3_CLRV RFP_SOW_19.03.2021 hat geschrieben:LUX Army projects the replacement of their Protected Reconnaissance Vehicle (PRV) and HMMWV (High Mobility Multipurpose Wheeled Vehicle) fleet by one common (single configuration) 4x4 protected vehicle in order to restore and enhance their operational readiness capabilities, considering the current fleet availability is rapidly decreasing due to aging and obsolescence issues.
LUX Army projects the CLRV to:
- Be a multi-role and multi-purpose vehicle, providing the required flexibility to quickly adapt to different operational scenarios (i.e. mission kit reconfiguration) i.a.w. frequently changing deployment partners and mission types.
- Be a low profile (reduced silhouette) and lightweight solution (removable protection/add-on armour), providing high-mobility in off-road terrain and maximizing fuel efficiency.
- Be equipped with a specific mission kit (i.e. French Scorpion Program based equipment and FN deFNder® Medium Remote Weapon Station/ RWS) in order to ensure interoperability with preferred deployment partner nations Belgium (BEL) and France (FRA).

- Door closure safety mechanism,
- VEtronics (French Scorpion, VSYS box concept).

SOW-60 The Gross Vehicle Weight (GVW) of the proposed vehicle solution shall be the maximum
operating mass (weight) of the vehicle system, as specified by the manufacturer.
SOW-61 It shall be defined as the sum of Vehicle Curb Weight (VCW) and Vehicle Payload (VP), and shall not exceed 10.5 tons.
SOW-62 The VCW of the proposed vehicle solution shall include vehicle platform, chassis, protected cell (at full ballistic/mine armour level), seats, engine, engine fluids, fuel (fully filled-up internal tank), rear cargo (empty), spare wheel holder (empty) and shall not exceed 9.0 tons. Winch, FSS and NBC shall be considered as integrated vehicle systems, and integrated into the VCW calculation.
SOW-63 The VP of the proposed vehicle platform shall include all required mission equipment (e.g. SYNAPS radio, RWS, GFE jammer and soldier equipment, vehicle accessories), vehicle crew and GFE crew member equipment (e.g. rifles, munitions), and shall allow for a minimum mass of 1.5 tons.

SOW-65 The height of the proposed vehicle platform shall not exceed 2.3m (reconnaissance purpose vehicle with reduced silhouette).
SOW-66 It shall be defined as maximum vehicle roof height at full GVW with tires fully inflated (set for road condition), and exclude any additional height stemming from external mounted equipment such as RWS ring mount, RWS, engine air intake, antenna pods, antennas, or vehicle hatches.

SOW-69 The proposed MOTS vehicle platform solution shall be a right-hand traffic vehicle (left-hand drive).
SOW-70 The proposed solution shall be equipped with 4 lateral access doors to provide access to 4 crew members (equipped with helmet, body armour, bear vest and individual weapon, as a minimum (c.f. Annex 3, initial GFE list) to enter/ exit the crew compartment (protected cell).
SOW-71 The proposed solution shall be equipped with 1 roof hatch to provide access to the RWS for the gunner, or to serve as emergency exit for the vehicle crew.
SOW-72 The protected cell of the proposed solution shall provide a minimum 5m3 internal volume (crew compartment with seats, excluding crew and mission equipment), providing enough space for 4 fully equipped crew members.
