NH90 für Katar unter Vertrag

Nachdem die Anzahlung eingetroffen ist hat Leonardo nun den am 14. März unterzeichneten Vertrag über die Lieferung von 28 zweimotorigen Mehrzweck-Militärhubschraubern NH90 an Katar offiziell verbucht.

Das Unternehmen fungiert als Generalunternehmer für das Programm, das für das NHI-Konsortium einen Gesamtwert von mehr als drei Milliarden Euro hat. Geliefert werden 16 NH90 TTH für das Heer und zwölf NH90 NFH für Marineeinsätze, ein umfassendes Support- und Wartungspaket sowie die dazugehörige Infrastruktur. Das Programm könnte in Zukunft um 6 + 6 Einheiten in einem Mix aus TTH- und NFH-Varianten erweitert werden.

Leonardo wird auch für die Endmontage und Lieferung der 12 NH90 NFH-Hubschrauber aus dem Werk Venedig - Tessera in Norditalien und das Schulungspaket für Besatzungen und Wartungstechniker verantwortlich sein. Airbus Helicopters ist für die Endmontage der 16 NH90 TTH zuständig. Die Lieferungen werden voraussichtlich vor Juni 2022 beginnen und bis 2025 dauern.

Spain gives green light for further helicopter orders

The Spanish government gave the go ahead on 7 September for the procurement of a second tranche of Airbus Helicopters NH90s and the modernisation of the army’s Chinook CH-47D heavy transport fleet.

A cabinet statement stressed the Chinook upgrade was “necessary” to “maintain the operational capability of the army’s heavy transport helicopters”. It will include updates of the safety systems, ground support equipment, mission planning, and simulation systems supplied through the manufacturer, Boeing.

The second tranche of NH90s was also needed to “guarantee potential mission capabilities”.

Defence Minister Margarita Robles said in July that the government would reduce spending promised by the PP on new defence orders in 2018 to about EUR5 billion (USD5.8 billion) to cover priority programmes.

APROBADA LA MODIFICACION DE LOS LÍMITES PARA ADQUIRIR COMPROMISOS DE GASTO EN EL MINISTERIO DE DEFENSA, PARA ATENDER PROGRAMAS ESPECIALES DE MODERNIZACIÓN DE LAS FUERZAS ARMADAS

El Consejo de Ministros ha autorizado al Ministerio de Defensa a adquirir compromisos de gastos con los límites que se recogen en el Acuerdo para las anualidades que van desde el año 2019 al año 2031, con la finalidad de posibilitar la reprogramación de las anualidades que afectan a diversos Programas Especiales de Modernización de las Fuerzas Armadas.

Los Programas Especiales tienen unas características de financiación particulares que suponen la realización de continuas adaptaciones durante su desarrollo. En la actualidad, es necesaria la reprogramación de siete de ellos: Buque de Acción Marítima (BAM I), Buque de Acción Marítima (BAM II), Helicóptero NH-90, Helicóptero Medio, Avión Apagafuegos, Programas Tecnológicos 8x8 y Fragata F-100.

Por otra parte, resulta necesaria la inclusión de un nuevo programa para mantener la capacidad operativa de helitransporte pesado que necesita el Ejército de Tierra, mediante la modernización de su flota de helicópteros de transporte pesado modelo CH-47D Chinook. Esta nueva actuación supone dotar a las actuales aeronaves de una nueva configuración, y conlleva la adquisición, renovación y modernización de los medios CIS, los equipos de apoyo en tierra, de planeamiento de misión y el sistema de simulación asociado al sistema, además de formación de pilotos y mecánicos y la documentación técnica.

Por último, la reprogramación del helicóptero NH-90 del Ejército del Aire propone la tramitación de un nuevo programa especial NH-90 (Lote II), con el que se amplía la flota de estas aeronaves con el fin de garantizar sus capacidades potenciales de misiones a realizar y su grado de operatividad.

Con este acuerdo se modifican los límites establecidos en el Acuerdo del Consejo de Ministros del 27 de julio de 2018, con base en lo dispuesto en el artículo 47 de la Ley 47/2003, de 26 de noviembre, General Presupuestaria.

French DGA launches Tiger Mk3 and NH90 SOF studies

The Direction Générale de l'Armement (DGA), the French defence procurement agency, announced on its website on 3 October that it had launched studies into the upgrade of the Tiger combat helicopter and the Eurofl'eye panoramic camera for the special operation forces (SOF) version of the NH90.

The DGA awarded the study contract for the NH90 to Safran to develop the Eurofl'eye panoramic camera. Made up of several sensors instead of a single camera, the system will considerably facilitate the flying of helicopters in extreme environmental conditions and will give the pilot and co-pilot independent fields of view, according to the DGA.

The study will include ground followed by flight tests on the DGA's simulators and helicopter testbeds in Istres. France's 4th Special Forces Helicopter Regiment will be involved every step of the qualification, the agency said.

Norwegian auditor criticises NH90 procurement process

The Auditor-General of Norway has heavily criticised the country’s procurement of the NHIndustries NH90 helicopter, saying that the Ministry of Defence (MoD) did not take the risks associated with the multinational programme seriously.

In its report published on 25 October, the Office of the Auditor General attributes ongoing problems with the helicopter procurement programme to both the original equipment manufacturer, NHIndustries (NHI), and to the Norwegian MoD.

“NHI obviously has a lot of responsibility for delays. At the same time, important prerequisites for the acquisition have not been followed up well enough on the Norwegian side. The Ministry of Defense and the armed forces did not go into the basis for choosing [the] NH90 more seriously, and did not take the risk seriously,” Auditor General Per-Kristian Foss said.

Norway ordered 14 NH90 NATO Frigate Helicopters (NFHs), which were supposed to have all been received by 2008 but have still not all been delivered. To date only six interim ‘Step A’-configured (without weaponry and sensors for the anti-submarine warfare or anti-surface warfare roles) and two final ‘Step B’-configured helicopters have been handed over. Retrofits of the ‘Step A’ platforms to ‘Step B’ standard will run alongside continued deliveries of new helicopters through to the declaration of full-operating capability (FOC) in 2022.

While Royal Norwegian Air Force (RoNAF) NH90 operations from coastguard ships started in mid-2015, the helicopter has yet to achieve an operational capability from Royal Norwegian Navy (RNoN) frigates. It is likely the NH90s will start operating from the frigates around 2020, and until the new helicopters reach FOC shortly after the RNoN’s, maritime patrol and ASW capabilities will remain limited.

Interessant: Man hat 2006 einen Vertrag zum Kauf von 45 NH90 abgeschlossen. Wegen Budgetrestriktionen waren in diesem Vertrag aber keine logistische Unterstützung, keine Missionsausrüstung, Preisanpassungen, Simulatoren, Missionsplanungssysteme und automatische Prüfstände enthalten, weshalb letztendlich nur 22 NH90 gekauft wurden (16 TTH + 6 SAR [+ 6 ASaC/Airborne Surveillance and Control als Ersatz für SH-3D AEW - nicht umgesetzt]).

62 derzeit im Betrieb stehende Hubschrauber, die von stark steigenden Wartungskosten, Unfällen und unvorhersehbaren Defekten gekennzeichnet sind, die die Flugsicherheit erheblich beeinträchtigen, werden nach 2022 nicht erneuert. Deshalb ist es notwendig, 23 neue Hubschrauber anzuschaffen.

Im Rahmen der Beschaffung dieser 23 Helikopter ist es, wegen der Dringlichkeit der Ablöse der Marinehubschrauber SH-3D Sea King (Aktueller Bestand: 7 Stk. SH-3D; Zwischen 1966 und 1981 wurden 18 SH-3D bei der Aviación Naval eingeführt. Ab dem 14. Mai 1987 wurden außerdem drei SH-3W mit dem Radarsystem SEARCHWATER von Thorn EMI Electronics Ltd. betrieben. Diese drei AEW-Hubschrauber wurden 2016 außer Dienst gestellt.), erforderlich, eine neue Marinevariante des NH90 zu kaufen. Deshalb werden die zu beschaffenden Helikopter auf zwei Varianten aufgeteilt:

• 16 Hubschrauber GSPA STD 3 (TTH)

• 7 Hubschrauber MSPT STD 3 (TTH Marineversion)

El acuerdo tiene como uno de sus puntos clave el desarrollo de la configuración básica de transporte táctico naval MTTH, denominada MSPT (M de GSPA naval; SP de Spain; H [sic!] de TTH navalizado) de acuerdo con los requierimientos de la Armada, que integró unos de sus pilotos en la Oficina del Programa, que depende de la DGAM (Dirección General de Armamento y Material).

Eurocopter España's first-assembled NH90 helicopter takes flight (23. Januar 2013)

Following the two NH90 GSPA prototypes manufactured in Marignane (France), which are currently in Spain for the testing and certification campaign of the Spanish version, the NH90 GSPA03 will be the first helicopter to be delivered to the Spanish Army Airmobile Force (FAMET) in 2013 under the contract signed in 2006.

Successful first launch for Marte ER missile

The firing trial was carried out on 9 November in an Italian test range. The Marte ER missile flew for more than 100 km on a planned trajectory that included several waypoints and sea skimming flight, successfully testing all flying phases.

Pasquale Di Bartolomeo, Executive Group Director Sales & Business Development and Managing Director MBDA Italia, commented: “This test is a further confirmation of the robustness of the ER version of the Marte family of multi-platform anti-ship missiles that can be launched by ships, helicopters, coastal batteries and fast jets. Sea Lion takes next steps towards first delivery

Completion of the German Navy Sea Lion qualification tests

In the beginning of November, all ground and flight tests for the qualification of the new NH90 variant for the German Navy, the NH90 Sea Lion, were concluded. The formal closure of the qualification is expected in the first quarter of 2019, followed by the military type certification by the German authorities in the second quarter of 2019.

The qualification aircraft, the second Sea Lion prototype, is now entering the lay-up phase for upgrading the helicopter to serial configuration and preparing it for delivery to the Bundeswehr. A total of 18 helicopters are on order.

Electrical power-on of first serial German Navy

On 24 October 2018, the first serial German Navy Sea Lion helicopter successfully completed the first power-on of all electrical systems in the final assembly line at Airbus Helicopters in Donauwörth.

This milestone marks an important step towards the first contractual delivery in the fourth quarter of 2019.

Jahresbericht 2018 (60. Bericht)

Zum Ende des Jahres 2018 ist der 68. Hubschrauber NH-90 übergeben worden (Gesamtbestand Ende 2017: 58, davon durchschnittlich einsatzbereit 13).

Hubschrauber sind wie im vergangenen Jahr immer noch Mangelware. Die Anzahl der tatsächlich einsatzbereiten Hubschrauber NH-90, TIGER und CH-53 bewegt sich seit Jahren auf einem sehr niedrigen Niveau. Hinweise auf wesentliche Verbesserungen sind nicht erkennbar. Nach den Ausführungen des Verteidigungsministeriums bestehe zwar ein positiver Trend, dieser werde sich aber erst mittelfristig auswirken. Neben dem Mangel an Ersatzteilen sind die Instandsetzungskapazitäten ein Nadelöhr. Hinzu kommen Nachrüstungsvorhaben. Die Bundeswehr muss bei den Hubschraubern dringend nachsteuern, damit sie die Einsatzaufgaben, die Aufgaben im Normalbetrieb und insbesondere die Ausbildung der Besatzungen und des übrigen technischen Personals angemessen wahrnehmen kann. Ein ständiges Agieren am Belastungslimit schadet den Soldatinnen und Soldaten und dem noch vorhandenen Material.
