    This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source indefinite delivery/indefinite quantity (ID/IQ) contract to The Boeing Company for a refresh to the F-15C/D fleet and augment the F-15E fleet. The intent is to procure upgraded F-15EX aircraft, as well as any future modernization and sustainment efforts. Contract requirements include aircraft, modernization efforts such as hardware and software design, development integration, test, subsystem and structural component production, installation of future modernization kits, and enhancements to the F-15E weapon system as well as product support.

    The proposed F-15EX Weapon System contract will be awarded using Other than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

    This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) for the F-15EX weapon system nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level for either the F-15EX weapon system or the Propulsion system.

    An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.     The proposed contract action is projected for the purchase of up to 480 F110 engines, engine monitoring system computers, integrated logistics support, support equipment, and tooling. The contract award and orders are anticipated starting May 2020.

    AFLCMC/LPAK requires a propulsion system to support the USAF F-15EX Rapid Fielding Program, intended to refresh/replace aging F-15C/D aircraft. The F-15EX aircraft, a derivative of the F-15SA, requires delivery of a propulsion system certified for installation in the F-15EX aircraft including integration with the fly-by-wire flight control system.

FLUG REVUE hat geschrieben:Grundlage für die jetzige Ausschreibung ist der Verteidigungshaushalt 2020, in dem 1,05 Milliarden Dollar für den Kauf von acht F-15EX eingestellt sind. Allerdings hat der Kongress eine Bedingung in den Etat geschrieben: bis der Luftwaffe-Staatssekretär einen Bericht über die Beschaffungsstrategie vorgelegt hat dürfen nur zwei Flugzeuge finanziert werden.

    Description:

    The F-15EX will be based on the 2-seat F-15QA (Qatar) configuration upgraded with USAF-only capabilities, including the Eagle Passive Active Warning and Survivability System (EPAWSS) and the Suite 9.1 Operational Flight Program (OFP) software. With two seats, it will be multirole-capable and operable by one or two aircrew. Many F-15C/Ds are beyond their service life and have SERIOUS structures risks, wire chafing issues, and obsolete parts. Readiness goals are unachievable due to continuous structural inspections, time-consuming repairs, and on-going modernization efforts. The average F-15C/D is 35 years old with over 8,300 flight hours; the oldest F-15C was delivered in 1979. F-15EX logistics, maintenance, and training will heavily leverage existing the F-15 infrastructure.

    All numbers are based on initial program office estimate and will be refined after acquisition program baseline is established.

    As directed in the FY 2018 NDAA, Sec 825, amendment to PL 114-92 FY 2016 NDAA, Sec 828 Penalty for Cost Overruns, the FY 2018 Air Force penalty total is $14.373M. The calculated percentage reduction to each research, development, test and evaluation and procurement account will be allocated proportionally from all programs, projects, or activities under such account.
    Justification:

    This program is a new start.

    BASIS FOR FY2020 BUDGET REQUEST: The FY20 budget provides funding for 8 F-15EX aircraft and associated production factory tooling, systems integration lab equipment, technical orders, support equipment, training materials, and other related items to manufacture the aircraft, provide operational conversion (from F-15C/D to F-15EX) support, and meet logistics and sustainment requirements. Once an approved acquisition program baseline is approved, the Air Force will work to properly align funding for initial spares, etc.
    Remarks:

    The pre-decisional plan is for the first two aircraft ordered in FY20 to be taken from the existing production line and delivered approximately 2 years after contract award to support flight testing. The subsequent delivery of aircraft 3-8, also ordered in FY20, are expected approximately 3 to 3.5 years after contract award.

F-15EX First Flight Clears Path for Deliveries to U.S. Air Force
ST. LOUIS, Feb. 2, 2021 — The new Boeing [NYSE: BA] F-15EX fighter jet completed its first flight today, paving the way for the early delivery of the first two jets to the U.S. Air Force later this quarter. The jet took off and landed from St. Louis Lambert International Airport, completing a 90-minute test flight before returning to the airport.
