Poland set for biggest-ever increase in military spending (19. Mai 2013)

Poland is gearing up for its biggest-ever increase in military equipment spending, splashing out $43bn over the next decade in a procurement programme that promises to be a severe test of the EU’s push to reduce national favouritism in military contracts.

Polish officials say they intend to push for the involvement of local arms producers in new contracts for rockets, ships, helicopters, tanks and small arms, and will favour bids that include a hefty dose of technology transfers, offsets, and Polish final production.

The dramatic increase in defence spending is attracting attention from military contractors around the world. Poland, in Nato for 14 years, devotes almost 2 per cent of its gross domestic product to military spending.

Until now, most of that spending has gone on personnel, with only around 15 per cent for equipment, leaving the Polish military reliant on outdated Soviet-era kit. The involvement of Polish forces in Iraq and Afghanistan has highlighted the need for better, upgraded equipment.

The programme aims to spend about a third of the defence budget over the next decade on modernisation – amounting to about 140bn zlotys. That will buy a new missile defence system, new vessels for the navy fleet, upgraded tanks, new military training aircraft, 70 new helicopters, unmanned aerial vehicles and equipment for troops.

Defence companies from western Europe, the US and Israel are beating a path to Warsaw. “Everyone is here,” a senior defence consultant said.

However, as with most other military spending in the EU, the bulk of the contracts are likely to go to Polish military suppliers, primarily state-owned Bumar. The military’s goal is for Polish companies to eventually take an 80 per cent share of incoming contracts, up from just over 50 per cent at present.

Mr Siemoniak is insisting that any defence contracts include technology transfers and a significant element of production in Poland.

Polnisches Verteidigungsministerium investiert in E-Waffe

Poland Plans Record Defense Spending for 2014

Poland’s Ministry of Defense is aiming to spend 32 billion zloty (US $10.4 billion) in 2014, an increase of about 2 percent over last year’s initial defense budget. The budget is the highest in the ministry’s history.

For 2014, the Polish ministry has earmarked 8.16 billion zloty ($2.5 billion) for capital expenditures. To secure funds for purchases of priority weapons and military equipment, the ministry has decided to create a special reserve of 3.48 billion zloty ($1.07 billion), which will be used for direct funding of 14 acquisition programs this year.

By 2022, some 91.5 billion zloty ($28.1 billion) will be set aside for the key armament programs, including new helicopters, air and anti-missile defense systems, vessels, submarines, UAVs and other types of armament. The funds, which will not be spent on the programs this year, will be added to the reserve for the next year, ensuring that the programs are not scrapped due to potential austerity measures.

Poland seeks wheeled heavy recovery vehicles, MS-20 bridge layers

Bild

The Polish Land Forces is planning to buy 27 wheeled heavy recovery vehicles (KWZT) and has opened a tender to purchase seven wheeled bridging vehicles.

The KWZTs form part of a Polish army requirement for about 40 vehicles, and would be delivered up to 2018. The purchase of new vehicles has been planned since 2007, but has suffered rescheduling, and would introduce a new class of vehicles to the Polish army inventory.

The requested 8x8 vehicles would be capable of transporting four personnel in a STANAG 4569 Level 2 armoured cab.

Interview: Tomasz Siemoniak, Poland's Minister of Defense

Q. Can you talk about some of the new military equipment Poland is looking to buy?

    A. We are now in the process of the tender for 70 multirole helicopters. Our calendar assumes that the contract would be signed in late 2014 or early 2015. We are in talks with three bidders. It is an incredibly complicated tender. Competitors are really very strong. Our expectation is that the production process of the helicopters would be largely based in Poland.

Two out of the three bidders who are involved in the talks, Sikorsky and AgustaWestland, they have invested in Poland by the acquisition of the manufacturing plant. The third bidder, which is Eurocopter, they declared that they will either build or buy a plant to produce the helicopter in Poland.

And our plan is that upon the completion of this process and the acquisition of those helicopters at the turn of 2017, 2018, we will start the process for the acquisition of combat attack helicopters.

Q. Poland has expressed interest in buying aerial refueling tankers. Are there plans still to do this?

    A. Because we have considered a number of different options, I decided to send a letter of intent concerning our joining the European [Defence Agency] program. We simply came to a conclusion that this capability is too expensive for us and we don’t have a need to have our own capability at this time.

There are also other programs of this sort in Europe that allow for the increase in copter capabilities of individual member states without the necessity to buy all those capabilities individually, and this is how we are involved in the AWACS program or the [C-17 Strategic Airlift Capability]. If the air-to-air [tanker] program will develop as well as the previous ones ... I think that it will be as successful as the previous programs.

Q. What are some of your other modernization priorities?

    A. The priority for us is the air defense, short-range missiles defense. We recently also awarded the contract for the trainer aircraft; it is eight modern Italian aircraft that we decided to buy. We are developing the program for the acquisition of UAVs.

Q. What are some of your military service acquisition goals?

    A. In terms of the Navy, we had quite a long pause in the acquisitions, but now we have adopted a concept to develop the Navy by 2030. We initiated the development of mine destroyers as well as the modern patrol craft. Now we are in a dialogue with the bidders for [a] submarine.

As far as the Army is concerned now, last year we extended the program for the acquisition of the armored personnel carrier. It is produced in Poland and it is licensed by Finnish [company] Patria. We want to develop, increase its presence in our Army. Last year, we also got 119 [Leopard 2A5] tanks from Germany. We want to have two brigades that would operate the Leopard tanks.

It seems that our 10-year-long modernization program covers all the most important areas of the needs in terms of our capabilities. In the previous 10 years, a service of the armed forces that was mostly modernized was the Air Force. We purchased 48 F-16s, 16 CASA transportation aircraft and a helicopter program, so these are elements that are going up with the Air Force.

Auf der MSPO ist ein neues israelisches Artilleriesystem (Polnische Bezeichnung: KRYL, Hersteller: Elbit) auf Basis eines polnischen schweren Lastwagens vorgestellt worden, das die KRAB ergänzen soll:

MSPO 2014: HSW Reveals KRYL Howitzer

During MSPO 2014, Huta Stalowa Wola (HSW) presented to an international audience for the first time a KRYL wheeled self-propelled howitzer with 155 mm gun. The chassis was firstly shown in public in mid-July (during the opening of a new military truck production line) but now HSW presented the entire vehicle – chassis with a gun.

It was revealed that the first prototype of KRYL’s chassis is undergoing trials and examination at the Military Institute of Armoured and Automotive Technology (WITPiS) in Sulejowek. Total weight is approximately 23 tonnes. Its length is 10,30 mm, width 2,550mm and height 3,440mm. KRYL’s speed is 80km/h (on paved roads) and 20km/h (off road) while its range is 500 kilometres. The cabin is mine-resistant and provides ballistic protection (level 1 according to STANAG 4669) and can accommodate the entire crew. The engine has been moved forward, which allows for a lower vehicle – this means that KRYL will be transportable on a C-130 HERCULES aircraft (already in the Polish service). KRYL will be able to engage targets up to 40 kilometres. Poland wants to equip seven artillery squadrons with KRYL howitzers by 2025. During MSPO 2014, it was confirmed that the first KRYLs will be delivered in 2017. One year before delivery KRYL will complete tests and trials.

KRYL is equipped with Polish fire control and C2I systems and ATMOS 2000 gun (155mm/52), which is delivered by Elbit Systems (in the beginning HSW also negotiated cooperation with Nexter). HSW’s chassis for KRYL will also be used as a base for WR-300 HOMAR, which will be similar to the US HIMARS (High Mobility Artillery Rocket System) – a wheeled version of tracked MRLS. They will be built by HSW. The whole project is in its initial phase. The new wheeled WR-300 launcher would be a supplement of the existing HSW WR-40 LANGUSTA MRL, which has a 4 km range. KRYL’s range is between 5km (minimum) and 40 kilometres. It can fire six shells per minute.

MSPO 2014: HSW unveils Kryl SPA and new IFV turret

The Kryl self-propelled howitzer has been developed by HSW under funding from Poland's National Research and Development Centre. The main armament is a lightweight variant of Elbit Systems/Soltam 155 mm ATMOS 2000 gun system, modified to fit Polish requirements - reducing the weight of the gun system by more than a ton.

The Kryl development programme is planned to be completed by December 2015, with the wheeled SPA should then to conduct a test and trial stage. Poland's current draft requirement is to purchase 72 Kryls - to equip three batteries of 24 SPAs.

HSW decided to co-operate with Elbit in order to shorten the project's research and development stage. This is the same model the company adopted in developing the 155 mm Krab SPA (the turret of which is a variant of the BAE Systems AS90/52 Braveheart system). The prototype present at MSPO features a gun and subframe built in Israel. However, the serial production Kryl systems will be entirely manufactured in Poland. HSW's barrel manufacturing plant is expected to reach full production capacity in 2016, which should enable this.

The Kryl lightweight self-propelled wheeled howitzer has a crew of five. The combat weight, including crew, ammunition, and fuel is set at 23 tonnes and can be lowered to under 19 tonnes for air transport in a Lockheed Martin C-130 Hercules transport aircraft.

The Kryl main armament is a 155/52 howitzer with an intensive rate of fire of six rounds per minute (RPM) or a sustained fire of 2 RPM. The SPA has a minimum firing range of 5 km and a maximum range on 40 km. Firing angles is 0-70 degrees in elevation, and 50 degrees (25 degrees left/right) in azimuth. The SPA can store 18 Joint Ballistics Memorandum of Understanding (JBMoU) compatible rounds. Kryl has been designed to be able to configure from transport position into battle position, fire, and be back into transport configuration in less than 60 seconds.

The chassis is 10.3 m long, 2.55 m wide, and 3.44 m height. The Jelcz 663.32 6x6 truck chassis is powered by a 6-cylinder 320 hp MTU 6R106TD21 diesel engine, and is able to cross 0.6 m trench and has a ford depth of 0.7/1.2 m (without and with preparation). The speed of Kryl system is 85 km/h on paved roads and 20 km/h off road. Range with full tanks is 500 km. The truck cabin provides ballistic protection at Level 1, according to STANAG 4569.

Polish Armed Forces Modernisation 2013-2022 (Military Technology • MILTECH • 8/2013)

Another project underway is the development of the RAK 120mm self-propelled mortar in tracked (based on upgraded 2S1 GVOZDIKA chassis) and wheeled (based on ROSOMAK) versions. Six mortars are to be delivered for trials by the end of this year. According to ofticiai plans, by 2018 the Army wiii receive 100 mortars on ROSOMAK chassis (eight battalion modules). It would be another success of HSW, who in April signed a contract with Elbit Systems, which will allow the production of KRYL 155mm self-propelled howitzer, being a wheeled variant of KRAB. HSW has also conducted talks with Nexter as a supplier of gun barrels. KRYL howitzers are to enter service by 2017.

New Polish PM Unveils Plans To Hike Defense Spending

Polish Prime Minister Ewa Kopacz has unveiled plans to increase defense spending from 1.95 percent to 2 percent of the country’s gross domestic product (GDP) by 2016. The funds will be used to acquire new weapons and military equipment, Kopacz said in her inaugural speech at the Polish parliament Wednesday.

“My government will provide security for Poland and Poles. To achieve this goal, we will increase our defense expenditure starting in 2016,” Kopacz said. The planned spending hike will generate an estimated 800 million zloty (US $270 million) for military procurement in 2016, according to the prime minister. In 2014, Poland is aiming to spend some 32 billion zloty on national defense.

Poland seeks MG-20 Daglezja-G tracked bridge layers

Bild

The Polish Armament Inspectorate has launched a restricted tender procedure for low-rate initial production (LRIP) of two MG-20 Daglezja-G tracked assault bridge layers.

The Polish Armed Forces plans to buy around 30 MG-20 vehicles from 2017 to support its use of its new 70-tonne Leopard 2A5 main battle tanks (MBTs) and its future upraded Leopard 2PL MBTs. They will replace the currently used BLG-67MP/BLG-67M2 and Biber armoured vehicle-launched bridges.

The MG-20 Daglezja-G is a 57-tonne tracked assault bridge layer based on a PMG-20 vehicle, consisting of an extended T-72 tank chassis with seven road wheels. It is designed to lay the 23 m long PM-20 mobile bridge, capable of bridging a 20 m span.

Das KRAB-Projekt ist ganz offensichtlich gestorben:

South Korea To Export K-9 Howitzers to Poland

    Bild

South Korea will export 120 self-propelled howitzers developed by Samsung Techwin to Poland, officials from the Defense Acquisition Program Administration (DAPA) and Techwin said on Tuesday.

Samsung Techwin will sign a contract on Wednesday here with Poland’s state-funded defense manufacturer HSW. The contract is valued at roughly US $320 million, according to the officials.

“Samsung Techwin will produce the first 24 units here before 2018, and after that, HSW is to build the remaining 96 units,” the spokesman said.

The K-9 was developed in 1998 as a replacement for the K55 self-propelled howitzer, a variant of the M109.

Fitted with an automatic fire-control system, the artillery has a maximum rate of fire of 6 rounds per minute and is capable of multiple-round simultaneous-impact firing. It has a firing range of 40 kilometers.

The vehicle is powered by a German MTU MT 881 Ka-500 diesel engine, developing 1,000 horsepower.

Podwozie Armatohaubicy KRAB - testy poligonowe 11.XII.2014 (12. Dezember 2014)

CZULDA Robert: Polish Armed Forces Modernization 2013-2022, in: Military Technology 8/2013, p. 84 - 89

Currently the most important artillery project is KRAB, a 155mm self-propelled tracked howitzer. This flagship project of HSW has been delayed for several years.

The first actual delivery of six new and two modernised vehicles was not supplied until 2012, and trials are to be completed within three years. In October 2012, the MoND ordered 16 more guns to form a 24-gun Regina divisional module. By 2025, the land forces want to obtain as much as 120 KRAB howitzers (five battalions) equipped with guided munitions.

Second armament includes a 12.7mm machine gun mounted on the top of turret. Four smoke grenade launchers are mounted on each side at the front of the turret.

MSPO 2015: Krab On The K9 Chassis In Kielce

The vehicle is based on a K9 chassis, one example of which was shipped from South Korea. Test programme pertaining the first two examples of the new variant of the Krab howitzer is going to begin in September.

The new chassis is significantly lighter and it features a replaceable power-pack, using a 1000 HP MTU engine. Performance of the chassis is said to be significantly better than the parameters of the older vehicle delivered by OBRUM and Bumar-Łabędy companies. Second example of the K9 chassis is going to be delivered to Stalowa Wola in September.
The test programme, planned to last until mid-2016, according to the agreement signed with the Ministry of Defence, is going to begin in September as well. HSW declares that the test programme is going to cover a shorter period of time, than it was initially assumed. The deliveries of the first 24 vehicles are going to be realized until the end of 2017. This would cover the needs of a single artillery unit. Until 2022, 120 Krab howitzers are going to be procured.

Krab self-propelled howitzers are fitted with a cannon featuring a 52-calibre long barrel, which provides the vehicle with a target-striking capability at ranges of up to 40 kilometres. The cannon has been developed on the basis of the British-made AS-90 system, with a 52-calibre long barrels. The license for manufacturing the turret system was acquired by the HSW company back in 1999. The fire control system was developed together with the WB Electronics company. It uses the ZZKO TOPAZ solutions.

The decision to acquire the K9 chassis license was made, due to the fact that the vehicles delivered by the Bumar-Łabędy company turned out to be defective. The contract with the Koreans provides Poland with “unlimited possibilities within the scope of the future use” of the K9 vehicles in the prospectively manufactured weapons systems. Also, the vehicles based on the license-manufactured K9 platform would be exportable.

“Krab” - A New Beginning? (27. August 2015)

On Monday, 24th August, STALOWA WOLA S.A. ironworks officially presented the “new” “Krab” self-propelled 155 mm howitzer which constitutes the main element of the “Regina” self-propelled artillery system.

HSW S.A. has been working on that system since 1999 – starting from the moment when Poland acquired the rights to manufacture the British-made AS90 turret system, with a 52-calibre long barrel. Poland resigned from procurement of the chassis, hoping that the Gliwice-based armour facility, specializing in designing heavy track-chassis systems, would develop a proper platform which would be capable of accommodating the said turret. As we know, the above led to a complete fiasco, eight “Krab” howitzers based on that platform (also known as “Kalina”, based on an old Soviet design) are a source of persistent technical problems.

In the light of the situation above, and in the light of helplessness of the Gliwice-based partner, Stalowa Wola facility proposed another solution, adopted by the Polish Ministry of Defence – cooperation with a foreign partner. Only in this way, the programme, already facing a two-year delay, could have been saved. HSW executed its part of the works by finishing the assembly process regarding the 16 turrets for the remaining howitzers of the first “Regina” unit.

The selection was made – it was decided that the Samsung Techwin company from Korea would become the contractor. The company offers the K9 “Thunder” howitzers, also known as T-155 “Firtina”. The latter model is a Turkish derivative. The contract, the aim of which is to acquire 36 examples of the ready K9 chassis, and to transfer the manufacturing technology to Poland, has an estimated value of PLN 1 billion. It was concluded in Korea, on 17th December 2014.

HUTA STALOWA WOLA SA company successfully fitted the “Krab” turret onto the first chassis on 17th August 2015. The chassis is a result of the efforts undertaken by the Korean and Polish designers. These 8 months include the time required to ship the chassis to Poland (since 25th June) and the time required to execute the factory test programme in Korea. Realistically, the polonisation works on the chassis which features numerous Polish subsystems, lasted for a little less than 6 months, which is a period matching the initial assumptions. In Mid-September it is planned that HSW receives the second chassis, coming from Korea.

Poland To Acquire Mobile Battlefield Recon Radars

Poland’s Ministry of Defense launched a tender to acquire 104 new battlefield reconnaissance radars, with bids to be submitted by Oct. 21.

The ministry’s Armament Inspectorate said in a statement it will select five bidders who will be invited to the next stage of the procedure. Deliveries are scheduled to be completed by 2023.

According to the initial technical requirements for the procurement, which were released last year, the radars are to enhance the mobile surveillance capability of the Polish military. They are to weigh no more than 25 kilograms each and be operable by a maximum of two troops.

The equipment should be able to detect troops within a 10-kilometer radius, helicopters and light military vehicles within a radius of 15 kilometer, and tanks within a 24-kilometer radius, according to the released document. The radars should be able to operate in the 10 GHz to18 GHz spectrum.

The estimated value of the planned procurement, which is to be carried out as part of Poland’s ongoing military modernization efforts, was not disclosed by the ministry.

Kryl 155 mm self propelled howitzer, developed by the Huta Stalowa Wola company, is based on the Israeli ATMOS artillery system. The howitzer is fitted with a 52-calibre long barrel and it is capable of striking targets at distances of up to 40 kilometres. The weapons system is placed on the Jelcz 663.32 chassis, fitted with an armoured cabin.

In March this year, the howitzer has gone through the first test-firing. Another series of tests took place in June. Rheinmetall Denel Munitions were used. This type of ammunition belongs to the Assegai family. The tests made it possible to examine the loads imposed on the chassis, during the firing.

During the works, a series of modifications was implemented, on the basis of the experience gathered during the test programme. The Howitzer is going to be fitted with a fire control system manufactured jointly by HSW, WB Electronics, WZŁ No. 2 and by the Military University of Technology.

Military and factory test programme related to the Kryl howitzer is scheduled to be completed in 2016. Mass production will be started a year later.

Krab Howitzer Test Programme

Bild

Bild

On Friday, 23rd October, within the area of the Military Institute of Armament Technology Dynamic Test Centre firing range in Stalowa Wola, tests of the first example of the “Krab” self-propelled howitzer, on the new, Korean carrier, have been completed.

The final test programme, scheduled before the vehicle is going to be handed-off, has been concluded with a series of live-fire tests. During the programme, the howitzer fired five shots, including shots with the use of maximum (sixth) powder charge. The test-firing was conducted with the use of ZM DEZAMET and Rheinmetall ammunition. The test firing with the maximum quantity of charge is very significant, when it comes to verification of the strength assumptions related to the turret – chassis interface. Due to the limited area of the firing range, making it impossible to carry out test firing at the longest range, some tests were executed by firing the howitzer directly aimed at a bullet trap. The remaining tests were executed at angles, but with the use of weaker charges, in order to make it possible to place the shots within the test range area.

New chassis was tested with all of the possible turret positions, with regards to the longitudinal axis of the chassis, also in positions 90 degrees left and 90 degrees right from the axis, and also with the turret pointing backwards. At each of the positions, results “above satisfactory” have been achieved. The howitzer seemed to be very stable, throughout the whole testing procedure. The laboratory analysis of the testing results, including the load distribution data and amplitudes, fully confirms the assumed stability of the hydro-pneumatic suspension of the carrier, which plays an important role in dampening the vibrations of the whole system, after the shot. This has an important impact on the rate of fire, as it is not limited by the chassis. The howitzer is capable to fire three shots throughout 10 seconds.

Directly after the test programme has been completed, a representative of the Armament Inspectorate passed an approved certification test programme document to the President of the HSW company. The said programme is going to be carried out in case of the example that has passed the tests described above. According to the Agreement with the STALOWA WOLA works, the company is obliged to complete the tests until April 2016. The management board of the HSW company declares that the test programme is going to be significantly shortened, however, this is going to be largely dependent on the weather conditions in the upcoming weeks.

Second example of the Krab howitzer, on the new carrier, has been assembled at the HSW SA company already, however, it is not going to be used in the test programme which is already being officially realized. Soon, acceptance tests, regarding the second example of the howitzer, are going to be executed.
