Minister of Defence Tsahkna: over a period of four years we will significantly raise our actual defence capability (27. Februar 2017)
The Development Plan for the Period 2018-2021 for the Area of Government of the Ministry of Defence will bring the Defence Forces armoured manoeuvring capability, a cyber defence command and new small-arms, improve the command of air and sea operations and see the development of training grounds.

Today, Minister of Defence Margus Tsahkna signed the Development Plan for the Area of Government of the Ministry of Defence, which breaks down the development objectives for military national defence for the coming years and the means for achieving those goals.
The armoured manoeuvring capability creation programme is one of the biggest capability development projects within the freshly developed four-year development plan. By 2019, the Scouts Battalion will have 44 CV90 fighting vehicles at its disposal, with support armoured vehicles operating alongside in 2020. In 2021, the first self-propelled howitzers being acquired should arrive in Estonia.

Estonia receives first CV90 IFVs (10. Oktober 2016)
Estonia's first 12 CV90 infantry fighting vehicles (IFVs) were delivered on 7 October, the country's Ministry of Defence (MoD) has announced.
Also delivered on 7 October was one of the six Leopard 1 armoured engineering vehicles (AEVs) included in that purchase.

The remainder of the vehicles are due to be delivered by 2018. Estonia also purchased 37 CV9030N hulls from Norway in January that are to be converted into support vehicles.

Estonia buys extra CV90s from Norway (11. Januar 2016)
Estonia has bought additional CV90 armoured fighting vehicles (AFV) for its armed forces, signing a contract for 35 more CV90 hulls from Norway on 8 January.

The additional units will complement the 44 CV9035NL infantry fighting vehicles (IFVs) that Estonia purchased from the Netherlands in December 2014.

The contract was signed on 8 January during a visit to Norway by Jonatan Vseviov, the undersecretary for defence planning at the Estonian Ministry of Defence (MoD). The total cost of the purchase was EUR600,000, an MoD spokesperson told IHS Jane's on 11 January.

Estonia has only purchased the hulls of the CV90s from Norway, as the CV9030N variant of the Norwegian IFV uses a different (30 mm) cannon from the 35 mm cannon of the Dutch CV90 IFVs that Estonia already purchased. Instead, Estonia is planning to convert these additional Norwegian CV90 hulls into combat support (CS) and combat service support (CSS) vehicle variants. They will complement the CV9035 IFVs within the Scout battalion of the Estonian 1st Infantry Brigade, the country's only full-readiness professional military unit.

The MoD is understood to be planning for this conversion work to be made in Estonia.

Defence Minister Mikser signs Estonia’s biggest arms deal (10. Dezember 2014)
The Hague, 9 December – Minister of Defence Sven Mikser and Dutch counterpart Jeanine Antoinette Hennis-Plasschaert signed an agreement today in the Netherlands under which Estonia will buy 44 modern CV 9035NL infantry fighting vehicles and support vehicles based on Leopard 1 tanks, for 113 million euros.
Next February, the Netherlands will bring 14 CV9035 infantry fighting vehicles to Estonia along with support vehicles, which together with the Scouts Battalion will practice scenarios involving the defence of Estonia and take part in the Independence Day parade in Narva.
The Cabinet gave the defence minister authority to sign a contract for the purchase of the CV9035 infantry fighting vehicles worth 138 million euros, which also encompasses toolkits for maintenance, training of Estonian Defence Forces members, spare parts and ammunition.

There is already a signed cooperation agreement with the Netherlands to speed up the entry of the modern infantry fighting vehicles into service. According to the contract, Estonia and the Netherlands exchange information on armoured vehicle training, tactics and doctrines, ammunition and the establishment of the training ground needed by the armoured units.

The infantry fighting vehicles will reach Estonia in 2016-2018.

The combat vehicles are used equipment but they are at the start of their life cycle, the oldest machine being seven years old. Before delivery to Estonia, all of the vehicles will undergo maintenance and, if necessary, repair in the Netherlands.
The CV90 has a high level of amour protection conforming to the NATO standard, and is armed with a 35 mm Bushmaster III cannon whose modern targeting system allows targets to be destroyed while on the move.

The Dutch Defence Forces decommissioned two battalions of CV9035NL, of which the equipment from one of the battalions was put on sale.

Verkoop voertuigen aan Estland bezegeld met contract (9. Dezember 2014)

Estonia to acquire CV90 infantry combat vehicles (3. Dezember 2014)
Tallinn, 27 November 2014 ‒ In a meeting today, the Government of Estonia authorised Defence Minister Sven Mikser to sign an agreement with the Netherlands for the acquisition of CV90 infantry combat vehicles. The purchase agreement will be signed in the Netherlands on 9 December.

Estonia is purchasing 44 CV90 infantry combat vehicles, unarmed support vehicles based on the Leopard I tank and maintenance kits for the vehicles. Under a bilateral cooperation agreement, Estonia and the Netherlands are also planning a joint procurement of munitions and spare parts.
The CV90 infantry combat vehicles will be part of the armament of the Defence Forces’ professional Scouts Battalion to guarantee the Battalion’s manoeuvrability, greater fire power and increased protection. The CV90 will be part of the Defence Forces’ weaponry for years to come.

The vehicles will arrive in Estonia in stages from 2016 to 2018. At the same time as the vehicles are being delivered, Estonian Defence Forces personnel will receive training in their use, starting from next year; the necessary infrastructure and training areas will also be developed in stages.

In February 2015, the Armed Forces of the Netherlands will bring a small number of infantry combat vehicles to Estonia for training together with the Estonian Defence Forces. The Dutch CV90s will also participate in the Independence Day parade on 24 February.

National Defence Development Plan 2013-2022
10. With regard to land operations, the main focus during the development plan’s planning period is on establishing high-readiness infantry brigades, developing armoured manoeuvre capability and upgrading anti-tank capability.
  1. The 1st infantry brigade shall be completely equipped and armed. The professional Scoutsbattallion within the brigade will receive modern infantry fighting vehicles; the rest of the brigade’s manoeuvre battalions will be equipped with armoured personnel carriers.
  2. By 2022, the 2nd infantry brigade shall achieve it ́s full operational capability, which will significantly increase the Defence Forces’ engage(ment) and rapid-response capability.
  3. The Defence Forces’ anti-tank capability will be enhanced significantly thanks to procurement of the most modern anti-tank missile systems for both brigades.
  4. To ensure mobile in-direct fire support capability, 155mm self-propelled howitzers shall be introduced into service.
  5. In addition to the above, the development plan also acknowledges the need for heavy armoured manoeuvre capability – tanks – and medium-range air-defence capability. Due to resource limitations, it will be possible to start developing these capabilities by 2022, but not achieve the fully operational capability. The decision with regard to developing heavy armoured manoeuvre capability and medium-range air-defence capability will be made during the time of the preparation of the next national defence development plan in 2016.

We conducted 3 days of experimentation in the vicinity of the 1st Infantry Brigade at the old Tapa airfield in Estonia. The experiment was supported by the Estonian Ministry of Defence according to a grant agreement signed in 2021. The 1st Infantry Brigade Scouts Battalion supported the event with armored personnel carrier Patria Sisu XA-188 6x6 and infantry fighting vehicle CV-9035.

We tested the Driver Solution that consists of 3 close range sensors, 1 driver sensor, a mission computer and display goggles. The driver sensor was mounted in the front and the close range sensors covered the sides and rear to enable full 360-degree vision.

IAV 2024 – Estonia aims at increasing its Land Forces
In 2016 Norway and Estonia signed a deal, Oslo providing 35 CV90 Mk1 chassis to Tallin, the Estonian Army aiming at using them as combat support and combat service support platforms. At IAV 2024 it was stated that their rebuilding is currently underway in Estonia by local companies, and the outcome will see nine different configurations being produced, in variable numbers. These are Command and Control (C2), Indirect Fire Coordination Centre, Armoured Personnel Carrier, Mortar Carrier, Antitank, Air Defence, Engineer, MEDEVAC and Combat Supply. First vehicles should be delivered in early 2025. Most of them will go to the CV90 battalion, considerably increasing its numbers.
