Ukraine to buy Turkish warships, co-produce drones
Turkey is selling four locally made stealth corvettes to its littoral Black Sea neighbor Ukraine as part of a larger framework agreement to enhance bilateral cooperation in defense procurement.

The agreement, signed Dec. 15, also involves the transfer of Turkish technology to Ukraine and co-production of Turkish-made armed drones. It was signed by Ukrainian Defence Minister Andriy Taran and Turkey’s top defense procurement official, Ismail Demir.

The warship deal could be worth about $1 billion, a government source told Defense News on condition of anonymity.
Industry sources say STM may have to substitute some American-made parts in the MILGEM architecture with locally made components due to a recent U.S. decision to sanction Turkey’s procurement agency, the Presidency of Defense Industries.

Corvettes and combat drones - Ministry of Defence has concluded direct agreements with Turkish companies, - Andrii Taran (15. Dezember 2020)
Today, Minister of Defence of Ukraine Andrii Taran signed agreements with Turkish companies on technology transfer and production of corvettes and combat UAVs for the needs of the Armed Forces of Ukraine. The signing took place during the visit of the Turkish delegation headed by the President of the Defence Industries of the Republic of Turkey Ismail Demir.
In October the Minister of Defence of Ukraine Andrii Taran and the President of the Turkish Defence Industries Ismail Demir signed a Memorandum outlining their intentions to launch and implement joint projects to build warships, unmanned aerial vehicles and all types of turbines.

At the same time, the Minister of Defence of Ukraine Andrii Taran and the Minister of National Defence of the Republic of Turkey Hulusi Akar signed a Framework Military Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Turkey.

UK signs agreement to support enhancement of Ukrainian naval capabilities
In a trilateral agreement signed onboard HMS Defender, which was in Odesa as part of the Carrier Strike Group deployment, the UK, Ukraine and industry will collaborate to boost Ukraine’s naval capabilities.

Minister for Defence Procurement Jeremy Quin and First Sea Lord Admiral Sir Tony Radakin were joined by Deputy Minister of Defence of Ukraine, Oleksandr Myroniuk and industry representative David Lockwood from Babcock on the Type 45 Destroyer, where the Memorandum of Implementation (MOI) was signed.

Building on the agreement signed on HMS Prince of Wales in October 2020, the two nations and their industrial partners will now push Ukrainian naval capabilities enhancement projects (UNCEP) forward.

These projects will include; the introduction of new capabilities through the delivery of new naval platforms and defensive shipborne armaments, the training of Ukrainian Navy personnel, the creation of new naval bases, and the purchase of two Sandown class mine countermeasure vessels.
Contractual work will now begin to implement the following projects:
  • Missile sale and integration on new and in-service Ukrainian Navy patrol and airborne platforms, including a training and engineering support package.
  • The development and joint production of eight fast missile warships.
  • The creation of a new naval base on the Black Sea as the primary fleet base for Ukraine and a new base on the Sea of Azov.
  • Babcock will participate in the Ukrainian project to deliver a modern frigate capability.
  • A Government to Government sale of two refurbished Sandown class mine countermeasure vessels.

Turkey delivers first armed drone to Ukrainian Navy, much to Russia’s ire
The Ukrainian Navy has accepted delivery of the first Bayraktar TB2 drone from Turkish defense company Baykar, according to Ukraine’s Defence Ministry.

The ministry announced the delivery on July 15 through its official Twitter account. After completing acceptance tests, the drone, along with mobile control terminals and spare parts, will be deployed at the Ukrainian Navy’s 10th Naval Aviation Brigade in Mykolaiv.

Ukrainian official reveals number of Ada-class corvettes on order from Turkey
Ukraine’s consul general in Istanbul, Alexander Haman, said on a Turkish television show that the deal covered two Ada-class corvettes to be co-produced by Turkey’s state-controlled defense technologies company STM and a Ukrainian shipyard.

Under the deal, the first vessel will be delivered to Ukraine by the end of 2023 unfinished, to then be completed in Ukraine.
A Turkish procurement source said the contract’s value is about €200 million (U.S. $236 million), though that could change depending on workshare agreements and ship configurations.

Baykar Savunma und die Ukraine haben ein MoU über die Aufstellung eines gemeinsamen Drohnenausbildungs- und Wartungszentrums unterzeichnet. Dieses Zentrum soll in Vasylkiv auf einer Liegenschaft des ukrainischen Verteidigungsministeriums entstehen. Der Bau weiteren Zentren ist in einer späteren Phase geplant. Außerdem wird Baykar Savunma eine Fabrik zur Herstellung von Drohnen in der Ukraine errichten:

Sources said they believed the main reason Russia had not tried to take the rest of Ukraine was because it was reliant on the country acting as a transit for its gas pipelines to Europe and because of resistance from the Ukrainian armed forces.

“They don’t need Crimea, they need all of Ukraine, because the heart of the history, religion and culture is in Kiev, not in Moscow.

“Putin’s main ambition is the restoration of the Soviet Union. The Soviet Union was nothing without Ukraine. As long as Ukraine remains resistant, such countries as Georgia, Moldova and Kazakhstan feel themselves more or less safe because Russia is still busy with Ukraine.”

It is understood Russian diplomats have hinted privately to foreign colleagues that they believe “we can do what we want” after President Biden effectively approved the pipeline project and also turned his back on Afghanistan by withdrawing all US troops.

As the concerns grow, Britain is in discussion with Ukraine about selling the country lethal weapons for the first time, including surface-to-surface maritime Brimstone missiles for Ukraine’s navy patrol boats and also missiles for its aircraft.

Although the UK has sent soldiers to Ukraine for training missions, a Ukrainian source said the missile sale would be the first time that the UK had sold the country arms. The UK has supplied Ukraine with equipment such as first aid kits, night-vision goggles, helmets and GPS units in the past. Ukraine has previously bought ships from America and drones from Turkey.

The Ukrainian navy is also set to receive two of the UK’s Sandown-class minehunters and eight Babcock-developed missile boats after a memorandum of implementation signed in Odessa this year.

The two countries are also discussing air-to-surface Brimstone missiles, thought to cost more than £100,000 each, for Ukrainian aircraft.
