Stand-alone shot detection systems
II.1.4) Short description of the contract or purchase(s):

This notice concerns the establishment of a framework agreement regarding the acquisition of stand-alone shot detection systems. The framework agreement will have a duration of 4 years with the option for renewal of the agreement 3 times of 1 year's duration.

The shot detection systems will be used by the Danish Defence in both domestic and international missions to provide warnings to the crew when a supersonic round is passing the vehicle. The system shall be able to geo-reference the location of the enemy shooter(s).

The system shall be a stand-alone system and work autonomously from other systems. By a stand-alone system, DALO means a shot detection system which consists of all the required components to identify, recognize and geo-reference the location of an enemy shooter, without the use of input from other 3rd party systems (examples of 3rd party systems are Battle management systems, INU and/or GPS feeds). The size of one sensor unit shall not exceed (H x W x L) 20 cm x 40 cm x 40 cm, as anonymity/discretion is required in some operations. The system will on an ad hoc basis be installed on different vehicles — both civilian and military non-armored vehicles.

The shot detection system is expected to operate both day and night in a variety of weather and climatic conditions ranging from freezing snowy conditions, through temperate wet and foggy conditions to hot conditions. The system shall furthermore be able to cope with i.a.vibrations and electromagnetic fields around the vehicles.

The system will be used on wheeled vehicles.

The framework agreement also covers related services including education, software updates and service and support.
VI.2) Additional information:

The Danish Defence acquisition and logistics organization (DALO) have decided to terminate the tender for stand-alone shot detection systems without an award. The reason for the termination is that DALO have identified unclarities in the tender material and thereby lack in transparency.

DALO plan to initiate a new tender for stand-alone shot detection systems, which is currently expected to be published in the nearest future.

Danish Army CARDOM 10:

Compared to the 120mm CARDOM used by the Israeli Defence Forces and the US Stryker brigades, the Danish version has several upgrades:
  • Two-metre barrel enabling longer range.
  • Semi-automatic loading system to reduce the workload of the crew and the number of human errors when handling the mortar.
  • Muzzle velocity radar to improve accuracy when the NATO S4 ballistic kernel based Fire Control System is calculating data for the fire missions.
  • Placed inside the new PIRANHA 5 from MOWAG, the crew will benefit from level 4 protection against ballistic and mine threats.
  • The system is autonomous and can operate in a hostile counter-mortar environment.
  • There will be four CARDOM systems for every platoon which support a bataillon each. The platoon also includes the platoon leader's command vehicle and two ammunition trucks.

Kontraktunderskrivelse på 120 mm mortersystem (22. Mai 2017)
Anskaffelsen omfatter 15 stk. 120 mm mortersystemer – med option på yderligere 6 systemer mere til en kontraktpris på 107 mio. kr. Mortersystemerne skal indbygges i Forsvarets kommende pansrede mandskabsvogn Piranha 5. Dertil kommer skydeledelsesmodul, reservedelspakke, dokumentation, uddannelse, ammunitionsreoler til minimum 40 granater og teknisk støtte til Piranha 5 leverandøren.

Mortersystemet er af typen CARDOM 10, som leveres af østrigske ESLAIT og mortersystermerne forventes, at blive leveret i perioden 2018-19.

NYT FRA PMV-E

Piranha 5 skal testes i (meget) varmt terræn inden den kan leveres til soldaterne.

Projektkontoret for PMV-E har sammen med repræsentanter fra HKIC og Mowag netop gennemført fact finding forud for den store klimatest HOT i August 2017.

Klimatesten gennemføres på det store testcenter Yuma Proving Ground i Arizona, USA - der dels byder optimale testfaciliteter, men også stor know how. Piranha 5 (INF variant) skal igennem en lang række meget krævende øvelser i meget forskelligt og meget barskt terræn og – i sagens natur – under ekstreme klimatiske forhold med over 40 graders varme og masser af støv. Piranha 5 (INF variant) testes i forskellige konfigurationer med bl.a. minerulle, skubbeblad og RPG gitter og der foretages en lang række målinger af motorolie, køling, aircondition, filtre, samlinger mm. ligesom påvirkninger af mandskabet evalueres. Piranha 5 (INF variant) skal senere (primo 2018) igennem en tilsvarende koldtvejrs terræn, klimatest COLD, der planlægges gennemført i Norge.

ANSKAFFELSE AF NY HALVAUTOMATISK 120MM TUNG MORTER.

Projektet for anskaffelse af nye 120 mm Tunge Morterer til indbygning i PIRANHA 5 har i ugerne 44 og 45 afholdt verifikationstest sammen med tilbudsgiverne.

Verifikationstestene har til formål at afprøve om og i hvilken grad, de tilbudte systemer lever op til Forsvarets krav. Verifikationstesten blev gennemført ifølge udbuddets fastlagte program, og under verifikationstesten blev der testet skydning på tid, skydning med tre granater med samme detonationstid samt på forskellige afstande. Derudover blev der bl.a. gennemgået forskellige systemopsætninger, betjeningsmetodikker samt sikkerhedsmæssige forhold. I verifikationstesten deltog ildstøtteeksperter fra Hærens Kamp- og Ildstøttecenter. Derudover deltog også projektleder fra PIRANHA 5 projektet med opgaven at afklare integrationsmulighederne med den kommende køretøjsplatform.

Siden testen er der gennemført forhandlinger mhp. modtagelse af opdaterede tilbud. I den kommende tid imødeses det opdaterede tilbud, og det forventes, at typevalg og anbefaling kan indstilles til Forsvarsministeriet i løbet af forår 2017.

Leonardo-Finmeccanica GVA mission system selected for Danish Army vehicle fleet
Leonardo-Finmeccanica has signed a contract with the Danish Defence Acquisition and Logistics Organisation (DALO) to provide Vehicle Mission Systems for the Danish Army’s land vehicles. Based on the Leonardo solution, developed to be fully compliant to the very latest Generic Vehicle Architecture (GVA) technology, systems will be fitted on several platforms including the newly procured Piranha V APC, new Armoured Patrol Vehicles, Wisent engineering vehicles, Leopard II MBTs and CV90 IFVs. The first production order under the framework contract is expected imminently.

Leonardo was selected as the chosen supplier after two competitive user field trials and comprehensive through-life cost and supportability analyses. Modular mission systems will be tailored to each vehicle type and role, with DALO able to select the mix of rugged imaging sensors best suited to the job (up to full 360° colour and thermal imaging coverage), while benefitting from the lower maintenance costs and ease of training inherent to modular systems with common elements.

The mission system provided by Leonardo is based on the UK-led Generic Vehicle Architecture (GVA) standard which is increasingly being adopted by other allied nations. GVA is an approach to vehicle mission system design that uses standard infrastructure and system control interfaces making it easy to train users, more straightforward to upgrade a vehicle’s systems and reduces the cost of ownership by allowing mission-specific configurations and through-life upgrades. The images from the mission system’s sensors are hosted on GVA multi-functional digital displays, providing low-latency digital video. Images from all sensors can be shared around the vehicle and multiple images can be displayed on screen at the user’s discretion to provide maximum information to suit functional requirements.

Because of the GVA design, other mission systems such as high powered mast mounted sensors for reconnaissance and remote weapon stations for local protection can be readily integrated into the system and controlled through the existing displays, saving vital space and reducing costs for procurement, training and logistics.

Most mission systems will include Leonardo’s Drivers Night Vision System (DNVS4), which offers both daylight colour and thermal images to enable the driver and crew of the vehicle to operate safely and in confidence both day and night and in all weather conditions. In addition to DNVS4 and the display screens Leonardo is also providing the Citadel Panoramic and Compact cameras from its partner, Copenhagen Sensor Technologies.

DESIGN AF DE NYE TUNGE MORTÉRER FINPUDSES
I starten af marts var brugere fra Hærens Kamp- og Ildstøttecenter sammen med projektgruppen
fra Forsvarsministeriets Materiel- og Indkøbsstyrelse på besøg hos leverandøren af de kommende nye tunge
mortérsystemer til en såkaldt wooden mock-up, som grundlag for den endelige indretning og placering af udstyr.
At the beginning of March users of Haerens Kamp- og Ildstøttecenter and the project group from the Ministry of Defence's Materiel- and Acquisition Board visited the supplier of the new heavy mortar system for a so-called wooden mock-up, as the basis for the final design and placement of equipment.
Den tunge mortér skal bygges ind i den bagerste del af Hærens nye pansrede mandskabsvogne, Piranha 5, hvor der bygges to store luger, som åbnes, når systemet skal afgive ild. Indretning af mandskabsrummet adskiller sig væsentligt fra de øvrige Piranha 5-varianter, og det var derfor denne del af køretøjet, som i starten af marts var i fokus ved en såkaldt wooden mock-up.
The heavy mortar is to be built into the rear part of Army's new armored personnel carrier, Piranha 5, in which two big hatches are integrated, which open when the system shall fire. The layout of the crew compartment differs significantly from the other Piranha 5 variants, which is why this part of the vehicle was at the beginning of March the focus of a so-called wooden mock-up.
Bygges ind i Piranha 5

Den nye tunge mortér er semiautomatisk og betjenes af en femmandsbesætning. Den kan skyde op til ni kilometer 360 grader rundt. Når granaterne skydes af sted fra den tunge mortér, giver det et tryk på 40 tons i den store vogn. CARDOM 10 er udstyret med en mundingshastighedsmåler, som er med til at forbedre præcisionen. Hvert system forventes at kunne medbringe op til 50 skud, og de tunge mortérsystemer vil – som det moderne artilleri – kobles op på det kommende digitale ildledelsessystem.

De to første tunge mortérer leveres i september i år. Herefter skal de direkte videre til GDELS-MOWAG, som er producenten af Piranha 5, hvor de bliver bygget ind i mandskabsrummet på den pansrede mandskabsvogn.
Built into Piranha 5

The new heavy mortar is semi-automatic and is operated by a five-man crew. It can shoot up to nine kilometers 360 degrees around. When the grenades are fired by the heavy mortar, it causes a pressure of 40 tons to the large carriage. CARDOM 10 is equipped with a speedometer that helps to improve precision. Each system is expected to carry up to 50 shots, and the heavy mortar systems will - like modern artillery - be connected to the upcoming digital fire management system.

The first two heavy mortars are delivered in September this year. Then they will proceed directly to GDELS-MOWAG, the manufacturer of Piranha 5, where they will be built into the crew compartment of the armored personnel carrier.

I mellemtiden uddannes mekanikere og instruktører, så de er klar til at tage imod de to første færdige systemer (CARDOM 10 indbygget i Piranha 5), når de ankommer til Oksbøl i foråret 2019. Mens soldaterne gennemtester de nye tunge mortérer i Oksbøl, bliver de sidste 13 morterer produceret og bygget ind i Hærens nye pansrede mandskabsvogne hos GDELS-MOWAG.

De 15 tunge mortérsystemer implementeres i takt med levering af Piranha 5 til Hærens enheder, men skal alle overdrages til soldaterne i 1. Danske Artilleriafdeling i Oksbøl.
Meanwhile, mechanics and instructors are trained to get ready for the first two completed systems (CARDOM 10 built in Piranha 5) when they arrive at Oksbøl in spring 2019. While the soldiers test the new heavy mortars in Oksbøl, the last 13 mortars are produced and integrated into the Army's new armored personnel carriers at GDELS-MOWAG.

The 15 heavy mortar systems are implemented harmonized with the delivery of Piranha 5 to Army units, but they all have to be handed to the soldiers of the 1. Danish Artillery Division in Oksbøl.

DALO contracts Systematic to enhance artillery system combat effectiveness (9. Juli 2018)
Systematic has been contracted by the Danish Defence Acquisition and Logistics Organisation (DALO) to deliver a new fire support capability for the Danish Army’s latest artillery systems.

The new function builds on the Fire Support Module developed for Systematic’s SitaWare Headquarters solution and will significantly shorten the sensor-to-shooter engagement cycle, among other benefits.
“One of the benefits of the new function is the ability for artillery systems to quickly conduct fire missions and redeploy before they can be engaged by enemy fires”.

The new capability enables fire mission data – first generated by a forward observer and passed to the gun crew via a joint fires cell or similar element – to be digitally transferred into an artillery fire-control system (FCS), where the ballistic calculations are made.

Although the process will do away with a man-in-the-loop for entering the fire support data into the FCS, there will always be operator verification before the mission is carried out.
Under the contract, Systematic is scheduled to deliver a fieldable solution in the 2020 timeframe, with integration and firing trials taking place in 2019. Ultimately, the new capability will be deployed on the Danish Army’s new Caesar self-propelled howitzers and Cardom 10 mortars, which will be integrated on Piranha V armoured vehicles.

Forsvarsministeriet anmoder hermed om Finansudvalgets tilslutning til at anvende op til 344,5 mio. kr. i perioden 2019-2023 til gennemførelse af anden fase af projektet Hærens Taktiske Kommunikationsnetværk (HTK), der omfatter anskaffelse af radioer og computere til i alt 494 af hærens køretøjer og platforme.
Første fase af projektet blev påbegyndt i 2013 og omfatter anskaffelse og indbygning af nyt radio- og kommunikationsmateriel for ca. 700 mio. kr. i en række af hærens eksisterende køretøjer og platforme, bl.a. Leopard 2 kampvogne, Eagle 4 pansrede patruljekøretøjer og Piranha 3 pansrede mandskabsvogne. Alt udstyr og materiel, der skal indbygges i første fase er indkøbt, og der er serieproduceret ca. halvdelen af den samlede mængde køretøjer/platforme.

Anden fase af projektet pågår i perioden 2019-2023 og omfatter anskaffelse af radioer og computere for 291,7 mio. kr. til en række af hærens kommende køretøjer og platforme, herunder anskaffelser til Scania-lastvogne, Piranha 5 pansrede mandskabsvogne, artilleripjecer, instruktør- og uddannelseskøretøjer til kommunikationsnetværket og kontor- og netværkscontainere. Udgifterne til anden fase omfatter alene indkøb af radioer og computere, idet udgifterne til den generelle indbygning og integration i køretøjerne er indeholdt i de respektive aktstykker.

Opdateret PIRANHA 3-Ildstøtte testes nu hos producenten i Schweiz ✔️

FMI har de seneste uger afprøvet PIRANHA 3-Ildstøtte, ved producenten MOWAG. Sammen med Hærens Kamp- og Ildstøttecenter samt Telegrafregimentet kontrollerer vi herunder, at hærens nye kommunikationssystemer er korrekt indbygget og fungerer som det skal. Køretøjet er blevet genopbygget internt med helt nyt topmoderne kommunikationsudstyr og afprøvet for både kollisions- og minesprængningssikkerhed.

Weibel looking for new muzzle velocity radar market (29. Oktober 2018)
Danish company Weibel, which manufactures muzzle velocity radars, is looking for new markets as it installs its first MVRS-700 ‘small’ product onto the new mounted Elbit 120 mm Cardom 10 mortar. This weapon is about to enter service with the Royal Danish Army on its General Dynamics European Land Systems - Mowag (GDELS-Mowag) Piranha 5 8×8 armour personal carriers.

Finn Kobbero, regional sales director for Weibel Scientific, speaking at the IQPC Future Mortars Conference in London on 24 October, explained that, although the company’s products have been installed on at least 20 different artillery systems, the Danish army’s Cardom 10 application is the first time they have been employed as standard on a mortar barrel.

  • 2018 werden 32 Piranha 5 geliefert (28 Mannschaftstransportpanzer, 2 Pionierpanzer, 2 Reparaturpanzer).
    • Die 6 bereits übernommenen Piranha 5 werden im Laufe des restlichen Jahres u.a. zur Erprobung der neuen Waffenstation und für Tests zur Erreichung von Sicherheitsgenehmigungen vor der Auslieferung an die Verbände verwendet.
  • 2019 werden pro Monat zwischen vier und acht Piranha 5 geliefert.
  • Die ersten Radpanzer werden beim Hærens Kamp- og Ildstøttecenter und dem Traenregimentet eingesetzt, wo sowohl die Benutzerausbildung durchgeführt wird, als auch, beginnend 2019, die Fachausbildung für das 3. Vedligeholdelsesbataljon. Sobald die logistischen und ausbildungsmäßigen Voraussetzungen gegeben sind, werden die ersten Fahrzeuge voraussichtlich im März/April 2019 in die operative Struktur übernommen.
  • Im Herbst werden Verifikations- und Benutzertests mit der Reparatur- und der Sanitätsversion durchgeführt, mit einem "Design Freeze" bis Ende des Jahres.

As part of a 7 year framework agreement SIMA Innovation is delivering the first batch of 500+ turret system to The Danish Defence Acquisition and Logistics Organization (DALO).

The new M18 turret is next generation of protected Ringmounts consisting of a motorized Ring Mount, Soft Mount for various support weapons and a Gunner Protection Kit.

The turret will be integrated on several of the Danish Army’s new vehicle fleet ranging from patrol vehicles to APC’s, Artillery platforms and tactical trucks.

FACTORY ACCEPTANCE TEST

SEMIAUTOMATIC SYSTEM
The new mortar system, CARDOM 10, is a semi-automatic and autonomous system, like the new 155 mm artillery system CAESAR 8x8. Semiautomatic means that part of the loading process is automated. Autonomously, the weapon system / platform "knows where it is, and it points in the right direction" using GPS, inertipositioning and built-in gyro. Both weapon systems are integrated into a digital network, where THOR (supplied by SYSTEMATIC) supports the path of the firing system digitally from the observer to the firing system.
THOR FCS can be considered a fire support App 'installed on the army's Battle Management System (BMS).
