Missile Defense Review

Bild
Aegis Ashore: The Aegis Ashore is the land-based version of the Aegis Weapon System and is operated by the U.S. Navy as part of the European Phased Adaptive Approach (EPAA). An Aegis Ashore site in Romania is operational, armed with the SM-3 interceptor, and provides continuous defense of European NATO territory against Middle East missile threats. It is currently operating under NATO command and control. An Aegis Ashore site in Poland is under construction and will become part of NATO ballistic missile defense upon completion. These Aegis Ashore sites will soon be equipped with the SM-3 Blk IIA, significantly strengthening their defense of NATO territory.

Planned works to update the Aegis Ashore system in Deveselu (11. April 2019)
In accordance with NATO decisions and with the U.S. - Romanian bilateral agreement, the Aegis Ashore missile defense system deployed at the 99th Military Base at Deveselu will undergo a previously planned updating process in the upcoming period.

The update of the Aegis Ashore elements deployed at Deveselu is similar and complement updates conducted so far on other U.S. Aegis systems. The updating process will not add any offensive elements to the system and will not change its pure defensive nature.

These updates were planned as early as September 2009, when the calendar for the implementation of the U.S. missile defense system in Europe was announced, in a new, phased adaptive approach (EPAA / European Phased, Adaptive Approach to Ballistic Missile Defense).

In the timeframe planned for the completion of updating work at Deveselu, which will last a few weeks, NATO will ensure an alternative ballistic missile defense capability by deploying a U.S. Terminal High Altitude Air Defence (THAAD) missile defense system to our country.
The deployment of the THAAD defensive system to Romania will be temporary. The plan is to keep the system operational only until the update of the Aegis Ashore missile defense work is completed.

Pentagon budget 2021: Construction problems delay Aegis Ashore in Poland
The US Missile Defense Agency's (MDA's) Aegis Ashore missile interceptor system is expected to be available in Poland by 2022 - at least three years late - due to construction delays.

The weapon system is on site and ready to be installed, but problems continue with site construction, Vice Admiral Jon Hill told reporters on 10 February at the Pentagon. At issue is the site's auxiliary controls for power, heating, and cooling, he said.

In December 2019 the MDA sent a team to assess the project's progress to see if it could be phased in sooner, but concluded that it was likely to require some contract modifications to get it done by 2022. "It's a very conservative estimate," Vice Adm Hill said. The system in Poland was planned to be online by December 2018.

Vice Admiral Jon A. Hill, USN
Director, Missile Defense Agency
Before the
House Armed Services Committee
Strategic Forces Subcommittee
April 18, 2023

Regional Defense

Globally deployed ship-based and land-based Aegis BMD capabilities are critical to the Nation’s defense of our deployed forces, allies, and partners against short-, medium-, and intermediate-range missile threats. In FY 2024, MDA is designing improvements to the Aegis BMD capability, to include procuring and delivering Standard Missile (SM)-3 Block IB Threat Upgrade (TU) and Block IIA missiles, improving Sea-Based Terminal (SBT) defense, advancing weapon system and missile reliability, and enhancing Aegis BMD engagement capacity and lethality. We will continue to develop Aegis BMD weapon system software to enhance functionality and leverage more-capable radars and national technical means.

MDA continues to support defense of NATO’s European territory and forces against the ballistic missile threat from the southeast of the Alliance’s border. Aegis Ashore in Romania is operational, and we are working to complete and prepare Aegis Ashore in Poland for Navy acceptance, followed by transfers of authority to U.S. European Command and NATO. We recently completed installation and testing of the combat system equipment at Naval Support Facility Redzikowo, Poland, in parallel with construction activity. Both Aegis Ashore sites are designed to launch the SM-3 Block IBTU and Block IIA missiles.

US Navy scheduled to accept Aegis Ashore Poland by mid-December
The US Navy (USN) is scheduled to officially accept the Aegis Ashore site in Poland by mid-December, according to Rear Admiral Douglas Williams, the acting director of the Missile Defense Agency (MDA).

“The navy will formally accept Aegis Ashore Poland into their inventory on December 15,” Rear Adm Williams told the House Armed Services Committee Strategic Forces Subcommittee in a written testimony on 7 December.

Located in Redzikowo, the Aegis Ashore site “was added to the Operational Capability Baseline in September 2023 with upgrades over the original design and state-of-the-art integrated electronic security system,” Rear Adm Williams noted.

The Aegis Ashore site in Poland was delivered to the USN on 1 October for operational use and maintenance, the MDA acting director said.
