The Lithuanian Armed Force has taken a decision to procure new UH-60M Black Hawk utility helicopters (18. Oktober 2019)
Leadership of the National Defence System has taken a decision to dispose of the soviet-made Mi-8 helicopters and start negotiations on procurement of new helicopters. The new utility helicopters are planned to be used for search and rescue operations and for the tasks of the Lithuanian Armed Forces and the NATO enhanced Forward Presence Battalion Battle Group in Lithuania.

“Currently the Lithuanian Armed Forces continues to use for its tasks three operational soviet-made Mi-8 whose airworthiness deadline is very near, and three AS365 N3+ Dauphin helicopters that are mainly used for search and rescue operations and environmental protection surveillance in the territory of Lithuania. We have to change the remnant Mi-8 Soviet platform to a western technology for military tasks,” Minister of National Defence Raimundas Karoblis says.
A market analysis that was done according to the criteria formulated by the Lithuanian Armed Forces has revealed that the UH-60M Black Hawk utility helicopter offered by the United States of America meets the demands in the most optimal way. Therefore, it has been agreed that negotiations with the U.S. Government on procurement of six UH-60 Black Hawks will be opened in the nearest while. The negotiations with U.S. Government concerning the helicopter procurement will begin in the nearest future, while the Letter of Offer and Acceptance is expected to be signed by the end of 2020. It is estimated that the first of the new UH-60M military utility helicopters will be delivered to the Lithuanian Armed Forces by the end of 2024.

The value of the UH-60M Black Hawk utility helicopter procurement is approximately EUR 300 million. The U.S. Government is currently exploring options to potentially provide U.S. security assistance funds to this important procurement.

Planuojama įsigyti 6 įrengtus universalius įvairioms funkcijoms pritaikytus karinius sraigtasparnius, kurių pagalba bus vykdomos kovinės, karių transportavimo užduotys, paieškos ir gelbėjimo operacijos, pagalbos teikimas kitoms valstybės ir savivaldybių institucijoms.Taip pat nunatytas pilotų ir techninio personalo paruošimas bei apmokymas, sraigtasparnių garantinės priežiūros ir aptarnavimo paslaugų įsigijimas.

Ziel des Projekts ist es, die Flotte der litauischen Streitkräfte qualitativ und quantitativ weiterzuentwickeln, die ordnungsgemäße Vorbereitung auf die Wahrnehmung von Verteidigungsaufgaben sicherzustellen und die notwendigen Voraussetzungen für die qualitative und effiziente Durchführung von Tätigkeiten zur Lösung der zivilen Aufgaben zu schaffen, die in die Zuständigkeit der Streitkräfte fallen. Im Rahmen dieses Projekts wird die Flotte der litauischen Streitkräfte ausgebaut und die alten, technisch und moralisch veralteten Mi-8-Hubschrauber durch die neuen Militärhubschrauber mit universeller westlicher Plattform ersetzt. Geplant ist die Anschaffung von 6 multifunktionalen Militärhubschraubern, mit denen Gefechte, militärische Transportaufgaben, Such- und Rettungseinsätze sowie Hilfeleistungen für andere staatliche und kommunale Einrichtungen durchgeführt werden sollen. Die Vorbereitung und Schulung der Piloten und des technischen Personals, der Erwerb des Kundendienstes für Hubschrauber und die Wartung werden ebenfalls abgeschlossen.

Lithuania – UH-60M Black Hawk Helicopters
WASHINGTON, July 6, 2020 - The State Department has made a determination approving a possible Foreign Military Sale to the Government of Lithuania of six (6) UH-60M Black Hawk helicopters and related equipment for an estimated cost of $380 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Lithuania has requested to buy six (6) UH-60M Black Hawk helicopters in standard U.S. Government configuration with designated unique equipment and Government Furnished Equipment (GFE) with fourteen (14) T700-GE-701D engines (12 installed and 2 spares); eight (8) AN/AAR-57 Common Missile Warning System (CMWS) (6 production and 2 spares); twelve (12) M240H machine guns. Lithuania and the U.S. signed a contract on procurement of a new UH-60 Black Hawk helicopter platform from the U.S. Government
On November 13 Minister of National Defence Raimundas Karoblis and acting U.S. Secretary of Defence Christopher C.Miller signed a contract on acquisition of a new UH-60 Black Hawk helicopter platform from the Government of the United States. The Lithuanian Armed Forces is buying four UH-60M Black Hawk helicopters with additional equipment, spares, and a training, repair and logistical support package.

Lithuania will pay EUR 181 million (USD 213 million) over next five years to the U.S. Government for the purchase.

The U.S Government additionally provides roughly EUR 26 million (USD 30 million) financial support for the project. Lithuania also received approval from the U.S. Congress to procure two more helicopters in the future if necessary.

The first shipment of the Black Hawks could be delivered to Lithuania in late 2024 when the Lithuanian Armed Forces will have fully trained personnel – pilots and ground support specialists – to work with the new platform, and ready maintenance and ground support equipment.
The new platform will fully substitute for the Mi-8Ts currently used by the Lithuanian Armed Forces. The Soviet-made helicopter fleet is in its thirties and its airworthiness has come to the deadline, its operation is also difficult: expensive maintenance, prone to failures, risky repair because of the complicated provision of spares from Russia.

Die ersten Fotos der litauischen UH-60M. Drei wurden Anfang August von Lockheed Martin zur Modifikation nach Huntsville geliefert und vierte sollte Ende August folgen. Die ersten zwei Hubschrauber sollen 2024 geliefert werden:

Critical Air Force Base infrastructure developed: new helicopter hangar has been unveiled
The hangar unveiled Tuesday has been built for parking and maintaining the UH-60M Black Hawk helicopters the first two of which are expected to be delivered to Lithuania in 2025 and the other two in 2026. Two pilots and 10 maintenance experts were trained last year for the specific type of helicopter with another 8 pilots and 8 more technicians to be ready over this year.
The helicopter space takes up nearly 2 thousand square meters of the total nearly 2.5 thousand square meters, the administrative corps is over 500 square meters. The approx. 3.6 million euros worth project was carried out by Tilta UAB and finished last December.
