- NDMA intends to enter into a framework agreement for purchase of Vertical Take-Off and Landing (VTOL) Unmanned Aerial Systems (UAS) with a variety of sensors capabilities, c.f. section 2, for the Norwegian Armed Forces and the Norwegian Justice Sector.
The objective of this pre-qualification is to find suppliers that successfully meet NDMA’s requirements to compete for a framework agreement.

2.1 General
The objective of this procurement is to meet the needs of the Armed Forces for VTOL UAS.
The VTOL UAS shall provide aerial surveillance of surface activities during both daylight and darkness in typical worldwide military field operating conditions. The VTOL UAS shall include, but are not limited to, rotary wing air vehicle(s), payloads, ground control station, communication links between the ground control station and air vehicle(s), ground support equipment, documentation and spare parts.
The VTOL UAS must be field proven, and should be approved for and in service within the NATO.
2.2 Description of deliverables
The purchaser intends to enter into a 3+2+2 year framework agreement, which includes the following:
- VTOL UAS including sensors
- Integrated logistics support required to operate and maintain the system throughout the system's lifetime
2.2.1 Minimum technical requirements
NDMA will present a detailed and comprehensive list of functional and technical requirements included in the ITT. Some minimum key functional and technical requirements are:
- The basic system configuration should be less than 10 kg
- The UAV shall be rotary wing, minimum quad
- The UAV shall have a lifting capacity of minimum 750 gram
- The UAV shall operate on autopilot (autonomous flight along a preplanned track) and manually by use of a hand controller
- The UAV shall operate stable in winds up to constant wind speed > 10m/s
- The UAS shall produce and present stabilized live video and still images with metadata
- The UAS shall have the capability to record, store and play back sensor data (video, still images and metadata) and air vehicle metadata, and be able to export data during and after flight to a stand-alone computer or equivalent
- The UAS shall have more than 30 min endurance without battery change
- The UAS shall be weather resistance to precipitation and dust
- The UAS shall have option to encrypt the communication link between ground control station (GCS) and UAV, and a minimum 2 km range for the communication link
- The GCS and battery chargers shall operate on 12V-32V DC and 110V-230V AC
- The UAS shall be MAJIIC compatible
- The UAS should be delivered with controllable sensors (ground moving target indicator radar, synthetic aperture radar, electronic warfare support measures sensor, combined electro optical and infrared imaging and video sensor.)
