Finland to join Multinational Cooperation for Providing Land Battle Decisive Munition (12. Juli 2018)
Finland is to join NATO’s Memorandum of Understanding on Multinational Land Battle Decisive Munition (LBDM). Sixteen NATO defence ministers and Macedonia’s[1] Minister of Defence signed the Memorandum of Understanding (MoU) in Brussels on 12 July 2018 while Minister of Defence Jussi Niinistö will sign the MoU at a later stage. In addition to Finland, Austria, Belgium, Denmark, Estonia, France, Germany, Italy, Latvia, Lithuania, Macedonia, Montenegro, The Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia and Spain are joining the cooperation arrangement.

Based on the MoU, a working group was set up with the task to inform of the participating countries’ future munition acquisition, to jointly acquire munition and to improve munition related life cycle cooperation.

    ODJELJAK 2 – CILJEVI I SVRHA

    2.1. Ovaj MoR utvrđuje okvir za aktivnosti saradnje između Učesnika u vezi sa LBDM.

    2.2. Ciljevi ovog MoR su:

    - Omogućavanje efikasnije nabavke LBDM zaliha objedinjavanjem i grupisanjem nacionalnih zahtjeva za nabavkama;

    - Korist koja se dobija skraćivanjem troškova i vremena što je rezultat koncepta za upravljanje rokom trajanja na multinacionalnom nivou;

    - Omogućavanje zamjenjivosti LBDM zaliha u cilju dugoročnog podsticanja imaoca LBDM zaliha;

    - Ispitivanje mogućnosti zajedničkog skladištenja i posjedovanja zajedničkih skladišta.

    2.3. Svrha ovog MoR je stvaranje multinacionalnog zajedničkog pristupa nabavci LBDM. A naročito:

    - Istraživanje tržišta i uočavanje tržišnih mogućnosti;

    - Identifikovanje zahtjeva Učesnika za nacionalnim LBDM, a za Saveznike zahtjeva za LBDM u skladu sa NDPP i istraživanje mogućnosti za harmonizaciju ovih zahtjeva. U ovom kontekstu, Učesnici će, u kratkom i dugom roku, međusobno dijeliti, u mjeri u kojoj je to moguće, svoje nacionalne planove nabavke LBDM;

    - Vođenje združene nabavke LBDM u skladu sa važećim propisima nabavke;

    - Prenos LBDM između Učesnika kada je to moguće, u skladu sa važećim propisima vezanim za izvoz;

    - Diskutovanje o razvoju koji može uticati na buduće LBDM kapacitete;

    - Prepoznavanje tehničkih i pravnih ograničenja koja komplikuju zamjenjivost LBDM i sprečavaju stvaranje zajedničkih zaliha i skladištenje LBDM, i istraživanje mogućnosti za prevazilaženje ovih prepreka;

    - Dalje istraživanje mogućnosti za multinacionalno skladištenje i primjena takvih solucija, ako je moguće. Uspostavljanje multinacionalnog skladišta biće, međutim, predmet posebnih sporazuma između Učesnika;

    - Razmjenjivanje informacija između Učesnika i, ukoliko je to potrebno, sa vojnim organizacijama i subjektima, u skladu sa odjeljkom 6.7. dolje;

    - Prepoznavanje prilika za zajedničkom obukom, strelištem za LBDM i ostalim aktivnostima vezanim za upravljanje multinacionalnim rokom trajanja.
    SECTION 2 - GOALS AND PURPOSE

    2.1. This MoU establishes the framework for cooperation activities between Participants in relation to LBDM.

    2.2. The objectives of this MoR are:

    - Enabling more efficient procurement of LBDM stocks by unification and pooling national procurement requests;

    - Benefit obtained by cutting costs and time as a result of the concept for managing the durability at the multinational level;

    - Enabling the substitution of LBDM stocks with the aim of long-term incentives for the holder LBDM stock;

    - Examination of the possibility of joint storage and possession of common warehouses.

    2.3. The purpose of this MoU is to create a multinational joint approach to the procurement of LBDM. Especially:

    - Market research and market opportunities;

    - Identification of the requirements of the participants for national LBDM, and for the LGBM demands of the Allies according to the NDPP and exploring the possibilities for harmonizing these requirements. In this context, the Participants will, in the short and long term, share, to the extent possible, their national procurement plans LBDM;

    - Leading the joint procurement of LBDM in accordance with the applicable procurement rules;

    - Transfer of LBDM between the Participant where possible, in accordance with applicable export regulations;

    - Discussion on developments that may affect future LBDM capacities;

    - Identifying technical and legal constraints that complicate the substitutability of LBDM and prevent the creation of common stock and storage of LBDM, and explore the possibilities to overcome these barriers;

    - Further explore the possibilities for multinational storage and the application of such solutions, if possible. Establishing a multinational warehouse will, however, be the subject of special agreements between the participants;

    - Exchange of information between Participants and, if necessary, with military organizations and entities, in accordance with section 6.7. down;

    - Identifying opportunities for joint training, LBDM shooting range and other activities related to multinational life cycle management.

Wanted: Industry solutions for optimisation of MBT capabilities
EDA’s ‘OMBT-Leo2’ project, launched in spring 2017 with the ambition to optimise existing Main Battle Tank (MBT) capabilities in Europe (with an initial focus on the Leopard 2A4), will enter a new phase in the coming days with the publication of a call to European industry to participate in a Preliminary Market Consultation (PMC) and offer possible market solutions.


The purpose of the PMC is to gather accurate information regarding possible commercial solutions for upgrading Leopard 2A4s up to the 2A7 or equivalent version, in-line with existing technical standards and requirements. Participants are asked to respond to the PMC with proposed solutions that are sufficiently detailed and include a realistic price range and possible timelines.

The objective is to reach out to the full European defence industry spectrum and ensure the collection of comprehensive and accurate cost data. To this purpose, the PMC will be disseminated via the Aerospace and Defence Industries Association of Europe (ASD) and EU National Defence Industry Associations (NDIAs). Industry will have to submit their responses to the PMC until 18 July 2019. Only responses covering full system-level solutions will be taken into further consideration.

EDA encourages the establishment of European multinational cross-border industrial partnerships as the preferred mechanism to exploit this opportunity. The Agency also considers this programme as a suitable vehicle for enhanced access for Small and Medium Enterprises (SME) to the cross-border supply chain.
In order to support the PMC, EDA will organise a business-to-business (B2B) workshop at its premises in Brussels around mid-May. Further details on this workshop, including participation criteria and related requirements, will be communicated by EDA to industry in due time.

The aim of the B2B workshop is to promote cross-border cooperation within the EU and enhance mid-caps/small and medium enterprises’ access to defence contracts in general, and to the future OMBT-Leo2 programme (contractual) implementation in particular, by facilitating initial contacts between industrial stakeholders with relevant expertise (at full-system and / or subsystem level), in this field.

Die europäische Luftbetankungsflotte nimmt Fahrt auf
Mit der Aufstellung der MMF, der „Multinational MRTT Fleet“, gehen in diesem Jahr fünf europäische NATO-Mitgliedsländer dafür eine Kooperation ein. Stützpunkte werden Eindhoven und Köln sein.
Den Anfang machten Luxemburg und die Niederlande. Denn schon im November 2014 wurde in Luxemburg ein Vertrag zum Start der Beschaffung einer multinationalen Tanker-Flotte unterschrieben.

Die Niederlande benötigte Ersatz für die beiden KDC-10-Tanker und übernahm die Führung bei der Definition der zu beschaffenen Luftfahrzeuge. So kam es zu der Entscheidung, zunächst zwei Flugzeuge vom Typ A330 zu kaufen. Eine Option über den Kauf von bis zu sechs weiteren Exemplaren ermöglichte den Einstieg weiterer Länder, deren Bedarf bereits absehbar war.
Deutschland und Norwegen unterzeichneten am 29. Juni 2017 die Verträge zur Beteiligung an der MMF. Durch die Verdopplung der Mitgliedsländer wurde auch die Kapazität des Projektes um fünf neue A330 MRTT, mit der Zusatzoption auf vier weitere, erhöht. Die bis dato sieben bestellten Flugzeuge, die formell und vertraglich der NATO gehören, werden durch exklusive Rechte zur Nutzung durch die finanzielle und personelle Beteiligung den Anteilsländern im Verhältnis zum geleisteten Beitrag zur Verfügung stehen.

Als fünfter Teilnehmer unterschrieb Belgien im Februar 2018 den Vertrag zur Teilhabe. Deshalb wurde auch die Beschaffung eines achten A330 MRTT beschlossen. Zusätzlich wurde festgelegt, dass die Flugzeuge die Fähigkeit besitzen sollen, Lenkflugkörper mit Infrarot-Suchköpfen abzuwehren.

Eindhoven und Köln sind Stützpunkte der neuen Tanker

Die Flugzeuge werden hauptsächlich auf dem Flughafen Eindhoven in den Niederlanden stationiert, der als Main Operating Base (MOB) fungieren wird. Hinzu kommt der militärische Teil des Flughafens Köln/Bonn als Forward Operating Base (FOB). Die Auslieferung der bisher bestellten acht Flugzeuge A330 MRTT wird für den Zeitraum 2020 bis 2024 erwartet.

Den ersten Flug eines für die MMF vorgesehenen Flugzeugs gab es bereits am 28. November 2018. Der „MMF-1“ hob von der Startbahn des Airbus-Werks in Getafe in Spanien in Richtung Großbritannien ab, wo er im Anschluss lackiert werden sollte. Es wird erwartet, dass dieses erste von acht Tankflugzeugen im Mai 2020 ausgeliefert werden kann. Das erste deutsche Personal als Teil der MMF nimmt bereits jetzt seinen Dienst in Eindhoven auf.

EDA to launch four-country talks on Leopard 2 upgrade and procurement after industry feedback
The European Defence Agency (EDA) awaits a last round of market feedback from industry before launching final consultations with member states Cyprus, Greece, Romania, and Spain to launch a programme in 2020 to modernise or procure Leopard 2 main battle tank (MBT) fleets. The effort will aim at upgrading to Leopard 2A7 equivalents or acquiring them, according to the agency.

"We're aiming for maximum commonality among them as they upgrade their MBTs," an EDA source told Jane's on 8 July, adding that the programme will involve approximately 200 Leopard tanks, plus a purchase of a new tank battalion by Romania, with all the upgrade work worth "several hundreds" of millions of euros.
