Supashock was very pleased to host the Hon. Scott Morrison (ScoMo) MP Prime Minister of Australia yesterday to witness the signing of 2 major contracts between Supashock and Rheinmetall.
The second, a selection to design and supply missile launchers into Australia’s $5.2 billion LAND 400 Phase 2 Program for the Australian Army.

Rheinmetall delivers the first 25 Boxer 8x8 Combat Reconnaissance Vehicles to the Australian Army
Rheinmetall is pleased to announce the delivery of the first 25 Boxer 8x8 Combat Reconnaissance Vehicles (CRV) to the Australian Army under the $5.2 billion LAND 400 Phase 2 Mounted Combat Reconnaissance Capability project.

Minister for Defence, Hon. Peter Dutton MP visited Rheinmetall Defence Australia’s Military Vehicle Centre of Excellence (MILVEHCOE) in Redbank, Queensland, to review the Boxer vehicles.

Rheinmetall will deliver a total of 211 Boxer 8x8 Vehicles in different versions, 131 will be the CRV variant. They will replace the Army’s Australian Light Armoured Vehicles (ASLAV) under LAND 400 Phase 2. Delivery of the first 25 vehicles enables Army to continue towards Initial Operating Capability on schedule as Rheinmetall moves into the next phase of the LAND 400 Phase 2 program.

Elbit BMS decision update (6. Mai 2021)
After breaking the news last week that the Elbit Systems Australia Battle Management System (BMS) will be withdrawn from service from next week, Elbit Systems Australia Managing Director Major General (Retired) Paul McLachlan has made a statement about the situation. Below is the statement in full.

“Elbit Systems of Australia strongly refutes the security rumours raised in recent media articles. Elbit Systems of Australia utilises secure software development processes in collaboration with the Department of Defence, including the provision of all source code.

“Elbit Systems of Australia will continue to work closely with the ADF to deliver its network capability requirements, utilising our 250-strong workforce, including 80 military veterans and 100 systems and software engineers.

“Elbit Systems of Australia is expanding and enhancing our proven ability to bring world- leading innovative technologies to meet Australian capability requirements for the ADF, homeland security and emergency management agencies into the future,” McLachlan concluded.

Janes has also learned that “Army’s decision does not affect the Land 200 Tranche 2 acquisition contract, which we see progressing as previously agreed to, informed by our technical and financial reviews.”


ADM Comment: This flies in the face of industry sources who note that in the past 12 months the program has failed two security related milestones and the Commonwealth enforced a stop payment point last year.

Elbit must have known that they were heading towards a decision point that was not entirely in their favour. The suddenness and nature of the cancellation however cannot be answered without calling into question the national security aspect. Back doors into such systems are well known and even expected in some cases. What has happened in this case? We may never know the exact nature of the issue at this unclassified level. The is the nature of Defence.

So where does this leave the capability? C4 EDGE is due to demonstrate their concept in November this year (keep an eye out for the June Land Forces edition of ADM for more on this program). The Australian Army selected Systematic’s SitaWare Headquarters (HQ) software to enhance its deployable command-and-control (C2) capabilities in November 2019. There is a good chance this can be expanded in the meantime as well. The system was rolled out to the Army’s deployed HQs operating at brigade-level and above. The Deployable Joint Force Headquarters (DJFHQ) – an element of the Brisbane-based 1st Division – was the first element to field the system.

Elbit BMS shut down (29. April 2021)
ADM understands that Elbit Systems Australia has been given notice earlier this month to cease use of the existing deployed BMS version with Army, effective from mid next month. The news was given to the company with no explanation as to the reasoning behind the decision, with Defence confirming that they have no interim solution to replace the capability.

The program also signed a multimillion dollar follow-on sustainment contract earlier this month which would see elements of the capability upgraded and expanded.

At this point, Defence has spent billions on the program over the past decade, with the last contract extension in 2017 signed for $1.4 billion alone.

ADM understands that Elbit Systems Australia program employs approximately 190 highly skilled local people across the nation to support this program for Army. There is also a significant local SME workforce that supports the program.

Neither Defence or Elbit Systems Australia would comment about the program or its consequences as this article went to press.

Erinnert an die Beschaffung der Artilleriesysteme Nexter CAESAR 8x8 durch Tschechien, wo zuletzt ähnliche Probleme mit der Herstellerfirma aufgetreten sind. Die australischen Boxer CRV sind mit Maschinenkanonen Rheinmetall MK30-2/ABM ausgestattet - der selben Bewaffnung wie am SPz Puma.

Na ja... alles schon recht wunderlich.

Bei einem Deutschen Produkt wundert man sich, dass Teile aus Deutschland/Europa kommen?
Bei einem Turm der nicht ein APS definiert, sich zu beschweren, dass kein APS reinpasst, schein auch merkwürdig.

Ich kaufe mir ja auch kein Benz und beschwere mich, dass es kein Porsche ist.

Die Tender Documentation für Land 400 Phase 2 habe ich leider nicht. Aber diese "Key Requirements Matrix" liest sich fast wie die Suche nach der "eierlegenden Wollmilchsau". Als wollte man alles auf das Fahrzeug packen, was gut und teuer ist.

Aktive Hardkill-Schutzsysteme waren dann in den jeweiligen Angeboten auch tatsächlich enthalten. Aber kein Elbit "Iron Fist". Rheinmetall hat sein hauseigenes Active Defence System angeboten, BAE Systems Australia ein nicht näher spezifiziertes "Hard-kill DAS".
Das australische Verteidigungsministerium hat "Iron Fist" völlig unabhängig vom bestellten Turmsystem ausgewählt:

However, Yiftach Kleinman, Manager of Marketing and Business Development at Rafael's Land Maneuver Systems Directorate, said that, while the successful bidder will recommend subsystems for their vehicle, the Australian DoD could select alternative ones.

This would mean that Rafael's Trophy APS, Samson remote weapon station, and Spike missile could be selected regardless of whether the AMV35 or Boxer wins.

Kleinman expressed confidence in Trophy's chances of being selected by the Australians, although it potentially faces competition from the Israel Military Industries (IMI) Iron Fist APS, which was part of the now-eliminated bid by Elbit Systems and Singapore Technologies Kinetics.

Australia to Test Iron Fist APS on Boxer (27. Januar 2019)
The Australian Defense Force will evaluate the Iron Fist Active Protection System (APS) developed by Elbit Systems’ IMI on the Boxer armored vehicle, Brig. Greg McGlone, the Director General of Armored Fighting Vehicles in the Australian Army, said at the International Armored vehicles 2019 conference in London last week.

According to Defense Update, Australia plans to contract Rheinmetall to integrate Iron Fist on the Lance turrets being used on the 121 of the Block II (improved reconnaissance vehicles) Australia is buying under the Land 400 Phase 2 program.

McGlone said the Iron Fist was the only mature APS that meets the Boxer’s weight requirement. According to the report, Rheinmetall offered its own active protection system – the ADS – but the Australians requested the company to evaluate the scope of integration of the Iron Fist – Light, Decoupled (IF-LD) APS.

Australian DoD rebuts claim that weight issues could affect turret integration on Boxer CRVs
Concerns by the broadcaster that this issue could delay the AUD5.6 billion (USD4.12 billion) project were dismissed by the DoD, which told Janes that the project ”remains on track to achieve both initial and final operational capability in 2022 and 2027, respectively”.

The DoD added that Rheinmetall Defence Australia has not been experiencing any problems with the integration of Spike onto the CRV turret, pointing out that testing is scheduled for 2022.

Furthermore, the DoD states that it “had not been notified of, and is not aware of, any weight or stability issues associated with the integration of the Lance turret onto the CRV. The vehicle will operate at the upper end of its gross vehicle mass; this has been understood and accepted since the contract was signed”.
