La France propose à la Grèce deux frégates FDI via une vente de type FMS à la française (24. September 2019)
La France va prochainement proposer de façon officielle un accord de gouvernement à gouvernement de type CaMo (vente de blindés à la Belgique) pour la fourniture de deux frégates FTI (Belh@rra) de plus de 4.000 tonnes armées de missiles de croisière MdCN (Scalp Naval) à la Grèce et identiques à celles de la Marine nationale. Toutefois, la marine grecque devrait demander (à la marge ?) des équipements spécifiques à la France pour ses frégates. Paris a déjà proposé officieusement à Athènes une vente de type FMS à la française, intitulé Contrat de partenariat gouvernemental (CPG), lors d'une visite de représentants de haut niveau du ministère des Armées français en septembre.

La future visite à Paris en octobre du ministre de la Défense grec Nikos Panagiotopoulos pourrait être le moment pour la ministre Florence Parly de lui faire officiellement cette offre. La France devra proposer un plan de financement attractif (garanties bancaires et crédit acheteur). En outre, les deux frégates seront fabriquées par Naval Group à Lorient si Athènes accepte la proposition française.

Frankreich hat Griechenland Ende September einen Government-to-Government-Deal (Contrat de partenariat gouvernemental) zur Beschaffung von zwei Fregatten FTI, bewaffnet mit Marschflugkörpern MdCN (Scalp Naval) vorgeschlagen, die identisch zu jenen Schiffen sind, die die Marine nationale bestellt hat. Das Angebot ist mit einem Finanzierungsplan mit Bankgarantien und einem Kredit verbunden. Gestern ist der dazugehörige Letter of Intention vom griechischen Verteidigungsminister unterzeichnet worden.

Der griechische Verteidigungsminister Nikos Panagiotopoulos hatte am 2. September ein Telefonat mit der französischen Verteidigungsministerin Florence Parly. Enikos.gr zufolge wurden die Gespräche zur Beschaffung von zwei Belharra-Fregatten wieder aufgenommen. Griechenland hat anscheinend schon vor fünf Jahren einen Höchstpreis von 2 Milliarden Euro für Beschaffung und Support der neuen Kriegsschiffe festgelegt.

Konflikt mit der Türkei Griechenland rüstet auf

Griechenland rüstet inmitten zunehmender Spannungen mit der Türkei das eigene Militär auf. Wie Ministerpräsident Mitsotakis mitteilte, will das Land mehrere Kampfjets und Fregatten kaufen.

ANTONIS SROITER: Going back to the Minister of National Defence, I am going to make a very simple question: How close are we to these state-of-art French Belharra frigates. What change are we waiting for in their proposal, so as to respond positively?

NIKOLAOS PANAGIOTOPOULOS: The decision will be taken within this year’s first semester, following a specific procedure. Mr. Sarikas, always properly informed, updated us on what we might see in the next days. Ms. Florence Parly, the French Minister of Defence, did not come yesterday in Athens bringing a proposal for the frigates, yet she ensured us that such a proposal is approaching.

Currently, we have the, pleasant if I may, problem of choosing between several interesting proposals. We have four or five so far: the French one we are expecting, an American, a British, a German, a Spanish, among others, a Dutch.

ANTONIS SROITER: As long as we have money available for purchases, isn’t that right?

NIKOLAOS PANAGIOTOPOULOS: Obviously, as you know, it is important for the Defence Industry at global level, when a country proceeds at constructing four new ships, at difficult times such as the ones we are living.

Other than that, so as to end with this issue, what we are mostly looking for, is a package proposal, I mean that, besides the construction of those four vessels, the acquisition of four new-type frigates, we also need to ensure that some of these vessels will be constructed in Greek shipyards, which means domestic involvement of shipbuilding; 6-7 years are needed until their construction, we will not have them in a period of eight months to two years, like the Rafale.

The ones to take the job will provide an “interim solution”, which means two vessels, used but at good condition, possibly upgraded, as we have heard described in the French proposal to come, regarding “Lafayette” frigates, which are of older type, yet upgraded. We shall see, we are expecting specific proposals.

Lockheed refines bid to modernize the Greek frigate fleet. Here’s what it’s offering
Greece has asked for a three-part solution to modernize its surface fleet amid increases in Russian submarine presence in the Mediterranean Sea, migration from Africa across the sea and tension with neighboring Turkey. The Hellenic Navy wants to buy four new frigates, modernize the combat capability of its four current Hydra-class MEKO 200 frigates and receive some kind of interim capability to operate while the MEKOs undergo their upgrade process.
In June, Naval News reported that Greece named the six bids on its short list: the Netherland’s Damen (SIGMA 11515 HN); France’s Naval Group (FDI-HN); Italy’s Fincantieri (FREMM); the United Kingdom’s Babcock (Arrowhead 140); Germany’s Blohm+Voss (MEKO A-200); and the United States’ Lockheed Martin.
Joe DePietro, Lockheed Martin’s vice president and general manager for naval combat and missile defense systems, told Defense News in a June interview that Greece’s requirements are based on a need for improved anti-submarine warfare and expanded-area air defense capabilities.

The new construction portion of the U.S. pitch is based on Lockheed’s Freedom-variant littoral combat ship for the U.S. Navy. The LCS was also used as the starting point for the Saudi multimission small combatant currently under construction.

This new frigate, dubbed Hellenic Future Frigate, would be centered around the COMBATSS-21 version of the Aegis Combat System and would be armed with eight Naval Strike Missiles, a 76mm Strales gun, 11 Mk 41 Vertical Launching System tubes and 21 RIM-116 Rolling Airframe Missiles. The ship would include Link 16, Link 22 and Tactical Common Data Link connectivity, enabling it to connect across a network to the rest of the Hellenic military, DePietro told Defense News.

The ship would also come ready to accept the Common Anti-air Modular Missile Extended Range, which features two-way communication between the ship and the missile for better targeting and in-flight updates.

The ship would also be optimized for anti-submarine warfare with many of the systems that are included in the LCS anti-sub warfare mission package, DePietro explained. The SQQ-89 combat suite would help the frigate make sense of the whole operating area by combining information from the frigate’s variable-depth sonar — from dipping sonars employed by MH-60R helicopters and from hull-mounted sonars on other ships in the fleet. That information would inform the firing of anti-submarine rockets either from the frigate or its helicopters.

When it comes to modernizing the MEKO frigates, Lockheed is offering to install an Aegis-based combat system that would integrate these 1990s-era ships with the new frigates, the fleet of MH-60R helicopters, the Hellenic Air Force’s F-16s and more.
A source familiar with the bid but not authorized to talk about the ongoing negotiations between the two countries told Defense News that if the U.S. Navy retires some of its Aegis cruisers or Freedom-class LCSs in fiscal 2022, as it asked Congress to do, then those ships could be the ones sent to Greece for the interim capability.

Greece goes Dutch for more ships
Greece and the Netherlands have signed a Letter of Intent (LoI) that opens the door for the transfer of two Karel Doorman (M)-class frigates and six mine countermeasure vessels to the Hellenic Navy.

The LoI was signed on the sidelines of the NATO Conference of National Armaments Directors by VAdm (ret) Aristeidis Alexopoulos, general director of the General Directorate for Defence Investments and Armaments in the Hellenic Ministry of National Defence, and Adm Arie Jan de Waard, director of the Defence Materiel Organisation in the Netherlands.

Update: Damen submits proposal for Greek Navy corvette programme
Dutch shipbuilder Damen has submitted a proposal based on its proven SIGMA 10514 design to the General Directorate for Defense Investments and Armaments (GDDIA) for the Hellenic Navy's (HN) corvette programme, industry sources have confirmed to Janes.

Key specifications for the SIGMA 10514HN design include an overall length of 107.5 m, a beam of 14 m, and a maximum displacement of 3,000 tonnes. The ship will have a top speed of more than 27 kt at full load and a standard range of more than 5,000 n miles at 15 kt. The ship will be powered by diesel engines and motors in a combined diesel or electric (CODOE) configuration.

Proposed armament includes a 76 mm Super Rapid gun, 16 VL MICA-NG surface-to-air missiles in a vertical launching system, one 21-cell Rolling Airframe Missiles launcher, eight Exocet Block 3C surface-to-surface missiles, one 30 mm remote weapon station, two triple torpedo launchers for ASW torpedoes, and M2HB 12.7 mm heavy machine guns.
