Finland Brushes Off Russian Overtures

The cooling in Finnish interest over Russian military export hardware and systems is also visible in the MoD's advancing $1.2 billion Flotilla 2020 program to procure next-generation multi-purpose warships to replace the Finnish Navy's Hämeenmaa- and Pohjanmaa-class minelayers and Rauma-class missile ships.

No Russian shipyard, including the Finland-based and Russian state-owned Artech, has been invited to bid for naval ship contracts. Located near Helsinki's west harbor, Artech is owned by United Shipbuilding Corporation (USC).

"There has been no talks with Russian shipyards regarding future shipbuilding orders," said Rear Adm. Juha Vauhkonen, chief of staff at Navy Command.

The planned submarine-hunter surface ships, which are due to come into service by 2025, are set to be equipped with helicopter decks and have a torpedo firing and anti-aircraft strike capability.

That USC is included in the United States sanctions against Russian companies hasn't helped the firm's case in being considered a potential supplier of naval ships under the Flotilla 2020 program, said Jussi Niinistö, Parliamentary Defense Committee chairman.

"Under existing procurement rules, certain companies can be ignored on grounds of national security when it comes to defense acquisitions," Niinistö said in an interview.

USC acquired 100 percent of Arctech's shares when it bought out the South Korean-owned STX Finland (Europe) Inc.'s 50 percent interest in the shipyard in December.

In Finland, the project ist part of the Multi-Purpose Vessel 2020 research program, which the Navy has launched in 2009. The aim of the research program is to develop the skills for a cost-effective and versatile warship of the 2020s. The research on the multi-purpose vessel includes identifying the size of the vessel, the structures and battle sustainability issues. Multi-Purpose Vessel 2020 (MTA2020) is included in the Navy's sea defence research program for the years 2009 - 2020. The Multi-Purpose Vessel 2020 is a multi-purpose vessel class, which is designed to fight conventional and asymetric threats on the open sea and off the coasts of the Baltic Sea. Additionally it may participate in international crisis management. The new ship class replaces the Hämeenmaa-class minelayer, the Pohjanmaa-minelayer and the Rauma-class missile boats, because of their declining performance.

Subsequently, there is now a constant increase in security cooperation among Scandinavian nations, but in particular between Sweden and Finland. The Finnish Navy now has a new requirement for new multi-purpose corvettes. They call the concept ‘MTA-2020’. We have now started to look into this in detail because if Sweden and Finland could agree to the same configuration, this could emerge as a large class of corvettes.

DIQ: Maybe looking a bit like the legendary Visby series of ‘stealth’-corvettes?

    LS: Yeah, it could be a further development of the Visby concept, but of course involving the Finnish shipbuilding industry and suppliers, like Patria. We’ve already cooperated with them on 8x8 APCs for Australia. We supplied the C2 system and they supplied the vehicles.

Both of these classes are planned to be retired in the mid-2020s, as their service life "cannot be extended in a cost-efficient way", according to the Finnish Ministry of Defence (MoD).

Speaking to IHS Jane's on 1 October, a spokesperson for the MoD stated, "The exact timing of the different milestones will be determined in the course of the programme, but as the first stage, an RFI [request for information] is foreseen to be issued in 2015-2016. Construction of the ships is foreseen in the years 2019-2024."

Request for Information for the Finnish Navy fighting ships construction project

Finnish Minister of Defence, Jussi Niinistö, has given the Defence Forces a mandate to start the Finnish Navy project, Squadron 2020. The aim of the Squadron 2020 project is to construct four new corvette-size fighting ships for year-round operation in the special weather and ice conditions at the Baltic Sea. The Request for Information informs shipyards about the project and inquires know-how and price information from shipbuilders and suppliers to base the Request for Quote on. The RFI was sent out on 18 December 2015 and answers are requested by the end of March next year.

The four new vessels will replace the already decommissioned FNS Pohjanmaa, four Rauma-class fast attack missile craft and two Hämeenmaa-class minelayers that will reach the end of their life-cycle by the mid-2020s.

Central criteria for selecting the constructor are the Finnish Navy's strict requirements for the ships performance in winter conditions and naval mine-laying capability. Foreign military shipyards are not able to provide standard plans for ships suitable for Finland's needs and conditions. Maintenance, service and repairs are of critical importance for the vessels' performance and need to be mainly available in Finland. The new vessel class project is estimated to require a funding of €1.2bn, and the life-cycle of the vessels will be at least 35 years.

The public parts of the Request for Information, prepared by the Defence Forces Logistics Command, will be sent to companies, who may have know-how and systems relevant for the project. The companies may put in a tender for the complete project or some part of it, for example for weapon and censor systems. Complementary, classified materials will be provided at a seminar to be held later on.

Procurement decisions will be made in the course of next year. Upon completion of the contract negotiations, the contracts will be signed in 2019. The first naval engineering tests are scheduled for 2020 and according to plan the last ship should be handed over to the Finnish Defence Forces in 2024.

Puolustusministeri valtuutti 23.9.2015 Puolustusvoimat käynnistämään Laivue 2020 -hankkeen. Päätöksen mukaan Merivoimien suorituskyvyn edellyttämän huolto-, ylläpito- ja vauriokorjauskyvyn varmistamiseksi hankittavaa järjestelmää koskevien palveluiden on oltava kriittisiltä osiltaan saatavissa Suomesta.


The Finnish Armed Forces are looking to acquire the Laivue 2020 vessels from the Finnish shipyard Rauma Marine Constructions Oy. In turn the vessel's combat system will be awarded in competitive bidding.

The combat system is composed of the battle management system, sensors and weapons. The competition of the combat system suppliers will be launched this year. Laivue 2020 will reach its full operational capability in 2026-27.

On 23rd September 2015 the Minister of Defence authorized the Armed Forces to launch the Laivue 2020 project. According to the decision the Navy is going to perform service, maintenance and the ability to repair damages in order to ensure, that the critical system services must be entirely available from Finland.

There were more than 80 responses from Finnish and foreign suppliers to the Laivue 2020 request. The Defense Forces Logistics Command will investigate the potential of Rauma Marine Constructions (RMC) Ltd as a shipbuilder. For this reason, the Logistics Command has signed a letter of intent with RMC Oy, which allows for the company's shipyard capacity, security of supply conditions and other building conditions for the warships.

The Defense Forces Logistics Command has used an independent expert venture in the preliminary assessment of the procurement model options and RMC Oy's performance. Several research projects, simulations and model tests of the Navy and the Finnish Defense Forces have created the preconditions for technical specification and domestic design of the warship to meet national special requirements.

The Finnish Defence Forces' Logistics Command requests delivery of the battle system for the Squadron 2020 vessels

An invitation to negotiate and a preliminary invitation to tender will be sent to the selected tenderers.

The first round of negotiations will be conducted in the course of 2017 and the deadline to submit a preliminary tender is in autumn 2017. The second round of negotiations will be started already at the end of 2017 and it will be continued in winter 2018. The final round of tenders and the signing of the agreement will take place during 2018.

The Defence Forces are evaluating the possibility to purchase Squadron 2020 vessels from the shipyard of Rauma Marine Constructions. A statement of intent was agreed with the shipyard through which the company's shipyard capacity, security of supply and other preconditions to build surface combatants can be assessed.

The tenderers for the battle system of the Squadron 2020 project have been selected (10. April 2017)

The Finnish Defence Forces' Logistics Command sent requests to 12 companies at the end of last year to participate in the tender procedure to deliver the battle system for the Squadron 2020 vessels. Eight companies sent a request to participate. The Logistics Command evaluated the requests in cooperation with the Navy, the Defence Command and the Ministry of Defence and an external actor verified the independent nature and quality of the request procedure.

The following criteria were applied to select the companies: integration expertise, technical competence, project competence, commercial and legal requirements, life cycle expertise, industrial cooperation, quality and safety.

The selected companies will receive an invitation to negotiate and a preliminary invitation to tender from the Logistics Command in early summer 2017. This will start a negotiation phase at the end of which, in the course of 2018, a procurement contract will be signed.

The battle system to be delivered will consist of weapons, sensors, and command and control systems and their integration.



The Finnish Defence Forces' Logistics Command authorised to conclude a design contract with Rauma Marine Constructions (4. April 2017)

The design contract follows the Memorandum of Understanding that was signed between the Defence Forces and RMC in September 2016. The design process included in the contract further defines the vessel concept and produces the basic design material which is required for manufacturing the vessels. The contract to actually construct the vessels is scheduled to be signed in the course of 2018.

Finnish corvettes on course

Separately, FDFLOGCOM selected Atlas Elektronik, Lockheed Martin Canada and Saab to battle it out for the Squadron 2020 combat system.

The navy is expecting to select one of these competitors and sign a contract within the next 12 months, according to Cmdr Jon von Weissenberg, project manager for 2020 with the Finnish Navy.

Speaking at the Future Surface Fleet conference in Portsmouth, he also said that the building contract for the corvettes should be in place by 2018. Squadron 2020 will replace three different class of ship currently scheduled for retirement.

‘We are still on our original timescale and the first ship delivery is expected in 2021,’ von Weissenberg added.

The plan is for the new corvettes to be operational out to 30 years with one mid-life upgrade planned, alongside continuous upgrade of the subsystems during this time.

While the navy could have gone for an off-the-shelf ship design, von Weissenberg said the requirements were too specific for this.

Finland is one of the only nations to still carry out minelaying and this was one of the driving factors for not choosing a ship design already out there, according to von Weissenberg.

Other significant factors include the need for ice-breaking capability, given all of Finland’s ports freeze during the winter months, alongside open sea endurance.

‘We need a hull that can do 27 knots at sea and also break ice,’ von Weissenberg said.

The corvettes will have an ice going capability that is able to sustain independent operations in the Gulf of Finland and Archipelago Sea with an Ice Class 1A mixed with sea state 5 abilities.

The current design of the vessel sees a 100m long ship with a 3,000 tonne displacement and an average crew of 60. The multi-role corvette will be tasked with ASuW, ASW and AAW.
