Pentagon presses for US access to special EU defense projects
U.S. Deputy Defense Secretary David Norquist stuck up for American defense firms Thursday, saying they should not be cut out of European Union programs to strengthen its industrial base, the European Defence Fund and the Permanent Structured Cooperation program.

Speaking at the NATO-Industry Forum in Washington, Norquist said the European Defence Fund ― which commands a €13 billion (U.S. $14 billion) pool of money ― and PESCO ― a 2-year-old initiative to foster inter-European cooperation ― “must allow the United States and other non-EU allies to participate and compete for business,” or risk duplication that undermines trans-Atlantic security.

“Our collective strength and security hinges on our ability to bolster trans-Atlantic defense cooperation and streamline decision-making across the alliance,” Norquist said. “This is why we strongly encourage our European allies to pursue efforts that facilitate greater NATO-EU cooperation and advanced interoperability.”

Veicolo Blindato Anfibio [VBA]

L’acquisizione della piattaforma, congiuntamente con la Marina Militare, consentirà di disporre di veicoli in grado di aumentare notevolmente la capacità expeditionary nella condotta di operazioni anfibie e riverine. Si tratta di una famiglia di veicoli anfibi opportunamente attagliati alle necessità di entrambe le Forze Armate in grado di ingaggiare il combattimento in scenari ad alta intensità, grazie alla notevole mobilità, ai solidi livelli di protezione e a una versatile capacità di ingaggio.Il piano di acquisizione prevede i seguenti allestimenti: Posto Comando, Troop Carrier (per il trasporto di un’intera squadra fucilieri), Combat (con torretta da 25/30 mm) e Porta Mortaio, concepito allo scopo di fornire un iniziale supporto di fuoco indiretto nelle prime fasi di uno sbarco anfibio.

Nuovo Veicolo Corazzatoda Combattimento [VCC]

Il piano di ammodernamento dell’Esercito comprende, nel lungo periodo, la nuova piattaforma da combattimento per la fanteria pesante, incluse le versioni speciali. Il veicolo sarà caratterizzato da un generale innalzamento delle prestazioni in termini di sopravvivenza e protezione delle forze (accresciuti livelli di protezione balistica e antimina), precisione e letalità di ingaggio (aumento della potenza di fuoco e incremento della capacità di intervento) e comando e controllo (soddisfacimento dei principi di interoperabilità e digitalizzazione). Il progetto è complesso: la Forza Armata sta esplorando soluzioni di cooperazione internazionale, coinvolgendo Eserciti che necessitano di sostituire la propria linea di Armoured Infantry Fighting Vehicle. La progettualità è in-serita anche nell’iniziativa UE “PeSCo”.

Der neue Schützenpanzer Veicolo Corazzatoda Combattimento soll für die schwere Infanterie beschafft werden, inklusive Spezialversionen. Es soll eine erhöhte Force Protection (höhere Schutzlevel gegen ballistische und Minenbedrohungen), höhere Präzision und Letalität (Erhöhung der Feuerkraft und Interventionsfähigkeit) und Führungsfähigkeit (Interoperabilität und Digitalisierung) bieten. Die Streitkräfte untersuchen derzeit Möglichkeiten einer internationalen Kooperation mit anderen Armeen, die ihre Schützenpanzer ablösen wollen. Dieses Projekt läuft im Rahmen der EU-Initiative PESCO. Insgesamt sollen 661 neue Schützenpanzer angeschafft werden.

MBDA’s MMP missile selected to fulfill the European Beyond-Line-Of-Sight battlefield engagement capability
LynkEUs, an MBDA coordinated project, has been selected by the European Commission as part of the new European Defence Industrial Development Programme (EDIDP), following consultation with Member States.

LynkEUs is the first technological and industrial contribution to the objectives of the Permanent Structured Cooperation (PESCO) Beyond Line Of Sight (BLOS) capability project. The BLOS capability project had been approved in November 2018 by the EU Defence Ministers.

The LynkEUs project is managed in close partnership with the French, Belgian and Cypriot armed forces. The project seeks to define an initial operational concept for a European BLOS capability. It will also provide an opportunity to identify and test emerging solutions of potential value for future upgrades to the capability, and will be validated by a test campaign.

The concepts and tests completed for the PESCO BLOS project will contribute to the development of a family of man-on-the loop BLOS missile systems with back image, based on the MMP medium range missile, and under full control of Europe’s defence industry.
MBDA and its 10 partners – from Belgium: The Royal Military Academy, John Cockerill Defense, FN Herstal, Thales Belgium, and Xenics; from Cyprus: Aditess, Cyprus Institute, and SignalGenerix; from France: Novadem and Safran; along with the 3 subcontractors: MILREM (from Estonia), DELAIR (from France), and Carmenta (from Sweden) – are now entering the negotiation phase of the grant agreement with the Commission.

This first success at the European level paves the way for further collaborative projects, that will consolidate a European BLOS capability by developing associated functions such as training systems and cooperative engagement. These new projects could be eligible for the future European Defence Fund as early as 2021.

PESCO Kriterien (2502/J)
1. Das Verteidigungsbudget für 2020 beinhaltet eine Erhöhung der Ausgaben für die Landesverteidigung. In nachfolgende Budgets im Rahmen des Finanzrahmens sehen aber Kürzungen vor. Wird Österreich das PESCO Kriterium einer stetigen Erhöhung des Verteidigungsbudgets im gegenwärtigen Finanzrahmen erfüllen?

2. Wird das Verteidigungsbudget im laufenden Finanzrahmen dem Kriterium der 2%-igen Forschungsausgaben gerecht?
  • Zu 1 und 2:

    Vermutlich nein - das Prozentkriterium bei den Forschungsausgaben blieb bislang immer unerreicht. Die Budgets der Folgejahre werden jedoch noch akkordiert und angepasst.
4. Welche Projekte finanziert das Budget 2020 zur Verbesserung der Interoperabilität mit anderen europäischen Militäreinheiten?
  • Zu 4:

    Die Teilnahme am Projekt der Ständigen Strukturierten Zusammenarbeit (PESCO) „Chemical, Biological Radiological Nuclear Surveillance as a Service (CBRN SaaS)“beläuft sich auf rund 2 Mio. Euro. Darüber hinaus werden für die Projekte „Military Mobility“, „Geospacial, meteorological and oceanographic (GeoMETOC) Support Coordination Element“, „Deployable Military Disaster Relief Capability Package”, “Cyber Threats and Incident Response Information Sharing Platform”, EU Radionavigation Solution (EURAS) und der Beobachterrolle Österreichs an den Projekten “Cyber and Information Domain Coordination Center (CIDCC)“ Aufwendungen von rund 1 Mio. Euro im Jahr 2020 erwartet.

Germany joins nascent European push to shoot down hypersonic missiles

COLOGNE, Germany — Germany has joined a European Union-endorsed project aimed at intercepting a new generation of hypersonic missiles too fast for existing defensive systems.

Nudged by France, Berlin changed its status from an observer nation to a participant country in the so-called TWISTER effort on Oct. 24, a Defence Ministry spokesman confirmed to Defense News. The acronym is short for Timely Warning and Interception with Space-Based Theater Surveillance. EU officials included the effort in the November 2019 roster of projects under the bloc’s Permanent Structure Cooperation, or PESCO, scheme.

The project aims to field a space-based, early-warning sensor network and an interceptor moving at a velocity of more than Mach 5 at an altitude up to 100 kilometers sometime around 2030. That’s according to missile-maker MBDA, which has claimed the interceptor portion of the plan as a pet project.

The objectives of TWISTER “align with German interests,” the Defence Ministry spokesman said. Officials hope that a complementary research effort under the auspices of the European Defence Industrial Development Programme could help boost the project, he added. The spokesman declined to provide details.

Germany was absent from the initial partner countries in the French-led effort, which also includes Finland, the Netherlands, Italy and Spain. Only in recent weeks did the German flag appear alongside those of the other partners on the PESCO repository website.
