F-35 Joint Strike Fighter in Italien

Italien will keine zusätzlichen F-35-Flugzeuge kaufen
Gestern hatte Verteidigungsministerin Elisabetta Trenta von der 5-Sterne-Bewegung (M5S) dem Sender La7 gesagt, dass Italien keine weiteren F-35 Tarnkappen-Mehrzweckkampfflugzeuge des US-Rüstungskonzerns Lockheed Martin mehr kaufen werden. 2012 hatte die Vorgängerregierung den Kauf von 90 Flugzeugen (60 F-35A und 30 F-35B) beschlossen, die die alternden Tornados, AV-8B und AMX ersetzen sollen, und damit bereits die ursprünglichen Pläne für den Kauf von 131 bereits heruntergeschraubt. Die Ministerin sagte, man werde prüfen, was man im Hinblick auf die bestehenden Verträge tun könne. Das werde man "ausschließlich im nationalen Interesse" machen.

Dass die neue Regierung, im Gegensatz zu vielen anderen Nato-Ländern, aus den teuren Rüstungsgeschäften aussteigen will, hatte die M5S bereits vor der Regierungsbildung deutlich gemacht. Bei einer Abstimmung hatten sich alle Parteimitglieder für eine Verlagerung der Verteidigung auf Cybersicherheit ausgesprochen. Auch in den USA ist die Produktion der F-35-Flugzeuge - das bislang teuerste Rüstungsprojekt - wegen der hohen, aus dem Ruder laufenden Kosten, die sich auf über 400 Milliarden US-Dollar belaufen sollen, und Mängel umstritten. Als Präsidentschaftskandidat kritisierte auch Donald Trump noch die Entwicklung des Flugzeugs, das er nun preist.

Bei der Ablehnung des Kaufs der F-35-Flugzeuge ging es M5S nicht nur um die Kosten, die auf 14 Milliarden Euro geschätzt werden, sondern auch darum, wie die Abgeordnete Tatiana Basilio schon 2017 erklärte, "dass wir uns in die Hände der USA geben. Die ganze Software gehört Lockheed Martin und wir werden niemals etwas zu sagen haben, während alle unsere Piloten und die Techniker in den USA ausgebildet werden müssen." Italien hätte sich für den Eurofighter anstatt für die F-35 entscheiden sollen (Mit der 5-Sterne-Bewegung in einer Regierung könnte sich die Verteidigungspolitik radikal ändern).

Ein Problem für die Verteidigungsministerin ist, dass der F-35-Deal mit der Schaffung von Arbeitsplätzen in Italien verbunden war. Italien ist nicht nur einer von 9 Staaten, die an der Entwicklung des Lockheed Martin F-35 Tarnkappen-Mehrzweckkampfflugzeug des US-Rüstungskonzerns beteiligt sind. Es ist auch das einzige Land in Europa, wo sie produziert werden. In Cameri (Piemont) werden Flugzeuge in dem FACO-Werk (Final Assembly and Check Out) des Verteidigungsministeriums von Lockheed Martin und dem italienischen Konzern Leonardo (ehemals Finmeccanica) montiert.

Versprochen wurden Tausende von Arbeitsplätzen. Im März waren die ersten 10 Flugzeuge ausgeliefert worden. Die Ministerin verwies darauf, dass die Beendigung des Vertrags sich negativ auf Angestellte des Werks auswirken könne. Und sie sagte, dass es teurer kommen könnte, aus dem Vertrag auszusteigen, als ihn zu erfüllen, was bereits andeutet, dass die reale Welt doch ein wenig komplizierter ist, als die Partei meinte. "Wenn wir an der Regierung wären", hatte die für Verteidigung zuständige Basilio noch letztes Jahr versprochen, "dann hätten wir das Programm bereits beendet." Ende Juni betonte Trenta, man habe viele Fragen zu dem Programm, werde es aber zur Kosteneinsparung und zur Vermeidung anderer Folgen wohl nicht beenden, sondern nur weiter hinausziehen.

Vielleicht gibt es wirklich noch eine Europäische Entscheidung. Nachdem ja Deutschland, Spanien und Großbritanien ja schon angedeutet haben weitere EF zu beschaffen (weil die F-35 ja es zweieinhalbfache wie ein EF kostet) könnte Italien als vierte EF Nation weitere EF beschaffen. So könnte man wirklich einen EF Tranche 4 entwickeln.

Hier stehen noch weitere Details zum italienischen JSF-Beschaffungsprojekt. Inklusive verlinkten Parlamentsdokumenten (u.a. zur Fertigungslinie in Cameri). Offensichtlich will Italien mit der F-35A und F-35B insgesamt 250 Tornado und AMX bei der Aeronautica Militare sowie 18 Harrier AV8B-Plus bei der Marina Militare ersetzen. Diese Flugzeuge werden seit 2014 schrittweise außer Dienst gestellt. Laut den Angaben in diesem Dossier konnten die USA bis zu 28 % der Entwicklungskosten der F-35 auf Partnerländer abwälzen - ohne, dass diese überhaupt Flugzeuge bestellt oder nennenswerte Kompensationen durch Aufträge an Sublieferanten bekommen hätten. Die Aufträge an Sublieferanten wurden im freien Wettbewerb vergeben, nicht als Kompensationsgeschäfte.

Die Kosten für die Beteiligung an der Concept Demonstration Phase (CDP; November 1996-Oktober 2001), System Development and Demonstration Phase (SDD; Oktober 2001 - heute) und PSFD (Production, Sustainment, and Follow-on Development) machten für Italien insgesamt 1942 Mio. $ aus (davon 1038 Mio. $ für CDP und SDD).

SECTION II

OBJECTIVES


2.1. This MOU establishes a framework that will enable Participants to cooperate effectively in the Project.

Whilst the U.S. DoD and the U.K. MOD will initially enter into this MOU, this MOU is intended to be the vehicle for multinational JSF EMD cooperation, and it establishes the principles common to all Participants who enter into it. Pursuant to this MOU and subject to its common principles, there will be established Supplements, specific to a level of Project participation, between or among the U.S. DoD and the other Participant or Participants at that level. The Supplements will contain detailed provisions concerning the responsibilities and benefits that correspond to the relevant level of participation.
2.3. Participation under this MOU will provide the Participants with the opportunity for future cooperation in JSF developmental upgrades, production and support. Such future cooperation will be the subject of separate written arrangements by the Participants, or amendments to this MOU and its Supplements.

Manufacturing Locations

The F-35 is manufactured in several locations. Lockheed Martin builds the aircraft’s forward section in Fort Worth, TX. Northrop Grumman builds the midsection in Palmdale, CA, and the tail is built by BAE Systems in the United Kingdom. Final assembly of these components takes place in Fort Worth. Final assembly and checkout facilities have also been established in Cameri, Italy, and Nagoya, Japan.

The Pratt & Whitney F135 engine for the F-35 is produced in East Hartford and Middletown, CT. Rolls-Royce builds the F-35B lift system in Indianapolis, IN.
International Participation

In General

The F-35 program is DOD’s largest international cooperative program. DOD has actively pursued allied participation as a way to defray some of the cost of developing and producing the aircraft, and to “prime the pump” for export sales of the aircraft. Allies in turn view participation in the F-35 program as an affordable way to acquire a fifth-generation strike fighter, technical knowledge in areas such as stealth, and industrial opportunities for domestic firms.
Eight allied countries—the United Kingdom, Canada, Denmark, The Netherlands, Norway, Italy, Turkey, and Australia—are participating in the F-35 program under a Memorandum of Understanding (MOU) for the SDD and Production, Sustainment, and Follow-On Development (PSFD) phases of the program. These eight countries have contributed varying amounts of research and development funding to the program, receiving in return various levels of participation in the program. International partners are also assisting with Initial Operational Test and Evaluation (IOT&E), a subset of SDD. The eight partner countries are expected to purchase hundreds of F-35s, with the United Kingdom’s 138 being the largest anticipated foreign fleet.
The UK is the most significant international partner in terms of financial commitment, and the only Level 1 partner. On December 20, 1995, the U.S. and UK governments signed an MOU on British participation in the JSF program as a collaborative partner in the definition of requirements and aircraft design. This MOU committed the British government to contribute $200 million toward the cost of the 1997-2001 Concept Demonstration Phase. On January 17, 2001, the U.S. and UK governments signed an MOU finalizing the UK’s participation in the SDD phase, with the UK committing to spending $2 billion, equating to about 8% of the estimated cost of SDD. A number of UK firms, such as BAE and Rolls-Royce, participate in the F-35 program
Unlike the SDD phase, PSFD phase does not make any distinction as to levels of participation. Also unlike the bilateral SDD MOUs, there is a single PSFD MOU for all partner nations. In signing the PSFD MOU, partner nations state their intentions to purchase the F-35, including quantity and variant, and a determination is made as to their delivery schedule. PSFD costs will be divided on a “fair-share” based on the programmed purchase amount of the respective nation. So-called “offset” arrangements, considered the norm in defense contracts with foreign nations, usually require additional incentives to compensate the purchasing nation for the agreement’s impact to its local workforce. F-35 officials decided to take a different approach, in line with the program’s goal to control costs, to avoid offset arrangements and promote competition as much as possible. Consequently, all partner nations have agreed to compete for work on a “best-value” basis and have signed the PSFD MOU.

Italy signals slowdown on F-35 orders
Italy will stretch out the order of F-35 fighter jets, buying six or seven of the aircraft in the next five years instead of the previously planned 10 jets, a government source told Defense News.

The decision follows a review of the program by Italy’s populist government, which took office in June and is mulling defense spending cuts to pay for social welfare programs and cover tax cuts.

The source said the plan did not envisage a reduction in orders, merely a slowdown of intake, which would leave the decision of the total F-35 purchase to a future government. Previous governments planned to buy 60 F-35As and 30 F-35Bs for a total of 90 aircraft.
The decision on the slowdown keeps with Italian policy on the F-35 set out by Defence Minister Elisabetta Trenta after she took office in June.

“What I would like to do is lighten the load, since we have other spending commitments in Europe. We will try to stretch out deliveries instead of cutting the order, which would reduce offsets and mean penalties,” she told Defense News at the time.

Italy has taken delivery of 10 F-35As and one F-35B. Two of the "A" models as well as the "B" model are being used for training in the U.S., while eight "A" models are now based at the Italian Air Force’s base in Amendola, southern Italy.

Italy F-35s reach initial operating capability
Italian Air Force F-35s have reached initial operating capability,Gen. Alberto Rosso, the country’s air force chief, said Nov. 30. The announcement marked the first time the aircraft has achieved the milestone in Europe.

Officials broke the news at Italy’s Amendola Air Base in southern Italy, where eight Italian F-35s are stationed, and the announcment coincided with the staging of the latest edition of the 10-nation Tactical Leadership Program — a course for mission commanders. The course is regularly held in Spain, but was moved to Amendola to help with the debut of the Italian F-35s in the program.
The Italian aircraft have totaled 2,000 flying hours.

A series of milestones since the delivery of the first aircraft to Amendola in December 2016 prompted officials to declare the new milestone. Those included the placing of aircraft on operational alert status in March. Then in June, four aircraft were deployed to Rivolto air base in northern Italy where they flew training exercises across the border at Polygone electronic warfare range in Germany.

“The weather was terrible and it played a major part in the obtaining of IOC,” said one official.

Along with aircraft from visiting air forces at Amendola in late November, one of Italy’s two CAEW early warning Gulfstream aircraft took part in the training course.

Officials said that getting the F-35 and the Gulfstreams to work together was successful. “It’s all about shifting from vocal communications to data links, to the point that what you see on the screen of the F-35 is what you see on the screen of the Gulfstream,” said one official.

Base commander Col. Davide Marzinotto said another key factor was upgrading all eight aircraft to Block 3F software from the previous Block 3i. “The U.S. Marines declared IOC with Block 3i, but we decided on the upgrade to 3F before doing so,” he said.

Weaponry enabled through Block 3i included the AMRAAM missile, and GBU 12 and 31 munitions. With Block 3F software, Gatling guns can be used as well as the GBU 39 small diameter bomb.

Marzinotto said he was monitoring the F-35’s ALIS logistics system, which has raised concern over the potential need among F-35 partners to share sensitive data on aircraft use in order to benefit from the common system.

“ALIS is a new approach and there was a need to find a right balance between sovereignty and support, given that when you want to share spare parts supply you need to share information,” he said.

“ALIS is a great evolution,” he added, but “it is a challenge to protect information. After air forces asked for it, we will be the first outside the U.S. to receive, in the first quarter of next year, an upgrade to satisfy the careful sharing of information.”

The head of the Italian Air Force has launched an unusually forthright attack on the Italian government’s see-sawing commitment to the F-35 program, and has claimed Rome owes Lockheed Martin €389 million ($439 million) for delivered aircraft.

Gen. Alberto Rosso told Italy’s parliament on Tuesday that he felt “strongly concerned about the uncertainty” affecting the F-35 program in Italy “and the eventual hypothesis of a drop in numbers” or orders.

“Any alternative to the F-35 would certainly be older, outdated, less efficient and more expensive aircraft,” he told a joint session of the Lower House and Senate defence committees.
General Rosso said he was “worried” about the program, which he called “the future of the Italian Air Force.”

“Slow downs or reductions in numbers are extremely worrying for operational capability, for national industry and the economic benefits [the program]brings,” he said.

He also confirmed Italian press reports this week that Italy is behind on payments to Lockheed Martin for aircraft, with €389 million in bills from 2018 still to be paid.

Italy is about to take delivery of its 12th F-35, has 25 trained pilots and declared initial operating capability in November.

Italian firms are also waiting for cash to be made available by the new government for defense programs, an Italian source said. Money due to be freed up by the country’s economic development ministry by the end of January to cover 2019 spending had yet to be be allocated, said the source.
