Défense : quand le Danemark est séduit par le "Made in France"

Sehr gute Nachrichten für Nexter auf dem Exportmarkt. Nach Indonesien, dem diesen Sommer das Caesar (37 Stück) angeboten worden ist, ist Dänemark an der Reihe, das nicht sehr viel französisches kauft, insgesamt 18 Canon Equipé d'und Système d'artillerie (Caesar) von der staatlichen Gruppe für Heereswaffen zu erwerben. Das bedeutet einen Auftrag über 90 Millionen Euro, die Stückkosten dieses Systems liegen im Bereich von 5,5 Millionen Euro.

Verführt durch die Leistungen dieses Systems wollen die Dänen, die Nexter im Juni anlässlich der letzten Eurosatory-Messe angesprochen haben, nicht nur das Caesar, sondern sie wollen es außerdem sogar sehr rasch.

Auf der Website von NEXTER gibt es ein Video, das die Bedienung und den Einsatz des CAESAR zeigt. Es überzeugt mich nicht gerade - das konzeptmäßig ähnliche System ARCHER aus Schweden ist durch die Ladeautomatik, das Schutzniveau für die vier Mann umfassende Besatzung (vlg. CASEAR: 5 Mann) und die automatische Waffenstation zur Selbstverteidigung wesentlich fortschrittlicher.

Es muss eigengetrieben sein

Der Markt bietet unterschiedliche Typen von Artilleriesystemen und der Bedarf der dänischen Streitkräfte liegt darin, dass die Systeme eigengetrieben sein müssen - mit Kette oder Rad.

Das System muss außerdem mit einer Besatzung von maximal 5 Mann betrieben werden, und es muss in der Lage sein, Schussdistanzen von zumindest 40 Meilen mit einer Reihe ausgewählter Munitionstypen zu bewältigen.

Sobald das Verteidigungsministerium Interessensbekundungen erhalten hat, werden verschiedene Lieferanten in die Vorauswahl einbezogen.

Drei bis vier Firmen werden ausgewählt, wobei Forsvarets Materieltjeneste ein Paketgeschäft anstrebt, das sowohl Support, Ersatzteile als auch bestimmte Wartungsverträge beinhaltet.

ARCHER ist aber auch deutlich schwerer.
CAESAR passt in eine C130, ARCHER braucht A400M.

Fire leverandører af artillerisystemer udvalgt (12. August 2013)

Four suppliers of artillery systems selected

Defence has now selected four vendors of artillery systems, which are all expected to live up to the demands placed on the new Danish artillery system. The next step in the selection process, bidding and negotiation.

The interest in being considered to deliver the new Danish artillery system has been great.

Over the past month, Defence Logistics Organization (FMT) analyzed and evaluated nine applications from suppliers of artillery systems in the pre-qualification of suppliers for the new Danish artillery system.

Suppliers applications for prequalification, have been assessed in relation to the supplier's financial situation, as well as supplier experience of delivering artillery systems and related maintenance services.

To a self-propelled system

The defense wants a self-propelled artillery system with a crew of up to five people, and the system must also be transported by air and sea.

In addition, the system must have a shooting distance of at least 40 km at a selected number of ammunition types, as well as best meet a number of other safety and operational requirements.

It is the defense expectation that these requirements are met as economically efficient as possible throughout the life of the system. With the selection of the four suppliers have defended opted out five other candidates.

Offer and negotiation

As part of the ongoing process, the selected suppliers now been invited to submit a final offer, which then becomes the object of a negotiation between the FMT and the respective suppliers.

The offer will include systems, as well as maintenance and spare parts for a period of 10 years.

After negotiations get the selected suppliers to adjust their offerings, then FMT evaluates bids. The evaluation will partly cover the supplier's offer answers, and the possibility of evaluation tests of the proposed equipment if FMT is that there should be needed.

The candidates

The four suppliers that have been selected to move forward in the process are as follows (listed alphabetically):

    BAE Systems Land & Armaments, USA
    Elbit Systems, Israel
    Nexter Systems, France
    Samsung Techwin, Korea



Demnach dürfte die Forsvarets Materieltjeneste nach keiner Panzerhaubitze, sondern einem radgetriebenen System suchen. Da werden die Koreaner aber keine großen Chancen haben:


Es wundert mich, dass nicht auch Krauss-Maffei-Wegmann mit der PzH2000 oder DONAR an der Ausschreibung beteiligt ist.

KMW dürfte wohl zu den Bewerbern gehören, die von den Dänen in der Vorauswahl ausgesiebt wurden.

Ny milepæl i anskaffelsen af artillerisystem

A new milestone has been reached in the acquisition of a new artillery system for the Army. Now material offers are sent to prequalified suppliers, and the four suppliers are invited to tender for the purchase and servicing of artillery systems for the Ministry of Defence.

The next steps in the procurement process is that tenderers are invited for a presentation meeting with Defence Acquisition and Logistics in late October 2013, when tender documents are presented in detail, and where there will be the opportunity to ask questions.

After this bidders submit a preliminary deal is made by the end of November 2013, after which the inistry of Defense will evaluate the bids, and launch a program of negotiation preparations.

The negotiations take place in spring 2014. On the basis of the tenderers final offer after the negotiating process, the Ministry of Defence is making the final evaluation, and expects that the contract award may take place later in 2014.

Denmark selects Piranha V, halts artillery buy

Additionally the MoD announced that it would be suspending its planned acquisition of a new 155 mm self-propelled artillery (SPA) system.

The decision to halt Denmark's artillery procurement programme comes as a result of a need to reassign funding to repair one of its AgustaWestland AW101 Merlin helicopters, which crashed in Afghanistan in October 2014. Although the helicopter was only reported to have toppled on its side while attempting to land near Mazar-i-Sharif in northern Afghanistan, the helicopter was reported to have suffered extensive damage in the process. According to the MoD, "whether the helicopter can be rebuilt or must be replaced, there will be a three-digit million expense" - at least DKK100 million (USD15.1 million).

"Against this background, there was agreement … to annul the tender and delay the purchase of new artillery for the army, which [will] help to create financial flexibility", the MoD stated.

The new 155 mm/52-calibre artillery system was intended to replace the Forsvaret's M109A3 155 mm self-propelled howitzers, with 21 SPA's planned to be purchased. Three offerings had been competing for the requirement: the Samsung Techwin K9 Thunder tracked system, Nexter Systems' wheeler CAESAR systems, and Elbit/Soltam Systems' Autonomous Truck Mounted howitzer System (ATMOS) SP artillery system.

According to the MoD, Denmark is now looking to "explore possibilities to rent or borrow modern artillery from another country" as a stop-gap measure until the country is again able to look to purchase a new SPA system.

Denmark restarts artillery purchase

According to Peter Christensen, "An efficient and modern artillery is important for the army and the tasks they must solve. Therefore, it has been very important to me to make the decision to initiate the procurement of new artillery for the army."

The move comes seven months after the country's previous government scrapped a tender for a new artillery system on 30 April, citing financial pressures.

The new artillery system is needed to replace the Royal Danish Army's ageing M109A3 155 mm self-propelled howitzers.

II.1.5) Short description of the contract or purchase(s):

The Contract encompasses 2 main contractual agreements — the Acquisition Contract and the Sustainment Contract (Annex Z to the Acquisition Contract). These two agreements are to be seen together as a whole that regulates the contractual relations between the Supplier and DALO.

    The Acquisition Contract concerns primarily the delivery of artillery systems and initial logistics, such as documentation, training, support, initial spare parts, etc.

    The Sustainment Contract covers the products and services that DALO needs in order to properly operate the artillery systems.

The contents of the Contracts can be elaborated as follows:

    The Acquisition Contract:

    The Acquisition Contract regards the delivery of 15 artillery systems. DALO has the option to order up to 6 additional artillery systems. The exact mechanism for DALO's use of options will be described in detail in the Acquisition Contract.

    The artillery system must be self-propelled. Please note that an artillery system is not considered to be self-propelled by DALO if the artillery system consists only of a smaller transport system for the use of moving the artillery system on to/off a main transport vehicle.

    The artillery system shall be able to fire non-assisted high explosives (HE) munitions at a minimum range of 40 kilometres and shall be able to operate all of the following types of 155 millimetre high explosive (HE) and smoke munitions: M107, NM28, LU211, M825, M116, DM45A1, when operating with the following bagged propellants: M4A1, M4A2 and M119A2.

    The artillery system (primary weapon system) should be able to fire 6 shots as fast as possible.

    The level of protection and armour shall be high with a minimum of level 2 protection against Grenade and Blast Mine threats (M2) and level 2 protection against Kinetic energy threats (K2) — all according to STANAG 4569 Ed. 2 (or later)(or equivalent).

    The artillery system must be transportable by sea, cf. STANAG 4062 (or equivalent), by air, cf. STANAG 3400AT, Ed. 4 (or equivalent), by ground (road and railroad), cf. STANAG 2173 and STANAG 4062 (or equivalent).

    The artillery system must furthermore be fully operable in the following climate zones: intermediate (A3), mild cold (C0) and intermediate cold (C1).

    The weight potential of the artillery system should be over 3 000 kg.

    A crew of maximum 5 persons shall be able to operate the artillery system (also under full CBRN protection). The artillery system shall also have the capacity necessary to carry the crew's personal equipment and small arms and shall have an air conditioning system capable of heating and cooling installed.

    The artillery system shall

      1) warn the personnel if there is a risk of auto ignition in the barrel and/or chamber, and

      2) be designed so that the crew can perform an emergency stop of operation of the primary weapon system, and

      3) be designed so that the crew carrying personal equipment is able to evacuate the artillery system in the situation where the main entrance is blocked, and

      4) safeguard against unintended firing in case of primary weapon system malfunction.

    The artillery system's electrical installation shall secure that the necessary starting power is always available.

    With regards to the integration of the systems on the weapon platform systems including the fire control system with the Army Tactical Combat Network (ATCN) the following shall apply

      1) It shall be possible to have a TCP/IP network connection between the weapon platform systems including the fire control system and ATCN on the weapon platform,

      2) WebServices shall be available for the exchange of information between the primary weapon and the ATCN,

      3) the Supplier shall deliver an interface description (IDD) for the offered WebServices, and

      4) exchange of information between weapon platform systems including the fire control system and ATCN shall use one of the following data formats: APP-11(C) or MIL-STD-6017A (VMF).

    The artillery system should — with the engine turned off — be able to power the information and communication facilities for as long as possible, without the use of an auxiliary engine or external power supply.

    The artillery system shall be designed so that it is possible to

      1) mount IR lighting covering the driver's entire field of view, and

      2) operate the artillery system under full CBRN protection, and

      3) switch off all sound and lighting signals used for manoeuvring when driving the artillery system.

    The artillery system's electrical installation shall

      1) secure that the necessary starting power is always available, and

      2) be equipped with a main switch, and

      3) be secured against electronic interference between the artillery system's respective electronic systems in accordance with MIL-STD 461F and MIL-STD-1275D (or equivalent).

    The navigation system of the artillery system shall

      1) be able to determine the position of the artillery system with a margin of error (CEP) less than 10 metres, and

      2) shall be able to determine shot deflection with a margin of error less than 1 mils.

    It shall be possible to adjust the primary weapon system of the artillery system with a total margin of error less than 2 mils in both azimuth and elevation.

    The fire control system of the artillery system shall include software for calculation of fire mission that

      1) complies with NATO standards for exterior ballistic trajectory simulation methodology, cf. STANAG 4355 (ed. 3) (or equivalent), and

      2) is able to calculate TECHNICAL DATA based on autonomous insertion of fire mission data, and

      3) incorporates the use of METCM, cf. STANAG 4082 ed. 2 (or equivalent).

    The fire control system of the artillery system shall include non-editable log functionality containing as a minimum calculated fire mission data and muzzle velocity data.

    The artillery systems shall as a minimum be 1) factory acceptance tested prior to delivery, and 2) site acceptance tested after delivery. The exact requirements for testing and acceptance test procedures will be described in detail in the Acquisition Contract.

    In addition to the delivery of artillery systems, the Acquisition Contract includes delivery of an initial stock of spare parts, special tools and test equipment and documentation.

    The Supplier shall furthermore train and educate DALO technicians and operators in the use and maintenance of the artillery systems. The contents of the training programme shall aim to produce self directed and problem-solving learners.

    The Supplier shall have full system responsibility. This means that the Supplier maintains full responsibility for the fulfilment of the general fit for purpose obligation notwithstanding any changes, upgrades or modifications to the artillery systems made by DALO or third parties of any kind. This is conditioned, however, on such changes, modifications etc. being made in accordance with the Supplier's instructions. The exact terms and conditions for the Supplier's system responsibility will be described in detail in the Acquisition Contract.

    The Sustainment Contract:

    The Sustainment Contract encompasses core services and non-core services as well as the possibility for DALO to purchase supplies (spare parts, special tools etc.) for a period of 10 years. Core services shall be provided automatically as long as the contract is in force, while non-core services and supplies will be contracted by DALO on a case by case basis.

    The services to be provided include:

      (1) Meeting and Project Management: The Supplier shall have full responsibility for the overall meeting plan, participate in and report minutes of meetings.

      (2) Configuration Management: The Supplier shall ensure optimal logistic support and unimpeded operational readiness through supervision and control of the configuration of the delivered documentation, manuals, components, and artillery systems.

      (3) Damage Assessment: The Supplier shall on request perform Damage Assessment investigation on artillery systems.

      (4) Training Services: The Supplier shall be able to support DALO with training plans, educational material,instructors and training equipment.

      (5) System Integration Service: If the need for introduction of new GFE arises, the Supplier shall on request assist DALO by describing all the requirements that the GFE in question must comply with in order for both the GFE and the artillery systems to function as intended after the GFE has been installed in the artillery system.

      (6) Information Management: The Supplier shall in collaboration with DALO set up a web portal for information management of the entire artillery system.

      (7) Maintenance and monitoring services: The Supplier is obligated to support DALO with maintenance support when required.

      (8) International Operations: The Supplier is obligated to maintain a service organisation capable of providing support to international operations.

      (9) Help Desk: The Supplier shall by use of a Help Desk offer technical consultancy by telephone, email and a web portal when required.

Fra fire til tre kandidater i artilleriudbuddet

Konsortiet bestående af Huta Stalowa Wola, Rosomak og WB Electronics er således ikke gået videre til forhandlingsrunden.

Dermed er kandidaterne i artilleriudbuddet reduceret til Elbit Systems, Hanwha Techwin og Nexter Systems.

Alle tre kandidater deltog også i det tidligere artilleriudbud. På en række punkter, herunder bl.a. systemer og optimering af systemer, adskiller kandidaternes tilbud sig dog væsentligt fra det tidligere udbud.

Det er fortsat planen at kontrahering med en af kandidaterne sker i første halvdel af 2017.


After receiving offers from the four candidates in the artillery tender, the FMI decided to proceed the negotiations with three bidders.

The consortium consisting of Huta Stalowa Wola, Rosomak and WB Electronics did not pass on to the round of negotiations.

Thus the candidates in the artillery supply are reduced to Elbit Systems, Hanwha Techwin and Nexter Systems.

All of the three candidates also participated in the former artillery tender. At several points, including systems and optimization of systems, the offers of the candidates offer differentiated considerably from the previous tender.

The plan is still that a contract with one of the candidates is signed in the first half of 2017.

To kandidater tilbage i artilleriudbud

Det drejer sig om Elbit Systems og Nexter Systems, hvorimod Hanwha Techwin har valgt ikke at afgive tilbud.

FMI fortsætter således med de to kandidater i henhold til den oprindelige tidsplan.

Elbit Systems byder fortsat ind med ATMOS MAN HX81 8x8 og Nexter systems byder fortsat ind med CAESAR 8x8 Tatra T815.
