Latvia – UH-60M Black Hawk Helicopters

The State Department has made a determination approving a possible Foreign Military Sale to Latvia of four (4) UH-60M Black Hawk Helicopters and related equipment for an estimated cost of $200 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Latvia has requested to buy

• four (4) UH-60M Black Hawk helicopters in standard USG configuration with designated unique equipment and Government Furnished Equipment (GFE),

• ten (10) T700-GE-701D engines (8 installed and 2 spares),

• ten (10) Embedded Global Positioning Systems/Inertial Navigation Systems (8 installed and 2 spares).

Also included is

• one (1) Aviation Mission Planning System,

• five (5) Talon Forward Looking Infrared Radar (FLIR) (4 production and 1 spare),

• ten (10) AN/ARC-201D/E (8 production and 2 spares),

• ten (10) AN/ARC-231 radios (8 production and 2 spares),

• five (5) AN/APX-123A Identification Friend or Foe (IFF) transponder (4 production and 1 spare),

• five (5) AN/ARC-220 Radio (4 production and 1 spare),

• twenty (20) AN/AVS-6 Helmet Mounted Night Vision Devices,

• aircraft warranty,

• air worthiness support,

• spare and repair parts,

• support equipment,

• communication equipment,

• publications and technical documentation,

• personnel training and training equipment,

• ground support equipment,

• site surveys,

• tool and test equipment,

• U.S. Government and contractor technical and logistics support services, and other related elements of logistics and program support.

The estimated total case value is $200 million.

Latvijai paredzēto helikopteru "Black Hawk" iegādi varētu līdzfinansēt no ASV atbalsta programmām

Daudzmiljonu eiro vērto Latvijas armijai paredzēto helikopteru "Black Hawk" iegādi varētu līdzfinansēt no ASV atbalsta programmām, aģentūra LETA noskaidroja Aizsardzības ministrijas (AM) Preses nodaļā.

The acquisition of "Black Hawk" helicopters for the Latvian army, worth several million euros, could be co-financed by US support programs, the agency LETA found out in the press department of the Ministry of Defense (AM).

Helikopteru iegādei patlaban tiek vērtēta iespēja slēgt starpvaldību līgumu ar ASV. Plānots, ka Savienotās Valstis varētu nodrošināt iegādes līdzfinansējumu no savām atbalsta programmām. Tāpat iecerēts turpināt ciešo sadarbību gan ar ASV bruņotajiem spēkiem, gan Mičiganas Nacionālo gvardi helikopteru pilotu un tehniķu apmācības un kopīgu taktisko mācību organizēšanā un tālākas uzturēšanas nodrošināšanai. Šo iemeslu dēļ starpvaldības līguma slēgšana par UH-60M iegādi vislabāk nodrošinātu bruņoto spēku prasību izpildi, norādīja AM.

For the purchase of helicopters, the possibility of concluding an intergovernmental agreement with the United States is currently under consideration. It is planned that the United States could provide purchase co-financing from its support programs. It is also intended to continue to work closely with both the US Armed Forces and the Michigan National Guard helicopter pilots and technicians to train and provide joint tactical training to ensure continued maintenance. For these reasons, the conclusion of an intergovernmental agreement on the acquisition of UH-60M would best serve the fulfillment of the requirements of the armed forces, said AM.

Vērtējot NBS taktiskā gaisa transporta spējas attīstību nākotnē, UH-60M helikopteri būs sagatavoti, lai uz tiem uzstādītu ieroču sistēmas. Ieroča uzstādīšanas iespēja tiek nodrošināta helikopteru pamatkomplektācijā.

Assessing the future development of NAF tactical air transport capabilities, UH-60M helicopters will be prepared to install weapon systems. The possibility of installing a weapon is provided in the helicopter basic equipment.

Plānots, ka pirmās helikopteru piegādes varētu notikt 2021.gadā.

It is planned that the first helicopter deliveries could take place in 2021.

Acquisition of UH-60M Black Hawk helicopters would strengthen combat capabilities of Latvian Armed Forces

Ministry of Defence of Latvia is currently looking into possibility of signing an intergovernmental agreement with the US for purchase of four new medium-lift utility helicopters UH-60M Black Hawk worth around €175 million. Black Hawks would replace the existing helicopters and boost the combat capabilities of National Armed Forces.

After the signing of intergovernmental agreement, National Armed Forces will receive rotorcraft, associated equipment and installation services, training of pilots, crew members and technical personnel, spare parts and maintenance, full technical documentation and software licenses. The deal will possibly be co-financed by the US from its support programmes.

After evaluating available types of medium-lift utility helicopters, it was concluded that UH-60M Black Hawk match the identified National Armed Force military and civilian requirements. The key advantage of UH-60M Black Hawk is its build and life cycle. The primary purpose of Black Hawk is military crisis. Acquisition of such rotorcraft would ensure compatibility with the US forces stationed in the region and would allow to continue the existing joint training programmes between military units.

Purchase of UH-60M Black Hawk helicopters would ensure rapid response and lift capabilities, enabling armed forces to reach its identified operational goals. It would also ensure capability to provide troop and equipment lift, crisis support, medical evacuation, search and rescue, and other support missions, including aerial firefighting, in all weather conditions. UH-60M Black Hawk can be equipped with necessary combat weapons systems.

According to plans, National Armed Forces will receive its first UH-60M Black Hawks in 2021. The total amount of contract would reach around €175 million, VAT included.

The US government will provide crucial long-term assistance, helping National Armed Forces learn how to operate the rotorcraft, maintain and use the associated equipment. US Armed Force Black Hawk helicopter units are already rotating to Lielvārde Air Base since 2015, which will ensure that the introduction and operation of rotorcraft by Latvian military will be a lot smoother.

Latvia will continue to close collaborate with the US military and Michigan National Guard on training of helicopter pilots and technical staff. Both sides will also continue joint tactical exercise to ensure the appropriate return from acquisition of rotorcraft.

Der lettische Verteidigungsminister Raimonds Bergmanis und die amerikanische Botschafterin Nancy Bikoff Pettit haben am 2. Oktober einen "Letter of Intent" zum Kauf des UH-60M unterzeichnet. Dadurch soll die Unterstützung und Expertise der USA bei der Einführung des UH-60M gewährleistet werden. Es werden vier UH-60M für ca. 175 Mio. EUR gekauft - die US-Regierung kofinanziert die Beschaffung mit 15,5 Mio. $. Die Regierungsübereinkunft mit den USA soll die Hubschrauber, die notwendige Ausrüstung, Ausbildung, Ersatzteile, Unterstützung bei der Einführung des Systems und die Einführung von US-Standards in den Bereichen Flugtauglichkeit und Einsatzverfahren gewährleisten. Der erste Hubschrauber wird 2021 geliefert.

Latvia signs for Black Hawk helos

Latvia has signed a deal for four Sikorsky UH-60 Black Hawk transport helicopters that were approved earlier in the year, Jane’s was told on 28 November.

Speaking at the Berlin Security Conference, Jãnis Garisons, State Secretary for the Latvian Ministry of Defence (MoD), said the deal was signed “about a month ago”.

While Garisons did not provide a delivery timeline, he said that the Black Hawks should be in service in time to replace the air force’s Mil Mi-17 ‘Hip’ helicopters by 2021. He added that the process to introduce the new aircraft had already begun.

Latvia revealed to be undisclosed customer of Cayuse Warrior light attack helicopter

Latvia is to field the MD Helicopters (MDH) MD 530F Cayuse Warrior light attack rotorcraft in a deal that was disclosed by neither the manufacturer nor the customer.

First revealed by the scramble.nl aviation blog on 1 October, the order came to light in a US Army Contracting Command (ACC)-Redstone Arsenal notification for component repair and contracted field service in support of Latvian Air Force (Latvijas Gaisa spēki: LGs) MD 530F helicopters.

This notification filed on behalf of the US Multi-National Aviation Special Project Office (MASPO) referred to four helicopters to be located at Lielvārde Air Base, with support work to run for a minimum of two years from calendar years 2026–27. While the ACC-Redstone Arsenal notification did not provide specifications for the helicopters to be provided to Latvia, it noted they will be armed.

Neither the Latvian Ministry of Defence, ACC-Redstone Arsenal, nor MDH had responded to a Janes request for confirmation and further information at the time of publication.
