The Shield of Poland

The propositions for technical modernization of air defense systems:

As a result of a strategic agreement of BUMAR, RADWAR, PIT and the MBDA concern, we propose the creation of a multi-layered air defense system for Poland – named the “Shield of Poland”.

The system will consist of three layers:

Medium range antiaircraft missile systems MRAD (Medium Range Air Defense), basing on ASTER 30 missile able to fight ballistic missiles of tactical and operational destination, created in cooperation with MBDA, short range antiaircraft missiles SHORAD (Short Range Air Defense), basing on MICA VL missiles, created in cooperation with MBDA, missile and very short range artillery systems VSHORAD (Very Short Range Air Defense), created and manufactured by the Polish military industry.

The 1st layer: Medium range antiaircraft defense MRAD

    As a result of the above mentioned agreement, BUMAR, RADWAR, PIT, and the MBDA concern, we can propose the creation of a medium (long) range air defense system MRAD, basing on ASTER 30 missiles.

    The ASTER-30 subunit will consist of the following, basic elements of combat grouping:

      Radiolocation Station of Detection and Location

      Command station – the center of tactical operations

      4-6 self-propelling launchers, 8 missiles each

    The basic subunit of the ASTER 30 missile system may guarantee sufficient protection of an area of ≥ 6500 km2 against classic air threat means and ≥ 1500 km2 for ballistic missiles. Depending on the type of target, ASTER 30 missile may fight targets in air at the distance of 100 – 200 km and on the height of 20 km and more. The ASTER 30 missile is a 2-degree missile with train vector control in the launch phase and during the flight.

    Tactical-technical characteristics:

      Engine work time: 3,5 s

      Velocity after 3,5 s: 1450 m/s (> Mach 4.0)

      Maximum gravity load: 60 g

      Active radiolocation warhead (RF)

      Effective range: 100 ÷ 120km (airplanes)

      30 km (ballistic missiles)

      Effective range height: up to 21 km

      A mobile ASTER 30 launcher contains 4 missiles

The 3rd layer: very short range antiaircraft defense system VSHORAD

Very short range defense system (VSHORAD) – effective range 5-6 km, target height up to 4 km, is based in national industry technologies resulting from the execution of the 1994-2001 Strategic National Program – “Modern technologies for the needs of the development of the antiaircraft defense system for armies and objects” and used further in new products.

The basis of Very short range antiaircraft defense system will consist of mobile antiaircraft systems GROM, and 23 mm, 35 mm, 57 mm artillery systems, and artillery-missile systems with the GROM missiles (today, also with the S-2 missile). The latest KOBRA system developed by the Bumar Group is a good example.

The GROM assumes the armament of antiaircraft shooters, and mobile missile systems – POPRAD, and artillery-missile systems ZU-23-2-KG and ZSU-23-4MP. The modernized GROM system caused the modernization of its bearers, and the tactical-technical parameters of antiaircraft guns.

Questions emerge over the 'Shield of Poland' missile programme

Reports within the Polish defence community suggest the Ministry of National Defence (MND) intends to designate a preferred supplier for the Polish Air and Missile Defence (AMD) 'Shield of Poland' programme by the end of March.

Rumours of a late-March announcement have been circulating in Warsaw since the beginning of 2013 and claim Undersecretary of State for Armament and Modernisation Waldemar Skrzypczak will declare the Israeli Rafael David's Sling system as the MND's preference.

Such an announcement would come despite no formal request for proposal (RfP) having yet been issued for the programme and would probably be in breach of EU procurement protocols.

In a bid to quell the rumours, Czeslaw Juzwik, Deputy Director for the Armed Forces Department at the National Security Bureau, stated on 5 March that "no final Polish decision on which system to procure has been made yet".

One of the first of a series of procurements for the Polish missile program will be a midrange anti-aircraft and anti-missile system, dubbed Wisla.

With the planned purchase in mind, in June the Defense Ministry invited companies to participate in a dialogue on technical and strategic requirements for the procurement.

Fourteen foreign and domestic manufacturers expressed interest in participating in the Wisla project, including Northrop Grumman, Raytheon and Boeing of the US; France’s Thales; Italy’s Selex; Turkey’s Aselsan; Spain’s Indra and Sener; Israel’s SIBAT; and a consortium led by the Polish Defense Holding.

Poland Could Join MEADS

MBDA submitted two bids, one based on the Aster-30 medium-range air-defense missile and one developed around the MEADS, a partnership of the US, Italy and Germany. With the US Army withdrawing from the project, Poland could become the third European partner should it hand the missile defense contract to MBDA.

Acquisition of the MEADS anti-missile system was canceled by the US, but officials with the industrial team behind it, comprising Lockheed Martin and MBDA, said Poland could yet sign up to join Rome and Berlin.

Polish officials attended a test firing against two simultaneous targets in the US in November, which marked a climax of the program’s development phase before the US ends its funding.

A MEADS team also gave officials in Poland a briefing at the end of August, one of a number of briefings given by competitors that wrapped up on Sept. 30 and could lead to a selection by Poland in January of anti-missile systems, said Marty Coyne, business development director for MEADS International.

Although it is unclear whether Italy and Germany will push on with acquisition after the departure of the US from the program, Coyne said the two countries were planning to “transition to European development” work by the end of 2014.

“We have offered Polish industry the chance to be a partner in that development, which involves software work and qualification,” he said.

The cost of that development work would run 10 to 15 percent of the $4 billion cost of the program., Coyne added.

Alone, If Necessary: The Shield of Poland

March 20/14: Polish Deputy Defence Minister Czeslaw Mroczek tells Reuters that Polish priorities are changing. With respect to the Shield of Poland:

    “By the end of this year we want to already have chosen an offer. That is the acceleration by several months, compared to our original plans, that we are talking about…. To a certain extent, the decision on accelerating this process is the result of a review commissioned by the prime minister and the defence minister because of the situation in Ukraine.”

The full system is still slated to be ready by 2022, and could cost up to $13 billion. The WISLA medium range system is reportedly going to be Phase 1.

Poland may accelerate Wisla AMD programme

Poland Seeks MEADS Partnership

Poland is seeking to have a “sustained industrial partnership” with the trinational Medium Extended Air Defense System (MEADS), according to Lockheed Martin’s business development manager for the program.

Marty Coyne made the remarks at the ILA Berlin Air Show on Wednesday. “At least 40 percent workshare of the Polish shield would be done in country.”

Coyne also said the notion of building a Patriot Advanced Capability-3 missile facility in Poland was under consideration.

“We also want to help Poland to develop a long-range defense missile for which we can provide components,” he said.

The US has opted out of the program, yet Lockheed and MBDA are waiting for final procurement decisions from the other two members: Germany and Italy.

Germany is expected to make a selection on its future tactical ground-based air-defense system requirements this year, which could involve incorporating MEADS technologies.

Wirtschaftlich soll es in Polen nicht so gut laufen... Ist die Frage, wie die Polen ihre ganzen Rüstungsbeschaffungen so bezahlen wollen? Oder andere müssen das Vorfinanzieren und hoffen, dass die Polen die Schulden begleichen können.

Ganz einfach so wie sie es schon jetzt seit über 10 Jahren machen. Die EU wird schon geben.
Polen ist ja bekanntlich Spitzenreiter der Nettoempfänger in der EU und bekommen jährlich an die
12 Mrd€ überwiesen. Also jetzt weißt was mit dem Geld passiert.

Die ganze EU Kohle bekommen wohl mehr die Polnischen Kleinbauern und etliches dürfte auch in Infrastruktur und Subventionen für Firmenansiedlungen drauf geben. Damit dürfte Inlandskonsum finanziert werden, und keine Ultra teuren Waffensysteme. Wie viel Kohle die Polen haben, konnte man bei der Jettrainer Ausschreibung sehen. Die musste gleich mehrmals abgespeckt werden. Bei den 70 Helis kommen die auch nicht voran. Am Ende wird DE MEADS fast vollständig alleine finanzieren müssen. Ist die Frage, ob es dafür Mehrheiten gibt? Wahrscheinlich geht das Sterben auf Raten für MEADS weiter, bis sich daran keiner mehr erinnern kann.

Raytheon, Eurosam Compete for $7.9 B Polish Air Defense Contract

Laut der Meldung des Inspektorat Uzbrojenia sollen die zu liefernden Systeme bereits im Einsatz und NATO-kompatibel sein, sowie eine möglichst hohe Beteiligung der polnischen Rüstungsindustrie bei Fertigung, Wartung und späterer Modernisierung ermöglichen. Raytheon offeriert das System "Patriot", während MBDA den Polen SAMP-T anbietet. Die Koordination bei der industriellen Partizipation soll die Polska Grupa Zbrojeniowa (Das ist wohl das polnische Gegenstück zur österreichischen ARGE Sicherheit & Wirtschaft.) übernehmen.

Ich verstehe ohnehin nicht wieso man mit Patriot an dem unzuverlässigsten System dranhängt...eventuell sollte man den Blick nach Israel riskieren.

Dort bleiben die Leute im Cafe sitzen wenn der Luftschutzalarm losgeht weil das System Iron Dome so zuverlässig und viel moderner ist.

MSPO 2014: SAMP/T Shown in Kielce

The whole SAMP/T tactical system, including Command and Control (C2) vehicles, ARABEL radar as well as a mobile launcher with ASTER 30 missiles, arrived in Poland with a crew composed of the French Air Force.

MSPO 2014: Raytheon Still Competing for Poland’s Wisla Project

Raytheon announced that its plan is to have 52% of Poland’s industrial and technological cooperation. Raytheon proposes to manufacture parts of the GEM-T missile in Poland (Mesko), with Polish industry holding responsibility for the final assembly as well. Raytheon has also declared its readiness to work with Polish industry on the co-development (design, engineering, software) and co-production of the Next Generation PATRIOT (NG) system. This will include transfer of technology with component manufacturing, integration, assembly, system validation and test, training, service and sustainment, a joint/NATO training center, and a missile assembly and certification facility.

If Raytheon is selected, Poland will be allowed to participate in developing and introducing of a new Common Command and Control (CC2), an advanced 360 degree multi-function radar and integration of a new advanced Low Cost Interceptor (LCI), which could be based on Rafael’s STUNNER (of DAVID’s SLING) or on fully new construction. So far Raytheon has signed cooperation agreements with several Polish companies which have been added to Raytheon’s approved supplier list. Recently Raytheon has signed agreement with Pit Radwar, Teldat, as well as Bumar Elektronika, which will be responsible for the design and development of a modernised PATRIOT Identification Friend or Foe (IFF) antenna. It will be a part of a new 360 degree radar proposed by Raytheon for Poland’s Wisla.

While for initial capability in 2018 Raytheon is offering PAC-3+ with MSE and GEM-T missiles (1-2 batteries), for full capability it is offering a so-called PATRIOT NG (Next Generation) which might be ready around 2020-2022. This concept was created to a large extent after discussions with Polish decision-makers. During the first phase it would be manufactured for Polish Armed Forces and later it might be offered for export. Poland’s PATRIOT NG would be based on a new 360 degree radar, new missile (a completely new construction or a modification of an already existing missile, such as Israeli STUNNER) and a new BM4CI system with open architecture. Raytheon declared that the new BM4CI for PATRIOT NG will be fully assembled in Poland. It was agreed that it would be used not only in the "Wisla” medium-range system but also in Narew, a short-range system (likely NASAMS II with AIM-120 AMRAAM missiles) and Popraw, a very short-range system (with Poland’s PIORUN missiles).



MSPO 2014: MEADS Still Fighting for Poland’s Wisla Project

Poland Says French-Russian Warship Deal Raises Issues for Missile Shield (29. September 2014)

Poland on Monday said a possible French deal to supply Russia with warships was making it difficult for Warsaw to choose French suppliers for its planned missile shield.

“I can’t hide the fact that the Mistral (warship contract) is not helping us make positive decisions” about French missile shield suppliers, Polish Defence Minister Tomasz Siemoniak said in an interview published in the Rzeczpospolita daily.

France said earlier this month that it had suspended the delivery of two warships to Russia in a €1.2 billion ($1.6 billion) deal amid widespread criticism by NATO allies worried by Moscow’s role in the Ukraine crisis.

French President Francois Hollande then said he would decide in October whether or not to nix the lucrative deal.

“We are critical of this transaction. Nobody has ever hidden this fact from our French partners,” Siemoniak said.

“I don’t want to play the role of someone setting conditions for France. I am confident that France will make a wise and responsible decision, knowing that it is a NATO member and knowing the opinions of other allies.”
