Explanation:

The Vehicle Support Team (‘VS’), part of the UK Ministry of Defence (‘MOD’), intends to award a contract to Thales UK Ltd (Thales) for the supply of replacement sights and related components (NSN 5855-99-749-0095, NSN 6650-99-299-8660, NSN 6150-99-350-8549) for the Warrior Battle Group Thermal Imager (‘BGTI‘) equipment. The proposed contract will have a duration of up to 2 years and an estimated value of GBP 6.0 million.

It is considered that this contract can be awarded using the negotiated procedure without prior publication of a contract notice in accordance with Article 28(3)(a) of Directive 2009/81/EC (Regulation 16(1)(b)(i)(aa) and (bb) of the UK Defence and Security Public Contracts Regulations 2011) because Thales is the manufacturer and supplier of the BGTI equipment and a change of supplier would require the MOD to acquire sights and component parts having different technical characteristics which would result in incompatibility with the BGTI equipment and cause disproportionate engineering, technical, configuration and logistical difficulties in the operation and maintenance of the BGTI equipment.

Background

The AJAX Armoured Cavalry programme, alongside the Mechanised Infantry programme (delivering BOXER), will enable the Army’s Strike capability. AJAX provides a reconnaissance and direct fire engagement capabilty.

Accounting Officer conclusion

• DEC 2014 ... MoD gives approval for AJAX to proceed with an expected Initial Operating Capability (IOC) date of 31 July 2020.

• 2019 ... Contract is renegotiated.

• OCT 2020 ... AO reports that IOC is now expected in June 2021, with a separate in-service date of January 2021, and that there has been no increase in the firm contract price of £3.5 billion.
