UK and French Defence Committees question MoD on Anti-Ship Missile Systems in joint evidence session
Purpose of the Session

This is the first joint, informal, evidence session with the Assemblée nationale Standing Committee on National Defence and the Armed Forces. The session will ask the MoD about the defence collaboration between the UK and French Governments, including an assessment of the joint work undertaken by the two Governments on the future cruise/anti-ship weapon (FC/ASW) programme so far and will seek a progress report on the three-year concept phase agreement signed with MBDA last March.

The session will be conducted bilingually with simultaneous translation provided throughout.

The French MPs participating in the session are: Natalie Pouzyreff (co-rapporteur), La Republique En Marche!; Charles de La Verpilliere (co-rapporteur), Les Republicains; Jean-Pierre Cubertafon, MoDem; Jean-Jacques Ferrara, Les Republicains; Jean-Charles Larsonneur, La Republique En Marche!; and Stephanie Trompille, La Republique En Marche!

This historic joint evidence session will be followed by a session in Paris on 24 July.

II.1) Title attributed to the contract by the contracting authority/entity:

Next Generation Surface Ship Guided Weapon (SSGW)
II.4) Short description of nature and scope of works or nature and quantity or value of supplies or services:

The Authority has a possible future requirement to procure a next generation ship launched anti-ship weapon system for use within training and operational roles with the Royal Navy. First delivery of the ship installed equipment would be required by December 2022 and first delivery of missiles would be required by December 2023. The potential contract will be for 4 years, with the potential of option years to follow (up to 9 more years), the potential contract would cover the following activities:
  • Manufacture and delivery of the weapon system to be delivered in Financial Year 2023/2024.
  • Installation of the weapon system onto Royal Navy ships.
  • Provision and support of interface requirements to assist ships installation.
  • Provision of train the trainer courses.
  • Maintenance and technical support for the operational upkeep of the weapon system.

Should this requirement proceed, a Contract Notice will be published in due course with more precise requirements and interested parties will be invited to complete an online pre-qualification questionnaire, which will be measured against selected criteria in terms of commercial and technical requirements.

The technical requirement will be base lined against the user requirements and include questions regarding:
  • battlefield effect,
  • terminal effect,
  • interoperability: climatic and environment,
  • munition sensitivity,
  • system and design safety,
  • human factors,
  • deployability,
  • training,
  • sustainability and supply chain,
  • Capability resilience and reliability.

Evidence will be required at the PQQ stage to demonstrate the weapon system can meet the Authority’s requirement set.

Estimated value excluding VAT:

Range: between 100 000 000 and 200 000 000 GBP

Air-Breathing, High-Speed Propulsion To Make 2021 Comeback
Across the English Channel, decades of hypersonic missile research may be poised to bear fruit. Ongoing studies by the UK Defense Ministry with France to replace the Exocet and Harpoon with a high-speed anti-ship missile by the late-2020s offer an opportunity to consider hypersonic options.

To this end, the UK Defense Science and Technology Laboratory (DSTL) appears to be gathering technical expertise. A partnership called the Thresher project, which was formed in 2018 with the U.S. AFRL, is conducting experiments through 2022 or 2023 on technologies that can lead to a new hypersonic weapon. Meanwhile, the DSTL also has studied a concept for an air-launched hypersonic glide vehicle, concluding such a project is technically feasible as long as the UK can overcome challenges with sourcing rocket-motor, aerodynamic-control and thermal-protection system technology.

Decisions on new British-French cruise missile are left hanging after submarine row
France has canceled a meeting set to start Sept. 23 between its Armed Forces Minister Florence Parly and British Defence Secretary Ben Wallace as part of its retaliation protesting the creation of a trilateral defense pact to equip Australia with nuclear submarines.
High on the Anglo-French agenda for the two-day meeting, set for just outside London, were discussions on the next step in the development of the Future Cruise/Anti-Ship Weapon (FC/ASW), said a defense source, who asked not to be named while discussing the sensitive topic.

A concept phase for the MBDA-designed missile is now being wrapped up, with talks on transition to the assessment phase expected to have been one of the items up for discussion by the two sides.

The U.K. Ministry of Defence and MBDA both declined to comment.

France, UK advance two missile concepts for FC/ASW programme
A governmental agreement and associated contracts were confirmed by the France's Direction générale de l'armement (DGA) and the UK Defence Equipment and Support (DE&S) organisation on 17 February. The three-year preparatory phase – equivalent to the Assessment Phase in the UK's acquisition cycle – will focus on the co-ordinated development of a programme of next-generation deep-strike and heavy anti-ship weapons to enter service about 2030.

The FC/ASW programme intends to develop a new generation of guided weapons to replace the Exocet and Harpoon anti-ship missiles in naval service, and the air-launched Storm Shadow/SCALP cruise missiles. The concept phase, which concluded last year, narrowed down to two complementary candidate designs: a long-range, low-observable subsonic missile; and a highly manoeuvrable, high supersonic missile.

The preparatory phase will continue work on the definition of the two missile concepts generated during the previous phase, and deliver a more detailed assessment of their suitability to meet the requirements of the two partner countries.

Royal Navy warships to receive Harpoon replacement from next year
Eleven Type 23 frigates and Type 45 destroyers will be fitted with the sea-skimming Naval Strike Missile, capable of knocking out major enemy warships at ranges of more than 100 miles away.

The MOD today ordered the missile system as the interim replacement for the existing Harpoon, which reaches the end of its active life next year.

Defence Secretary Ben Wallace announced the investment in the new weapon on a visit to Royal Navy flagship HMS Queen Elizabeth in the Norwegian capital Oslo.
The Naval Strike Missile will plug the gap between Harpoon and the advent of its permanent successor, the ‘future offensive surface weapon’, which will become the Fleet’s premier long-range, heavy duty anti-ship missile in 2028, carried by the Royal Navy’s next-generation Type 26 frigates, currently under construction on the Clyde.
UK defence firms Babcock and BAE Systems will install NSM on the 11 warships, with the first ship due to be operational by the end of next year.

In the field of armament cooperation, France and the United Kingdom will advance key projects to develop their future complex weapons systems. They commit to concrete steps forward regarding the further advancement of the Future Cruise and Anti-Ship Weapon (FCAS/W) programme to avoid capability gaps. In particular, they commit to deliver a future cruise capability in 2030. France and the United Kingdom will seek for commonalities in their respective roadmaps in the missiles domain notably addressing the needs for the future air platforms. France and the UK will work together on ensuring interoperability of their respective future Combat Air systems, including on communication and on armament systems.
