Swedish air force studies airlift, trainer renewal options

Sweden is beginning to study its options for fielding modern fleets of tactical transports and advanced trainers within the next decade, air force chief of staff Maj Gen Micael Bydén says.

Speaking at Saab’s Linköping production site on 10 March, Bydén also revealed that Sweden hopes to attract other air forces to use its future pilot training facilities.

“We are trying to find ways to train with other countries,” he says. A wide range of candidate aircraft could be considered while searching for a replacement for Sweden’s current fleet of Saab 105 jets, he says, mentioning the Alenia Aermacchi M-346, BAE Systems Hawk and Pilatus PC-21. “We discuss everything,” he adds.

Flightglobal’s MiliCAS database shows the Swedish air force as having a current active inventory of 72 Saab 105s.

Saab, Pilatus To Promote the PC-21 if Sweden Seeks New Trainer Aircraft

Saab and Pilatus Aircraft will cooperate in bidding the Swiss company’s PC-21 if the Swedish Air Force opt to replace its SK 60 trainer.

Cooperation on the trainer is part of a wider possible tie-up the two companies agreed to when they inked a memorandum of understanding (MoU) in the Swiss capital Bern March 28.

Plans to create an aerospace software development center and a separate aerostructures business in Switzerland are included in an MoU.

In a statement, Pilatus said the MoU cemented a “far reaching partnership which on the one hand addresses the offset obligations of Saab related to the possible purchases of the Gripen [fighter] for the Swiss Air Force while at the same time forging a long-term relationship.”

Pilatus talked about a possible order for “some PC-21s” for Sweden.

Saab currently has a full turnkey deal with the Swedish Air Force to operate, maintain and support the fleet of 1960s vintage SK60 trainers.

Signed in December 2008, the 900 million Swedish krona (US $139.1 million) support deal runs to 2017 although there are options to extend beyond that date.

The Swedish aerospace company upgraded a number of SK60s following the signing of a contract in September 2009.

Some 67 aircraft were upgraded but only 35 machines are required for current Swedish training requirements.

Sweden mothballs quarter of C-130H fleet, looks to type replacement

The C-130 replacement will be formally launched from about 2021 and will run parallel to attempts to replace the Saab 105 trainer jet and the RBS 15 anti-ship missile.

KC-390 or A400M could lift Swedish air force capability

Later this year, the air force will mark the 50th anniversary of its introduction of the Hercules, with its active fleet now including five transports and one KC-130H tanker. Two other aircraft have already been retired and are in storage in the UK, and the service could in time decide to reduce its operational fleet to only four examples, says chief of staff Col Marcus Björkgren.

“Marshall Aerospace did an assessment, and they are in very good shape,” he says of the remaining examples.

Sweden’s recently published defence bill for the 2016-2020 period identifies the need to address the C-130H replacement issue only post-2021. The nation’s air force has already shown interest in Embraer’s developmental KC-390 transport and tanker (above), and Björkgren says that it could also investigate the potential acquisition of the A400M (below). Several of the latter model are likely to become available early next decade, as Germany and Spain have said they will not be able to fully field their on-order fleets.

Sweden Looks For New Trainers

A request for information (Rfi) was issued by the Swedish Defence Materiel Administration (FMV) at the end of April to find a new Military Flight Training System. It could go into operation as early 2018/19 and remain in service for 30 years, paving the way for future generations of fighter pilots to fly the new version of the Saab JAS-39E Gripen.

FMV officials state that the Saab 105 twin-engine jet trainer which entered service in the 1960s is only equipped with basic instrumentation, systems and flight characteristics which forces the air arm to train many combat techniques, as well as information and systems management skills at the Operational Conversion Unit on the front-line aircraft they will go on to fly. This has the impact of “reducing the operational units’ training effectiveness and not allowing optimal downloading.”



Sweden To Get 1st NH90 Helicopter in Fall

Turning to Sweden's future pilot training needs, Bydén said he had no real interest in picking a new jet trainer to replace Sweden's aging Saab 105s.

"It's not about the platform," he said. "The pedagogics have nothing to do with the platform. I am interested in the training environment from start to finish. After two years on the 105, which is pretty analogue, my pilots do pretty well."

SK60: A true servant for many years to come (16. Oktober 2015)

Today Saab signed a SEK400 million agreement with the Swedish Defence Material Administration, FMV, for the extended support and maintenance of the Swedish Air Forces’ SK60 trainer aircraft. The contract will be in place for three years starting on 1 July 2017. The extended support agreement means that we maintain responsibility for ensuring that the trainers will be fully airworthy and available within the Swedish Airforce wings, in accordance with Swedish Armed Forces’ requirements.

Since 2008 Saab has a long-term commitment with the Swedish Defence Material Administration, FMV, to assume full responsibility for the SK60 aircraft system, which means that as main supplier Saab is responsible for the operation, airworthiness, maintenance, logistics and design of all SK60 aircraft. Furthermore Saab has upgraded the avionics, including instruments and panels in the 37 operational SK60 aircraft.

Swedish air force considers trainer options

“We are planning for replacing our trainers,” says Maj Gen Mats Helgesson; a former Saab Viggen and Gripen pilot who took command of the Swedish air force in October. “The Sk 60 has 50 years of service and is a really good aircraft, but we will pretty soon need to replace them.” Sweden operates around 50 of the jet-powered type.

Speaking to journalists in Stockholm on 17 May, Helgesson said Sweden has decided to retain a basic pilot training capability in-country. It had expressed interest in participating in a proposed multinational Eurotraining project that failed to materialise.

Sweden has received responses to an initial request for information issued last year and linked to the planned trainer procurement. “We are digesting the information, and we will go back to the FMV [defence procurement agency] to more clearly state our needs. Then the FMV will go out for another check,” he says, declining to identify potential candidates.

Helgesson says challenges include deciding how to prepare pilots to operate the service’s future fleet of Gripen E fighters, as it will not acquire any two-seat trainer examples of the type. Deliveries of the new-generation combat aircraft will start in 2019.

Asked whether the air force could wait for the outcome of the US Air Force’s T-X trainer contest – for which Saab is a development partner with Boeing – Helgesson says: “We have quite a lot of different options. We could try to extend the Sk 60 for a couple more years, look to have a turboprop aircraft as a replacement or do some sort of combination with the Gripens.” No decision is expected this year but he says the service retains an option to try to field a new capability by 2020.

Farnborough 2016: Swedish Air Force looks to prioritise trainer procurement

The Swedish Air Force (SwAF) is looking to prioritise the acquisition of a new advanced trainer to replace the country's fleet of Saab 105 (SK60) trainer aircraft.

Speaking at the Swedish Air Force Fan Club meeting on 10 July ahead of the Farnborough International Airshow 2016, SwAF chief of staff Mats Helgesson said that the SwAF was looking for an aircraft that was "well-proven and robust".

"We need something new, something that we can bring into the air force when the next generation of the [Saab] Gripen is introduced. As these will be single-seat, we need something that can be used to help pilots go from the trainer into the fast jet."

According to Helgesson, the current fleet of 105s is to be removed from the flightline in 2020, with the SwAF still in the process of defining the requirements for the replacement aircraft and evaluating options in the interim. Extending the life of the 105s was not ruled out; however, the first aircraft were delivered to the SwAF 50 years ago.

The SwAF is understood to currently operate 37 of the aircraft, with an additional 2 in storage.

3. Flygutbildningssystem

3.1. Inledning

Försvarsmakten har under lång tid baserat utvecklingen av flygutbildningssystemet på att nu-varande skolflygplan, SK60, ska ersättas. Utfasningen av SK60 är planerad att inledas under innevarande försvarsbeslutsperiod i en sådan takt att omfattande vidmakthållande- eller livstidsförlängande åtgärder undviks. En fundamental del i Försvarsmaktens planering är att ersättningen av SK60 sker som en verksamhetsinvestering (lånefinansiering) då det nya skolflygplanet avses nyttjas i utbildningssyfte, ej som en förbandssatt resurs inom Försvarsmak-tens organisation.

Försvarsmakten har i redovisningar till försvarsdepartmentet beskrivit nuvarande planering, kostnader för denna och konsekvenser om nuvarande planering av tidsmässiga, eller av andra, skäl inte kan innehållas. Mot bakgrund uppdraget till Försvarsmakten att fortsatt nyttja flygsystem SK60 finner Försvarsmakten anledning att ånyo uppmärksamma regeringen på att ett förlängt nyttjande av SK60, och de åtgärder som därmed måste vidtas för att vidmakthålla respektive livstidsförlänga systemet, kommer att medföra ekonomiska konsekvenser som inte är omhändertagna i Försvarsmaktens planering. Försvarsmakten återkommer om ökade eko-nomiska behov senast i samband med svaret på uppdraget.

3.2. Redovisning

Försvarsmaktens planering bygger i grunden på att det nya flygutbildningssystemet införs med början 2020 och att SK60 därmed skulle avvecklats i samband med att gällande avtal med Saab AB avseende helhetsåtagande för SK60 avslutas 2020-06-30. Ett förlängt nyttjande av SK60 till och med 2025 måste anpassas till infasning av ett nytt flygutbildningssystem där flygtiden med SK60 stegvis trappas ner.

Flygtidsbehovet SK60 efter år 2022-2023 är osäkert och kan komma att förändras med hänsyn till hur en framtida leverans- och införandeplan för ett nytt flygutbildningssystem utvecklas. Bedömningen av flygtidsbehovet är baserat på ett antagande om införande av ett nytt flygut-bildningssystem med en tidsplan som medger avveckling av SK60 under år 2025. Därutöver bör en viss flygtidsreserv byggas in i systemet i syfte att säkerställa kontinuiteten i flygutbildningssystemet om det skulle uppstå förseningar eller friktioner i införandet av ett nytt system.

Om ett nytt flygutbildningssystem föreligger så sent som år 2022-2023 eller försenas i leverans bör optioner för fortsatt bruk av SK60 efter år 2025 byggas in så tidigt som möjligt för att skapa förutsättningar för att den fortsatta driften av flygplanflottan optimeras, kopplat till både kostnader och användningen. Ju tidigare ett beslut kan fattas om innehåll och införandetidpunkt för ett nytt flygutbildningssystem, desto större sannolikhet för att korrekta flygtidsbehov och därtill förknippade kostnader för SK60-systemet kan bedömas och planeras.

Befintligt avtal med Saab AB avseende helhetsåtagande för SK60 gäller till 30 juni 2020. Baserat på en kostnadsuppskattning av Försvarets materielverk, redovisad till Försvarsmakten i augusti 2016 [FMV bedömda kostnader för fortsatt bruk av SK60 längst till 2025-06-30, 16FMV1432-5:2.], är Försvarsmaktens bedömning att en förlängning av SK60 till 2025 kommer att innebära merkostnader om minst 350 miljoner kronor i perioden 2017-2025. Dessa är inte en del av Försvarsmaktens nuvarande planering.

Utöver osäkerheter avseende flygtid, möjlighet till förnyade avtal och kostnadsutveckling föreligger ett antal osäkerheter och risker även inom andra områden.

SK60 är ett åldrat flygsystem med en ökande risk för både strukturella problem och brist på reservdelar och utbytesenheter (som inte längre finns på marknaden), därmed finns risker för oförutsedda kostnader eller flygtidsproduktionsproblem som kan påverka genomförandet av flygutbildningen negativt. Avseende motorunderhållskostnaden påverkas denna av index- och valutakursutvecklingen. Tillgången till personella resurser med SK60-kompetens är över tiden en osäkerhetsfaktor. Nu gällande avtal med Saab AB är styrt mot en slutförbrukning av flygtid år 2020 och innefattar kostnader för avveckling av alla flygplanindivider. I en förhandling om fortsatt drift av SK60 kan en senarelagd avveckling innebära tillkommande kostnader för till exempel demontering. Dessa kostnader kan idag inte uppskattas och är därför inte inkluderade i uppskattade merkostnader.

Den tidigare planerade grundläggande flygutbildningen (GFU 1) i Trafikflyghögskolans regi riskerar att inte kunna genomföras på grund av kontraktfördröjningar. En förskjutning av tid-planen innebär även att behovet av systemträning fortsatt måste genomföras i de operativa flygsystemen istället för i flygutbildningssystemet, vilket ökar resursförbrukningen inom krigsförbanden intill dess ett nytt flygutbildningssystem är i drift.


3. Flight Training System

3.1. Introduction


For a long time, the Armed Forces have based the development of flight training on the replacement of the currently-used trainer SK60. The phasing out of the SK60 is scheduled to begin during the current defence resolution period at such a pace, that comprehensive system maintenance and life-extension measures are avoided. A fundamental part of the Armed Forces' plan is that the replacement of the SK60 is done as a business investment (debt financing) as the new trainer aircraft is to be utilized for training purposes, not as a joint set of resources within the Armed Forces' organization.

The Armed Forces have described in reports to the Försvarsdepartment the current planning, its costs and the consquences if the current planning can't be met because of temporal or other reasons. Given the order to the Armed Forces to continue the use of the aircraft system SK60, there is again reason for the Armed Forces to draw attention to the government, that an extended use of the SK60, and the measures that therefore have to be taken, with regards to maintenance and lifetime extension of the system, will result in economic consequences that are not considered in the planning of the Armed Forces. The Armed Forces will response with an increased financial need to cope with the mission.

3.2 Report

The planning of the Armed Forces is essentially based on the introduction of the new flight training system by early 2020 and discontinuation of the SK60 when the current agreement with Saab AB ends on 2020-06-30. An extended use of the SK60 to 2025 has to be adapted to the introduction of a new flight training system, while the flying hours of the SK60 are gradually scaled down.

The need for flying hours of the SK60 after 2022-2023 is uncertain and may change according to the development of a future delivery- and implementation plan for a new flight training system. The assessment of the required flying hours is based on the assumption, that a new flight training system is introduced within a schedule that allows the retirement of the SK60 during the year 2025. In addition, a certain flying hours reserve is included within the system in order to ensure the continuation of flight training in the event of delays or frictions with the introduction of a new system.

If a new flight training system only exists as late as 2022-2023 or a delay in delivery is happening, options for the continued use of SK60 after 2025 should be implemented as early as possible, to create conditions for the continued use of an optimised aircraft fleet, coupled to both cost and use. The earlier a decision can be made about the content and implementation time of a new flight training system, the greater is the probability that the correct flight time requirements and thereto related costs of the SK60 system can be assessed and planned.

The existing agreement with Saab AB regarding the overall maintenance for the SK60 is valid until 30th June, 2020. Based on a cost estimate of the Swedish Defence Materiel Administration, reported to the Armed Forces in August 2016 [FMV estimated costs for the continued use of the SK60 until 2025-06-30, 16FMV1432-5:2.], the Armed Forces assessed that an extension of the SK60 to 2025 will mean additional costs of at least SEK 350 million in the period 2017-2025. These are not part of the Armed Forces' current planning.

In addition to uncertainties regarding flying hours, there exist a number of uncertainties and risks in other areas, like the possibility of renewed agreements and cost.

SK60 is an aged aircraft system with a growing risk of both structural problems and a lack of spare parts and replacement units (which are no longer available on the market), hence there are risks of unforeseen expenses or problems with flight hours production that may affect the implementation of the flight training negatively. Regarding the engine maintenance costs they are affected by this index and exchange rate developments. The availability of human resources with SK60 skills are in time a factor of uncertainty. The current agreement with Saab AB is directed towards a final consumption of flying hours in 2020 and includes costs for the decommissioning of all single aircraft. In the proceedings on the continued operation of the SK60 a delayed decommissioning can entail additional costs, for example for dismantlement. These costs can not currently be estimated and are therefore not included in the additional expenses.

The previously planned basic flight training (GFU 1) under leadership of the Civil Flight University is at risk not to be implemented, because of contract delays. A shift in the schedule also means that the need for continued system training has to be implemented on the operational air systems, instead of an flight training system, increasing resource consumption in the units until a new flight training system is in operation.

Bin neugierig, ob Schweden den Saab/Boeing T-X in modifizierter Form einführen wird. Von der Zeitachse her könnte es passen.

Swedish Air Force interested in Boeing-Saab trainer jet, but probably not other T-X options

If Boeing and Saab’s trainer wins the U.S. Air Force’s T-X competition, the Swedish Air Force will put serious thought into buying it. If another company nabs the contract, however, Sweden will likely opt for a much less expensive turboprop training aircraft, a Swedish Air Force official said Monday.

Sweden currently has an inventory of 50 Saab 105 trainers, which were introduced in the late 1960s. Those planes are aging and increasingly more expensive to maintain, said Col. Magnus Liljegren, head of the Air Force department at the Swedish Armed Forces Headquarters.

Although the Swedish Air Force had planned to begin phasing out Saab 105s in the early 2020s, the government made a decision to continue operating them until about 2025 and 2026 — an outcome that means the service can consider the T-X offering jointly designed by U.S. aerospace company Boeing and Sweden’s own Saab.

"We are looking into several different aircraft,” Liljegren said during a May 8 briefing to reporters in Stockholm. Defense News accepted travel and hotel accommodations from Saab for the media trip to Sweden.

"[The Boeing-Saab T-X] has all the capabilities that we need, that's for sure,” he continued. “That will be a question of money, and it will raise some other questions [like] where can we fly it locally” because of noise.

But Liljegren made clear that other T-X contenders would probably not be an option for the country.

“If Saab-Boeing will not win, we will not take the aircraft that the U.S. Air Force will go for because it doesn’t make sense in that case.” Then it would pursue a less expensive turboprop plane with a glass cockpit, like the Pilatus PC-21, he said.

“Some of [the T-X competitors] are probably too expensive,” Liljegren said, declining to elaborate.

Sweden extends jet trainer use to consider T-X outcome

Sweden is to further extend the operational use of its Saab 105 (SK60) jet trainers until the middle of the next decade, to enable it to consider the Boeing/Saab T-X platform as a potential replacement.

"The Swedish armed forces have developed requirements on an overall level about a new trainer system," the nation's air force says. "In order to find more time and freedom of choice in this ongoing process, SK60 will continue to fly to 2025."

Clarifying its position following Liljegren's comments, the Swedish air force says: "At this stage, the Swedish [Defence] Materiel Administration (FMV) will not define which manufacturers may be potential suppliers of a new trainer aircraft. The Swedish air force has an inventory of about 50 Saab 105s, about 40 of them operational. Flight Fleets Analyzer shows these as being between 48 and 50 years old. The service had previously outlined an ambition to replace the Volvo Aero RM15-engined type by 2020.

Sweden could move ahead this summer on trainer competition

The Swedish Air Force is considering issuing a request for information or proposal this summer in its search for a new training aircraft, Swedish air chief of staff Major Gen. Mats Helgesson said June 18.

The air force needs a new trainer as the service has been flying the SK 60 aircraft for more than 50 years and will extend its life to 2024-25, he told an annual meeting of the Swedish Air Force Fan Club on the eve of the opening of the Paris Air Show.

Asked what would be the perfect replacement, he said, “very cheap, fast.” The key to the acquisition, he said, would be an advanced trainer that could go directly from “a trainer to single-seat high-performing aircraft.”
