Slovakia and Poland will cooperate on two projects in the field of armaments. This stems from the Intention of Cooperation (Letter of Intent), which was signed now in Siemanovici by Prime Minister Robert Fico and Polish Prime Minister Ewa Kopaczowá, with participation of both defense ministers. Cooperation shall include the production of military vehicles Rosomak - 8 x 8 Scipio, where Poland will supply the chassis and the Slovak side the turret. The second project is the possible overhaul of self-propelled howitzer DANA, which is in service with the Polish Army, based on know-how owned by the Slovak Republic.

The Slovak Republic intends to arm two bataillons with wheeled vehicles 8x8 of Polish-Slovak manufacture. In the first phase there should be about 31 vehicles for replacement of the old OT-64. The advantage is the possibility of project financing from the Fund of the Polish government, allowing gradual repayment of the supplied vehicles, the first pieces of the new transporters can be available to our soldiers before the end of year. The Scipio turret will be manufactured by the companies DMD Group and EVPÚ Nová Dubnica.

On 17 June, the new military vehicle named “Scipio” was presented for the first time on the firing ground in Zahorie, Slovakia. The underlying platform is the Wheeled Armoured Vehicle manufactured by Rosomak S.A, a company owned by the Polish Armaments Group (PGZ).

“Scipio” constitutes a combination of two designs – the Polish Wheeled Armoured Vehicle “Rosomak” 8x8 in the basic version and the Slovakian turret “Turra 30” manufactured by EVPU. The turret with a 30 mm cannon was integrated there with armour-piercing guided missiles.

The first performance of the capabilities of the new vehicle intended for Slovakian Armed Forces took place in Slovakia. The demonstration embracing the traction and combat capabilities of “Scipio” was attended by such Slovakian officials as: Secretary of State of the Ministry of National Defence Miloš Koterec, Managing Director and Country Director for Armaments Brig. Gen. Milan Celko, Head of the General Staff Lt. Gen. Milan Maxim and representatives of the Slovakian armaments industry. The Polish side was represented by the Secretary of State in the Ministry of National Defence (MON) Czesław Mroczek, President of the Polish Armaments Group Wojciech Dąbrowski and President of Rosomak S.A. Adam Janik. In addition, shots were fired from the 30 mm cannon and the 7.62 mm gun on the firing ground from the distance of 2 kilometres when the vehicle was stationary and in motion, and they hit the target. The presentation of “Scipio” was concluded by the drive of Slovakian Armed Forces representatives and discussions about the project continuation.

“Scipio” project is one of the initiatives of MON aiming at increasing the security and expanding the military and industrial cooperation in the region. As part of the programme covering the Visegrad Group countries (Czech Republic, Slovakia and Hungary), Baltic States (Lithuania, Latvia, Estonia), as well as Romania and Bulgaria, MON would like to facilitate Polish armaments companies, especially PGZ, winning export contracts. So far, deliveries of “Grom” sets to Lithuania were completed. Moreover, “Scipio” project provides an opportunity to export the new design to third parties.

    Podle slovenských novin Denník N slovenská armáda do konce roku nakoupí pro jeden prapor 30 vozidel Rosomak. Konfigurace vozidel, ať už zbraňová, nebo elektronická, není známa. S velkou pravděpodobností však zbraňové systémy, při uzavření dohody, dodají slovenské firmy.


    Slovak Defense Minister Martin Glváč and his Polish colleague Tomasz Siemoniak held talks on the sale of Polish armored vehicles Rosomak to the Slovak army. Polish and Slovak companies even at IDET 2015 presented a joint project of the wheeled infantry combat vehicle Scipio.

    "We urgently need wheeled armored vehicles. It is our ultimate goal, " Slovak Defence Minister Glváč said to Radio Expres. Slovakia expressed interest in an eight-wheeled armored vehicle. But the Minister did not elaborate the requested number or vehicle configuration.

    If Slovakia actually buys Polish Rosomak vehicles depends on the extent of involvement of Slovak companies in the project. "We are discussing the possibility of cooperation of the Slovak industry on the project. If we do not succeed by the end of June, we will go for open competition", explains Glváč.

    According to the Slovak newspaper Denník N the Slovak army is looking to buy 30 vehicles Rosomak for a bataillon. The vehicle configuration, either armament or electronic, is not known. Probably, however, the weapon systems, in concluding the agreement, will be given to a Slovak company.

    B) Štúdie realizovateľnosti

    PTRK - Komplety pre VTV a BOV:

    V priebehu roka boli realizované práce súvisiace so získavaním podkladov potrebných pre spracovanie štúdie realizovateľnosti. V rámci toho boli spracované požiadavky na moderné prostriedky pre OS SR, boli získané informácie RFI od potenciálnych zahraničných dodávateľov, ako i vyhodnotené skúšky a s nimi súvisiace dlhoročné poznatky s PTRK (najmä ich spoľahlivosťou a efektivitou) vo VTSÚ Záhorie. V závere roka bola spracovaná štúdia realizovateľnosti odovzdaná na MO SR.

    BOV – Bojové obrnené vozidlo:

    Začiatkom roka bolo vykonané rokovanie PT, kde boli zadané úlohy smerujúce k spracovaniu Zadania projektu BOV 8x8. V priebehu celého vyhodnocovacieho obdobia však už nebolo zvolané žiadne rokovanie k pokračovaniu prác na riešení úlohy.

    B) Feasibility studies

    PTRK - Completion of VTV and BOV:

    During the year work was carried out to obtain documents necessary for processing the feasibility study. In this framework requirements of modern equipment for the OS SR have been elaborated, RFI informations have been obtained from foreign manufacturers, as well as evaluation tests and accompanying the long-term knowledge of PTRK (particularly its reliability and efficiency) at VTSÚ Záhorie. At the end of the year the feasibility study was elaborated and handed over to the MO SR.

    BOV - Armored Combat Vehicle:

    An early PT session was held, where the tasks aimed at processing the project BOV 8x8 were assigned. But throughout the Evaluation period it was no longer convend for talks to continue the work on solving the problem.

Ich habe den Titel des Threads umformuliert. "Lichtjahre" ist vielleicht übertrieben. Einen Letter of Intent gab es beispielsweise auch bei der finnischen Schützenpanzerbeschaffung vor 15 Jahren ...

The gunner uses a thermal weapon sight to enable the operation of the weapon system in darkness and in poor visibility. The driver uses an image intensifyer as a night vision device. The maximum speed of the CV9030 is 70 km/h and its combat weight without additional armour is 24 tons. The vehicle can carry eight soldiers with equipment.

    The fighting vehicles of the pre-production phase will be delivered for acceptance testing in 2002, after which serial production with required modifications can be started. It is planned that the first series vehicles will be delivered to Karelia Brigade in 2003. The training for conscripts will be started in 2004.

Slovakia buys Scipio 8x8 IFVs

Currently the Slovak Armed Forces operates 32 armoured 8x8 vehicles (including the outdated OT-64 SKOT), 12 of which are more than 30 years old.

The Rosomak is a version of the Finnish Patria AMV (specifically the XC-360P variant) built under licence in Poland by Siemianowice Slaskie (formerly known as WZM), part of Polska Grupa Zbrojeniowa (PGZ). Each Rosomak chassis costs USD1.1-1.4 million.

The TURRA 30 is designed by Slovakia's EVPU Nova Dubnica and DMD Group, and is a lightweight (1,500 kg) remotely controlled turret offering STANAG 4569 Level 1 protection. It is armed with a 2A42 30x165 mm cannon (the same that equips the BMP-2), a PKT 7.62x54 mm machine gun, and two anti-tank guided missile (ATGM) launchers (for either the 9K111 Fagot 'AT-4 Spigot' or 9K113 Konkurs 'AT-5 Spandrel'). For the export market a version of the TURRA 30 was unveiled in May at IDET 2015 armed with an ATK Mk 44 Mod 1 Bushmaster II cannon (30x173 mm) and a M2HB 12.7 mm (.50 cal) machine gun. It can optionally be equipped with other ATGMs such as the Rafael Spike.

Slovakia unveils 8x8 Corsac infantry fighting vehicle

Developed by a team lead by MSM Group with partners including EVPU, Konstrukta Defence, and GDELS-Steyr, the Corsac is designed to meet the requirements of the Slovak Armed Forces and is fitted with the Turra 30 remotely-operated turret.

The prototype measures 7.43 x 2.67 x 2.95 m and has a ground clearance of 0.45 m. The vehicle is operated by a three-person crew comprising the commander, driver, and gunner with provision for up to six dismounts or 9,500 kg of payload.

Po úspešnom absolvovaní oboch skúšok bol spracovaný Návrh na zavedenie do používania vežového kompletu Turra-30 v OS SR č. VTSÚ-196/2015-RVTSÚ. Tento návrh bol schválený 31.5.2015.


TURRA - Treatment of decisions on the use of VK "Turra-30" in the OS SR

In February VTSÚ Záhorie implemented the inspection and validation testing of the turret system Turra-30. At the request of the OS SR troops conducted a test of the turret system in March. After successfully completing both tests, a proposal VTSÚ-196/2015-RVTSÚ for the introduction into service of the turret system Turra-30 in the OS SR was elaborated. This proposal was approved by 31.5.2015.

Poland, Slovakia Discuss AMV Acquisition Amid Conflicting Reports

Poland’s and Slovakia’s defense ministries are negotiating the purchase of eight-wheel drive Rosomak armored modular vehicles (AMV) by Slovakia, the Polish Defence Ministry said in a statement Thursday. This comes following Slovak news reports on plans by Slovakia’s Defence Ministry to scrap the acquisition.

Bartlomiej Misiewicz, the spokesman for the Polish Ministry of Defense, said negotiations “will be continued, as indicated by the talks by the defense ministers of Poland and Slovakia that took place during NATO’s summit in Warsaw.”

The Slovak military was to acquire 30 vehicles, which are built by Polish manufacturer Rosomak S.A. under a license from Finland’s Patria, within a three-year period in what was announced as the largest Polish-Slovak military deal in history. However, an unnamed Slovak Defence Ministry official told Slovakian media outlet SME that the project was “stopped due to [its] military and economic disadvantageousness for Slovakia.”

Slovakia backing out of Scipio 8x8 purchase

The updated White Paper 2016 is based on 2013 edition, approved by the previous Slovak government, and will cover the development of the Armed Forces of the Slovak Republic until 2030. Currently, the updated version has been submitted for comments and is slated to be submitted to the cabinet at the end of July. The new document emphasises making Slovakia self-reliant in the defence of its territory.

The Scipio vehicle is based on the Polish Rosomak 8x8 armoured personnel carrier (APC) chassis (itself a derivative of the Finnish Patria AMV). A letter of intent for the Scipio programme was signed by Slovakia and Poland in July 2015.

Slovak Ministry of Defence spokesperson Danka Capakova confirmed that "at the time of preparing the draft of the 'White Paper on Defence', negotiation with Poland based on the letter of intent were ended".

Slovakia had intended to eventually buy up to 66 Scipio IFVs to equip two motorised battalions. The estimated value of the programme was EUR75 million (USD83 million), including EUR46.5 million price of Rosomak chassis. Part of the Polish-Slovakian deal was the repair of Poland's 152mm wz.1977 Dana self-propelled howitzers by Slovakian companies.

Instead of the 8x8, the Slovakian government plans to focus on smaller 4x4 vehicles (the Aligator, manufactured by the local Kerametal company), according to the draft defence White Paper; however the new priorities are still only a proposal.

19) As a result of the changed progression of armament projects, as well as financial constraints, the former priority intent of outfitting a battalion with multirole tactical vehicles, and other equipment and materiel remains unachieved. Enhancing the combat potential of armoured vehicles already in use was begun (the modernisation of Infantry Fighting Vehicles). Despite advances in building a mobile communication system (MOKYS) for a mechanised battalion group, the desired end-state of the command, control, communication, computers and intelligence system (C4I) with an appropriate security certificate was not achieved.

27) An era of the largest investment projects in the history of the Slovak Republic was begun – the purchase of transport aircraft and multirole helicopters approved by the Government and other major projects were considered – the replacement of radar equipment and ensuring that Slovakia has a multirole tactical airplane capability (fighter aircraft). A 4x4 multirole tactical vehicle project has also been prepared. Both the projects that are under way and those that are being prepared constitute a breakthrough in AF SR rearmament. The practical repercussions of these changes will, however, be felt in 2018 - 2019 and later, after this equipment is delivered.

28) Delivered to the AF SR were primarily automotive equipment and different categories of light weapons for infantry and materiel for Special Operations Forces (SOF). Three L-410 light transport aircraft were replaced.

29) The modernisation that was undertaken did not dispose of the longterm shortfalls pointed out in the White Paper on Defence of the Slovak Republic (2013) and manifested themselves as shortfalls in parts of and obsolescence in most equipment, materiel, including communication and information systems (the life span of much of the major military Equipment has expired). These factors do not permit the achievement of AF SR capabilities required for national defence and most of this kind of Equipment is faulty and unserviceable.

30) Based on the evaluation of the potential for modernisation or the replacement of military hardware, the modernisation of Infantry Fighting Vehicles was begun. This brings with it not only enhanced tactical and technical parameters but also considerable support to the Slovak defence industry by including it in this modernisation. Services of NATO agencies (the procurement of small all-terrain vehicles and ammunition) and direct inter-governmental cooperation were utilised to a greater extent in arms procurement.

The full operational capability of a mechanised brigade, enhanced capabilities of an ISTAR battalion including tactical electronic warfare capacities, along with enhanced combat support and combat Service support capacities for a mechanised brigade (including a mechanised battalion group) in line with NATO Capability Targets for Slovakia, will constitute the end-state. Also, the counter-terrorist capabilities of SOF will be enhanced. Moreover, C2 systems, AF SR mobilisation capabilities, including the ability to achieve necessary capabilities and AF SR logistic capacities, will be enhanced. In order to ensure the required AF SR capabilities, necessary modernisation projects will be carried out in line with set priorities.

182) In phase I, armament priorities

▶▶ of the Land Forces will be:

    the development of mechanised capabilities:

      - begin arming one mechanised battalion with an 8x8 armoured fighting vehicle platform,

      - continue with the replacement/modernisation of Infantry Fighting Vehicles of mechanised units,

    the development of motorised and reconnaissance capabilities:

      - begin arming an ISTAR battalion with a 4x4 multirole tactical vehicle platform,

Take steps to maintain operational capabilities of the helicopter element to carry out tasks in case of non-military emergencies on the territory of the Slovak Republic,

    attack helicopters – procure new attack helicopters depending on the recommendations of an analysis of needs and possibilities in the context of the security environment evolution,

    air-defence systems – ensure maintenance of the operational capabilities of air-defence systems, emphasising the firing component of air-defence and their possible development.

The Ministry of Defence expects the total estimated cost of gearing up with armored vehicles 8 x 8 up to 417 million euros with VAT. The acquisition cost themselves of 81 pieces of vehicles estimated at 324 million euros, a price without logistic support, ammunition and infrastructure. In this case, the ministry expects delivery of the vehicles in the years 2018-2024.

Most of these vehicles, 62, are earmarked for the mechanized bataillons. The total estimated costs of the projects for armored combat vehicles and multi-purpose tactical vehicles 4x4 are approximately 782,7 million euros. If 404 units should be purchased, the acquisition costs would be nearly 730 million euros. Again, this sum is without logistics support, ammunition and infrastructure.

Slovak government approves major procurement of wheeled AFVs

The Slovak government on 17 May approved a request from the Slovak Ministry of Defence (MoD) for the EUR1.2 billion (USD1.3 billion) procurement of 404 4x4 platforms and 81 8x8 platforms. Initial deliveries would commence in 2018 and be completed in 2029. The government and MoD must still decide later this year on the form of procurement, whether public tender or direct purchase.

The Slovak MoD plans to procure 8x8 armoured vehicles to fill an urgent requirement to replace retired OT-64 legacy platforms dating back to the pre-1989 Communist-era Czechoslovakian People's Army and certain variants of the Russian-designed BMP tracked armoured vehicle such as the BPsV, which has also passed its service lifespan.

"We will provide [additional] information after the proposed procurement is approved by the government and State Security Council," Slovak defence minister Peter Gajdos told the media on 10 May.

Slovak defence industry sources said there are several platforms under consideration for the two requirements.

Platforms said to be under consideration to fulfil the 4x4 light armoured vehicle requirement include the former BAE Systems (now Denel) RG32M and the IAI RAM MK3. The Slovak armed forces already operate a limited number of the former and MoD sources have stated for some time it is the preferred platform to replace the obsolete BRDM-2.

Those vying for the 8x8 programme include the KTO Rosomak 8x8 (a Polish licence-built variant of the Patria AMV) as well as the Steyr Pandur II 8x8 produced under licence by the Czechoslovak Group, which has an agreement with General Dynamics European Land Systems to produce, maintain, and market the vehicle in Central and Eastern Europe and Asia.

The Government of the Slovak Republic, which, according to the legislation in force, is responsible for defense planning, has not yet decided on how to procure 4x4 and 8x8 combat vehicles. The Ministry of Defence of the Slovak Republic has submitted material on the possible way of obtaining them in the interdepartmental decision procedure in the reserved regime. But it is just a proposal for a solution in the sense of a valid government resolution. After the evaluation and incorporation of the comments and the subsequent approval of the material by the Security Council of the Slovak Republic and the Government, the Defense Department will present a draft solution to the public as well. At this stage of the process, it would be premature, because only the government is the one who can decide on the final solution. By its comments changes can be still made on the proceedings.

Ministerstvo obrany jednoznačne deklaruje, že navrhované spôsoby obstarania sú transparentné a vychádzajú z platného legislatívneho rámca Slovenskej republiky, ako aj pravidiel Európskej únie pre akvizičné procesy obranných tovarov a služieb, ktoré jednoznačne stanovujú základné formy a podmienky postupov. Zákazky v oblasti obrany a bezpečnosti sa zásadne odlišujú od zákaziek v civilnom sektore. Postupy zadávania zákaziek v oblasti obrany a bezpečnosti definuje zákon 343/2015, piata časť, ktorá je priamo determinovaná Smernicou 2009/81 /ES. Táto smernica rešpektuje skutočnosť, že popri podpore postupného vytvárania európskeho trhu s obrannými zariadeniami, národná bezpečnosť zostáva vo výlučnej zodpovednosti každého členského štátu Európskej únie. V tomto zmysle je obstaranie vojenskej techniky špecifický proces, pretože požadované technické parametre /úžitkovú hodnotu/ musia zadefinovať odborníci Ozbrojených síl Slovenskej republiky. Analyzované však boli aj ďalšie možnosti, a to v rámci programu spolupráce založeného na výskume a vývoji, ktoré spoločne uskutočňujú členské štáty EU.


Within the project, several combat vehicles 4x4 and 8x8 were considered by experts of the Ministry and the Armed Forces, with emphasis on their military, technical and economic indicators. Similarly, working meetings were held at the expert level with the representatives of the manufacturers on which the facts were analyzed and assessed. For example, the estimated cost of the 8x8 vehicle procurement project is realistic and is at the level of 417 million. € with VAT for 81 vehicles, which is in line with the document approved by the Slovak Government in May 2017.

The choice of how to make the procurement and delivery of 4x4 vehicles as well as 8x8 was influenced by the estimated budget framework. It includes an efficient and cost-effective way of confrontation with the elaboration of detailed ways and time-bound procurement and supply plans.

The Ministry of Defense unequivocally declares that the proposed methods of procurement are transparent and are based on the valid legislative framework of the Slovak Republic as well as the rules of the European Union for the procurement of defense goods and services which clearly define the basic forms and conditions of the procedures. Contracts in the field of defense and security are fundamentally different from those in the civil sector. Defense procurement and security procurement procedures are defined by Law 343/2015, Part Five, which is directly determined by Directive 2009/81 / EC. This Directive respects the fact that, in addition to promoting the gradual establishment of a European defense equipment market, national security remains the sole responsibility of each Member State of the European Union. In this sense, procurement of military equipment is a specific process, because the required technical parameters / utility value / must be defined by specialists of the Armed Forces of the Slovak Republic. However, other options were also analyzed under the R & D cooperation program jointly implemented by the EU Member States.

Against this background, we are defying the misinformation of the Tiger armored vehicle. The Ministry of Defense of the Slovak Republic did not buy this vehicle for the needs of the Slovak Armed Forces and does not intend to do so. It is true that we have declared on several occasions that we do not allow other than pro-European and pro-Atlantic solutions to vehicle modifications, and we also count on the maximum possible involvement of the domestic defence industry. Thereby we will fulfill another of our commitments from the Program Statement of the Government of the Slovak Republic. Whether a private company in Slovakia bought such a vehicle does not have the right to comment because the import and export licenses for arms are within the competence of the Ministry of Economy of the Slovak Republic.

Znamená to viac práce pre slovenských občanov a to, že peniaze z predaja zostanú na Slovensku,“ povedal. Ako ďalej vysvetlil, doteraz nebola podpísaná žiadna zmluva. S fínskou stranou bolo podpísané iba memorandum o spolupráci a naň nadväzujúca technická dohoda. „Už sme požiadali o jej odtajnenie, pretože cieľom nie je nič tajiť,“ zdôraznil.

Es gibt in der Slowakei ein paar Firmen, die für so ein Projekt in Frage kommen:



Aber angesichts der vielen europäischen Anbieter von Radpanzern habe ich für so ein Vorhaben nur wenig Verständnis. Da ist der Ansatz der spanischen Regierung nachvollziehbarer: Ein vorhandenes Fahrzeug (GDELS Mowag Piranha 5) wird als Basis genommen und mit Komponenten aus heimischer Produktion weiterentwickelt.
