Bulgaria set to issue RFP for two patrol ships

The Bulgarian Navy has signaled its readiness to issue a Request for Proposal (RfP) for the procurement of two new patrol ships, but the government crisis and changes in the public procurement legislation in Bulgaria have delayed it so far.

The RfP was originally expected to be issued until the year-end, after the Council of Ministers and Parliament gave green light to the project in June 2016 and approved a BGN 820 million (€419 million) of funding. Now the Bulgarian Navy claimed that that the RfP could be issued in the first half of 2017.

Bulgarian Navy Capt Ivelin Kraev, head of plans and policy department at the Navy HQ, speaking at an AFCEA conference in Sofia on 12 December revealed some details about the project, which is set to become the main modernisation project for the Bulgarian naval service.

Kraev said that the two existing Pauk-class patrol corvettes have a useful life of no more than five years which makes the procurement of new patrol ships an urgent task. The delivery timeframe of the ships as required by the Bulgarian Navy is going to be missed due to the delayed RfP.

Outfitting the ships with mission equipment and weapons systems is slated to be undertaken in three phases. The first of these foresees the ships to be capable of surveillance, anti-submarine warfare and self-defence. To be able to do this, the ships will be armed with a 76mm main gun, CIWS, 3D radar, Link 11 datalink, hull-mounted sonar system and lightweight torpedoes. In addition they will also provide basing of one AS565MB Panther multi-role helicopter (already operated by the Bulgarian Navy).

Kraev added that phase two will add an electronic warfare (EW) system together with Link 16 datalink, SATCOM and a surface-to-air missile system.

Phase three will provide the definitive configuration, including a newly-added anti-ship missile system and towed array sonar, in order to convert the patrol ship into a fully combat-capable corvette able to deal with underwater, surface and air threats.

Kraev however was reluctant to provide any budget estimates for phases two and three while commenting that the government-approved funding for the patrol ship project is not able to cover the purchase and integration of the systems as foreseen in these two phases.

According to the Bulgarian Navy requirements, the two ships shall be built in a Bulgarian shipyard. So far, the main candidate to win the project is Varna-based MTG Delfin company, which has accumulated experience in building patrol ships under Ukrainian projects, sold out in Africa. The company is offering its K-90 project with displacement of about 1,700 tonnes (pictured above).

In May 2016, the company signed a cooperation agreement on the K-90 joint work with three highly-experienced European manufacturers of electronics systems and weapons - Thales Netherlands, Leonardo and DIEHL Defence.

Damen has also expressed a serious interest in the expected Bulgarian tender, offering the Sigma-class corvette, while DCNS is set to offer its Gowind project; both companies have already declared their readiness to cooperate with local shipyards in their proposals for participation in the expected patrol ship tender in Bulgaria.

Това каза министърът на отбраната Николай Ненчев пред журналисти по повод решението на Министерския съвет от днес да бъдат одобрени три инвестиционни проекта за придобиване на нова бойна техника. Проектите са за осигуряване на летателната годност на самолет МиГ-29, за придобиване на нов тип боен самолет и на нов тип многофункционален модулен патрулен кораб. „Проектите за модернизация на Военновъздушните и Военноморските сили ще бъдат предложени за одобрение от Народното събрание в най-скоро време“, каза още министърът на отбраната. По думите му, инвестиционните проекти са част от Програмата за развитие на отбранителните способности на Въоръжените сили на Република България 2020, приета с Решение на Народното събрание през 2015 г. и той е оптимист, че те ще бъдат одобрени от народните представители. „За мен беше важно да получа подкрепата на колегите министри и лично на министър-председателя, за което им благодаря“, допълни министърът на отбраната Николай Ненчев.

По думите му, по отношение на модернизацията на Военновъздушните сили, проект с подобни параметри не е внасян от 2003 г. До придобиването на нов тип боен самолет ще бъде осигурена летателната годност на самолетите МиГ-29, увери министър Ненчев. „Българската авиация ще бъде в добро състояние и се надяваме в рамките на няколко месеца да имаме напълно изправни приблизително 12 самолета МиГ-29, които са напълно достатъчни за охраната на въздушното ни пространство, за обучение на млади пилоти и за извършване на всички дейности, които имаме“, допълни министърът на отбраната Николай Ненчев.

С реализацията на най-мащабните за последните години модернизационни проекти – за придобиване на нов тип самолет и модулен патрулен кораб, ще се повишат оперативните способности на Българската армия и ще се изпълнят част от поетите ангажименти към колективната отбрана, заявени с Целите за способностите.

Въвеждането на въоръжение на нов тип боен самолет цели да се преодолее дефицитът от способности на въоръжените ни сили за неутрализиране на широк спектър от въздушни, наземни и морски заплахи. С неговата реализация ще бъде постигната пълна оперативна съвместимост с военновъздушните сили на съюзниците от НАТО и ЕС.

Пряко свързан с проекта за нов тип боен самолет е проектът за осигуряване на летателната годност на МиГ-29. Целта е да се поддържат способностите на ВВС за охрана на въздушното пространство и осигуряване на въздушния суверенитет на Република България в интегрираната система за противовъздушна (ПВО) и противоракетна (ПРО) отбрана на НАТО. С осигуряването на летателната годност на МиГ-29 се дава възможност да се извърши преход от придобиването на новия тип боен самолет до застъпването му в бойна готовност. През този т.нар. транзитен период задачите на изтребителната авиация, възложени с редица национални и съюзни документи, ще се изпълняват със самолетите МиГ-29.

С придобиването на нов тип многофункционален модулен патрулен кораб, ВМС ще постигнат способности, необходими за участие в широк спектър от морски операции на НАТО и ЕС. Инвестиционният проект предвижда въвеждането на въоръжение на два многофункционални патрулни кораба. Поради значителната финансова тежест, цялостното изпълнение на проекта ще се реализира за период от пет години, а строителството и оборудването на новите кораби с различни видове въоръжение ще се осъществява на три етапа.

Предстои да бъде внесен за одобрение в МС и инвестиционният проект за изграждане на батальонни бойни групи от състава на механизирана бригада, с реализацията на който Сухопътните войски ще се превъоръжат с нова бойна машина на пехотата.

Придобиването на новия тип бойна техника е от изключителна важност за националната сигурност и отбраната на страната, за прилагане на механизмите на колективната отбрана на НАТО и общата политика за сигурност и отбрана на ЕС.

We put an end to doubts that the Bulgarian military aviation will be grounded. This was said by Minister of Defence Nikolai Nenchev in front of journalists on today's decision of the Council of Ministers, which approved three investment projects for the acquisition of new military equipment. The projects shall ensure airworthiness of the aircraft MiG-29, the acquisition of a new type of combat aircraft and a new type of modular multipurpose patrol boat. "The projects for the modernization of the Air Force and the Navy will soon be proposed for approval by the National Assembly," said the Minister of Defence. According to him, the investment projects are part of a program to develop the defence capabilities of the Armed Forces of the Republic of Bulgaria 2020, as adopted by a resolution of the National Assembly in 2015 and he is optimistic they will be approved by the Members of Parliament. "It was important to get the support of the fellow Ministers and personally the Prime Minister, for which I thank them", added Minister of Defence Nikolai Nenchev.

According to him, with regards to the modernization of the Air Force, this is not imported from a project from 2003 on. Until the acquisition of a new fighter it will be provided for the airwortiness of the aircraft MiG-29, assured Minister Nenchev. "Bulgarian Aviation will be in good condition and hopefully within a few months it will have approximately 12 fully serviceable MiG-29, which are adequate for the protection of our airspace, the training of young pilots and performing all of our activities", added Minister of Defence Nikolai Nenchev.

With the implementation of the largest modernisation project in recent years, the acquisition of a new aircraft type and a modular patrol boat will increase the operational capabilities of the Bulgarian Army and will meet a part of their commitments to collective defence requested by the target capabilities.

The introduction of a fighter as a new type of armament aims to overcome the capabilities deficit of our Armed Forces to neutralize a wide range of air, land and maritime threats. With its realization full interoperability with the air forces of NATO and EU allies will be achieved.

Ensuring airworthiness of MiG-29 is directly associated to the project for a new type of combat aircraft. The aim is to support the activities of the Air Force to guard the airspace and ensure the air sovereignity of the Republic of Bulgaria within the integrated air and missile defence of NATO. By ensuring the airworthiness of MiG-29 it is possible to carry out the transition from the acquisition of a new type of fighter to combat duty. During this so-called transition period the tasks of the fighter aircraft, as entrusted by a number of national and allied documents, will be implemented with the MiG-29.

With the acquisition of a new type of modular multipurpose patrol boat, the Navy will achieve the skills necessary to participate in a wide range of maritime operations of NATO and EU. The investment project envisages the introduction of weapons and of two multifunctional patrol ships. Due to the significant financial burden, the overall performance of the project will be implemented over five years and the construction and equipping of the new ships with various types of weapons will be carried out in three stages.

The investment project to build up a mechanized brigade, composed of battaillon battle groups, is to be submitted for approval by the Council of Ministers, for which the Land Forces will rearm with a new infantry fighting vehicle.

The acquisition of new types of military equipment is of utmost importance for national security and national defence to implement the mechanisms of the NATO collective defence and the Common Security and Defence Policy of the EU.

Macron might back warship pitch to Bulgaria

Naval Group will pitch its Gowind corvette in response to a Bulgarian tender worth €400 million, equal to $471 million, for two warships, an offer expected to be supported by French President Emmanuel Macron on a planned visit to the Eastern European country, La Tribune reported Monday.

“Sofia recently launched a new competition to acquire two corvettes to equip its Navy,” La Tribune reported about the Bulgarian capitol city. Naval Group, formerly DCNS, is interested and will propose the Gowind, which would be armed with MBDA missiles.

Macron is expected “to slip in a word of support for the French Team, which includes Naval Group,” when he meets his Bulgarian counterpart, Rumen Radev, and Prime Minister Boyko Borissov in Sofia on Aug. 25, the report said.

The visit by the French head of state follows Borissov’s trip to Paris in June, when the two countries emphasized the importance of defense cooperation.

The recent tender follows a competition Bulgaria launched 10 years ago and then canceled due to budgetary problems. In the previous competition, Bulgaria had planned to buy four Gowind corvettes with debt financing arranged with a pool of banks led by French bank Societé Générale and payment guaranteed by the Coface export credit agency. That order for four ships was worth €700 million, equal to $827 million. Armaris, the then 50-50 joint venture between DNCS and Thales, had pitched the 2006 offer.

MTG Dolphin bids to build Bulgarian Navy patrol boats

The Bulgarian Ministry of Defence received only one offer for the controversial tender for two new patrol boats for the Bulgarian Navy, worth an estimated BGN820 million (USD485 million).

The process began in mid-August, when the request for proposals was delivered to six pre-selected companies, from Bulgaria, France, Germany, Italy, the Netherlands, and Spain.

The bid by MTG Dolphin, a privately owned shipbuilding, conversion, repair, and overhaul company based in Varna, Bulgaria, was received on 23 October and will be examined before the fate of the project is decided by the Council of Ministers, the executive arm of the Bulgarian government.
