products.

Gestern gab es auch Neuigkeiten zur Generalüberholung des Kampfpanzers "Leclerc". Die Structure intégrée du maintien en condition opérationnelle des matériels terrestres (SIMMT) hat mit NEXTER einen Supportvertrag, den MSS2, für den "Leclerc" und den Bergepanzer Dépanneur char LECLERC über zehn Jahre mit einem Gesamtwert von über 1 Mrd. EUR abgeschlossen. Dieser löst einen 2010 abgeschlossenen Wartungsvertrag (MSS1) ab. Der MSS2 beinhaltet auch ein Mid-Life Upgrade des LECLERC, u.a. Obsoleszenzbeseitigung und Integration in das System SCORPION. Insgesamt sollen 200 Kampfpanzer modernisiert werden, von denen 122 bis 2025 geliefert werden sollen:

M. Cédric Perrin [...] Pouvez-vous nous dire quelques mots du déroulement du programme VBAE qui doit remplacer les VBL ? Est-il lancé ? Est-il financé ?

M. Joël Barre. [...] Nous travaillons aussi avec nos amis d'Arquus à la surprotection du VBL Ultima, ce qui sera possible dès le début de l'année prochaine. Je reconnais que nous avons pris du retard industriel sur ce chantier.

Le projet VBAE, quant à lui, est en cours de gestation dans un cadre de coopération européenne. Nous ne pouvons pas dire que le projet est prêt à être lancé mais nous y travaillons avec nos amis belges pour la suite du programme CaMo. Ce projet pourrait se confirmer dans les semaines ou les mois qui viennent. Nous y travaillons aussi à l'échelle de la coopération communautaire puisque le VBAE fait partie d'un programme préparatoire qui doit être prochainement lancé pour un horizon 2024-2025, d'où l'importance des actions de surprotection des VBL.

Je souhaite cependant ajouter que la protection des VBL repose aussi sur les capacités de brouillage. Dans ce domaine, nous avons mis en place un brouillage en barrage à définition améliorée qui devrait permettre d'améliorer leur capacité contre les engins explosifs radiocommandés.

Das Projekt VBAE könnte in den nächsten Wochen und Monaten gestartet werden und wird in Zusammenarbeit mit Belgien für das Programm CaMo realisiert. Es wird auch an einem gemeinsamen Rahmen für die Kooperation gearbeitet und VBAE könnte ab 2024-2025 zulaufen. Deshalb ist die Umsetzung der Zusatzpanzerung für die VBL so wichtig. Das VBL wird auch mit einem verbesserten IED-Jammer ausgestattet.

Thales ramps up Antares production for French Army AFVs

Thales LAS France SAS is ramping up the production of the Antares laser warning and local situational awareness system (LWLSAS) for the French Army, the company told Janes in April.

By early April 2021 just over 80 had been completed, and a typical Antares LWLSAS production rate is to be 100 units a year, the company added.

Antares weighs less than 20 kg, and can be integrated with a platform’s NATO Generic Vehicle Architecture (NGVA).

It was accepted by the French Army following trials with a number of prototype systems that were delivered from 2016 under funding from the French Direction Générale de l’Armement (DGA).

Antares is usually mounted on the roof or turret of an armoured fighting vehicle (AFV), and provides information if targeted by a laser rangefinder or designator, thereby enabling the crew to take action.

According to Thales, LWLSAS is accurate to within 1.5 degrees, and has a low false-alarm rate. Antares provides coverage through 360 degrees in azimuth and from -15 to +75 degrees in elevation, and is run from the platform’s 20/30 V DC power supply.

The high-resolution sensor is 5.5 megapixels and associated with a distortion-controlled fish-eye optics, and the video can be colour for daylight operations or black and white for night operations at 25 frames per second with a built-in zoom capability to highlight specific areas, the company said.

Detection range would be up to 150 m for a human, 500 m for an AFV, and 250 m for a small unmanned aerial vehicle, the company added.

Für die Eigensicherung ist ein digitales 360° Kamerasystem mit Wärmebildfähigkeit bestehend aus sechs Kameras vorhanden, welches von beiden Fahrzeuginnenräumen überwacht werden kann. Das System dient in erster Linie dem Erkennen von Bedrohungen auf nächste Entfernung und hat eine Reichweite von bis zu 740 m (Erkennen eines Panzers). Bei Bewegungen im Erfassungsbereich von 70 – 150 m reagiert das System mit einer Alarmierung der Besatzung.

La DGA réceptionne le système d’information du combat Scorpion (SICS)

Die DGA hat die erste für den Einsatz bestimmte Version des SICS abgenommen. Das neue Führungssystem wurde von Atos entwickelt. Die Firma hat außerdem einen über 12 Monate laufenden Vertrag im Wert von 34 Mio. EUR zum Support der Software erhalten, der auch die Entwicklung einer neuen Version des SICS beinhaltet. Diese Version ist mit dem neuen Funksystem Contact kompatibel und soll ab Ende 2021 in den Gefechtsfahrzeugen eingesetzt werden.
