naja die C hat zwar die besseren Flugleistungen, der Ski Jump fällt weg und sie sind besser gerüstet für die Zukunft aber dafür werden die Träger im Betrieb teurer, der Flugbetrieb ist auf dem Dampf angewiesen(der müsste in einem extra Kessel erzeugt werden außer sie nehmen elektrische Katapulte), beim Flugbetrieb ist man unflexibler(zb: wenn bei einer Mission zusätzliche Flugzeuge gebraucht werden).

Es sprechen Argumente für beide Versionen, die RN wird nur Probleme haben noch mehr Geld für die Träger zu verlangen.

First Joint Strike Fighter Test Aircraft Cheaper

The first F-35 (JSF) test aircraft [for the Netherlands] is 13.5 million euros cheaper than anticipated, because the current value of the dollar is lower than the budgeted rate, State Secretary Jack De Vries reported today in a letter to the House.
Over the entire production period considered, to 2034, the average unit price of the F-35 is expected to be 49.5 million U.S. dollars. These are F-35As, the version that the Dutch Air Force plans to order. Besides the F-35A, Lockheed Martin is developing the F-35B, the Vertical Take-Off and Landing (VTOL) version, and the F-35C, designed for aircraft carriers. These versions are more expensive. Each partner will pay the same price for same device type.

Learning curve
The first JSF test aircraft of the so-called "low-rate initial production" batches are more expensive than the later devices. This is due to the so-called 'learning curve', which ensures that the accumulated knowledge and experience with the aircraft make them less expensive to produce.

Adjusted Price
For long-term stability in equipment projects, like those of the F-35, Defence estimated acquisition costs using a "dollar plan" rate of 0.83 euros to the US dollar. However, the dollar value used in the completed contract is 0.71 euros.
Based on the “dollar plan,” the price of the first test aircraft was estimated at 113.2 million euros, but the adjusted price, using the current exchange rate, is 99.7 million euros.

The Joint Combat Aircraft (JCA) program has announced that the United Kingdom has received financial approval to purchase its third Lockheed Martin (NYSE: LMT) F-35B Lightning II operational test aircraft, reinforcing the U.K.'s continued commitment to the Joint Strike Fighter program's upcoming Operational Test and Evaluation (OT&E).

Die Kosten für den JSF sind inzwischen so aus dem Ruder gelaufen, dass über eine drastische Kürzung der Stückzahl nachgedacht wird:

USAF Chief: F-35 program cost increases “likely” to force recertification process

"It's a possibility and may be even likely" the F-35 will violate cost overrun threshold set under the Nunn-McCurdy law, Schwartz told reporters on 18 February at the Air Force Association's Air Warfare Symposium.

The F-35's status may not become clear until the Pentagon notifies Congress of all Nunn-McCurdy breaches in the next round of selected acquisition reports on 1 April.

Scwhartz issued his warning nearly three weeks after Secretary of Defense Robert Gates said he was "not sure" about the F-35's status under the Nunn-McCurdy cap.


Even greater numbers of F-35s could be reduced over the next five years, depending on unit cost trends. As production orders are reduced, the pressure increases on Lockheed to maintain unit costs.


Despite Schwartz's belief the Lockheed stealth fighter faces new cost overruns, the USAF remains strongly committed to supporting the F-35A conventional takeoff and landing (CTOL) variant.

Michael Donley, secretary of the Air Force, also told reporters that the service's overall plans to buy 1,763 fighters have not changed. That number remains fixed, says Donley, despite fighter reductions called for under the Quadrennial Defense Review. The USAF now anticipates a force structure with a total of about 2,050 manned fighters, including about 186 Lockheed F-22s.

Monthly audits show F-35 production plagued by parts shortages

US government auditors monitoring the F-35 Joint Strike Fighter programme have warned that Lockheed Martin expects delays of aircraft deliveries will continue for at least another year.

The Defense Contracts Management Agency (DCMA) also has expressed fears Lockheed Martin will never fully recover, citing parts shortage trends indicating the F-35 assembly line in Fort Worth, Texas, "will not be able to achieve or sustain [full] rate production".

Lockheed has previously said that many of the parts shortages were caused by the 2004 redesign. As part of an effort to save up to 1,360kg (3,000lb), Lockheed introduced stricter manufacturing tolerances knowing many suppliers would need several years to achieve them.


Meanwhile, the programme's overall schedule is expected to be changed for the sixth time. The programme adopted master schedule 6.1 in May 2008 in response to delivery delays, then quickly fell behind again. DCMA's monthly reports show Lockheed average completion rate slipped to 40% over the next 12 months.

Die dänische Regierung überlegt aus dem F-35 Programm auszusteigen und stattdessen günstigere und erprobte Boeing F/A-18E/F Super Hornet zu kaufen. Man will nicht weitere 10 Jahre warten, um die F-16 aus den 1970er Jahren abzulösen.

Kampfjet F-35 kostet USA 100 Mrd. Dollar mehr


    Lockheed strapaziert Steuerzahler mit F-35

    Bislang hat keines der acht Exportkundenländer einen endgültigen Festauftrag über die JSF-Bestellung erteilt. "Die jüngste Entscheidung der USA über den praktischen Ausschluss der Europäer bei den US-Betankungsflugzeugen kann sich auch auf die Haltung der Europäer bei den JSF-Bestellungen auswirken", sagte am Montag ein Branchenexperte, der nicht genannt werden möchte.

    Für Obama ist das Festhalten am JSF ein nationales Stützungsprogramm für die Rüstungsindustrie - auch wenn es den US-Steuerzahler noch Milliarden kostet. Nach den jüngst bei einer Anhörung im US-Kongress vorgelegten Daten, sind die Kosten allein seit 2007 um 46 Mrd. $ gestiegen, und die Auslieferung hat sich um gut zwei Jahre verzögert. Die Serienproduktion soll jetzt im April 2016 ihr Normalmaß erreichen. Der US-Rechnungshof sieht aber auch weiterhin enorme Risiken in dem Programm. Die ersten Einheiten der US-Streitkräfte sollen nun 2012 die ersten Modelle erhalten. Lockheed Martin weist Kritik an dem Programm zurück und spricht von nunmehr erzielten enormen Verbesserungen in der Produktion.


    Um welche Dimensionen es sich beim JSF-Projekt handelt, wird im Vergleich zu dem in Europa wegen der Kostensteigerungen heftig diskutierten Militärtransporter A400M deutlich: Der europäische Steuerzahler beteiligt sich jetzt mit weiteren 3,5 Mrd. Euro am Bau des A400M, dessen Gesamtkosten um 10 auf rund 30 Mrd. Euro gestiegen sind. Die Gesamtkosten des JSF sind hingegen auf knapp 300 Mrd. $ gestiegen und die US-Steuerzahler sollen zusätzlich 100 Mrd. $ beisteuern. Allein im Verteidigungshaushalt für 2010 schlägt das Programm mit über 10 Mrd. $ zu Buche.

BAE starts work on UK's first Joint Strike Fighter

BAE Systems has begun manufacturing the aft fuselage for the UK's first Lockheed Martin F-35B Joint Strike Fighter, as a flight-test example of the type has moved closer to performing its first vertical landing.

Placed into a jig at BAE's Samlesbury site in Lancashire earlier this month, the structural frame for the F-35 will be completed in the third quarter of this year, the company says.

It will then be shipped to Lockheed's Fort Worth assembly line in Texas to be part of the first of three UK-owned short take-off and vertical landing aircraft to be used in support of initial operational test and evaluation of the JSF

Kostenexplosion beim Prestigeprojekt F-35

Senat warnt Pentagon
Der Vorsitzende des Militärausschusses im Senat, Carl Levin, warnte, die Kostensteigerung könnte sich spürbar auf die anderen geplanten - milliardenschweren - Rüstungsankäufe des Pentagon auswirken.
Die Verantwortlichen sollten nicht glauben, dass der Senat die durch schlechtes Management verursachten exorbitanten Mehrkosten einfach so mittragen werde, so Levin.

Das Pentagon ist zu einer Meldung an den Kongress verpflichtet, wenn sich ein Rüstungsprogramm um mehr als 25 Prozent verteuert. Als die Entwicklung des F-35 2001 startete, wurden die Kosten noch auf 50,2 Mio. Dollar pro Fluggerät geschätzt. Nach aktuellem Stand soll ein Kampfjet nun 113 Millionen Dollar (82,5 Mio. Euro) kosten.

Zeit nicht mehr aufzuholen?
Die USA allein wollen 2.400 F-35-Jets kaufen und damit ihre Luftflotte weitgehend modernisieren. Der neue Zeitplan sieht vor, dass die F-35 bis April 2016 das grüne Licht für die Produktion erhält. Befürchtet wird, dass Lockheed Martin aufgrund der Verzögerungen nicht rechtzeitig die bestellte Anzahl an Kampfjets produzieren kann.

VIDEO: F-35 test aircraft achieves first vertical landing

Lockheed Martin at 13:25 EDT today achieved the first vertical landing in the F-35B flight test series, providing a timely boost for manufacturer as the programme faces a Congressional review over cost overruns.

“Today’s vertical landing onto a 95ft square pad showed that we have the thrust and the control to maneuver accurately both in free air and in the descent through ground effect,” said F-35 lead STOVL Pilot Graham Tomlinson.

Tomlinson performed an 80kt (148km/h) short takeoff from Patuxent River naval air station in Maryland at 13:09 EDT. About 13 minutes into the flight, he positioned the aircraft 46m (150ft) feet above the airfield, where he commanded the aircraft to hover for approximately one minute before descending to the runway

F-35 cost estimate grows up to nearly 90%

The US Department of Defense today confirmed the cost estimate for F-35 Joint Strike Fighter procurement has leaped between 57% and 89% since contract award eight years ago.

The new estimate raises the average cost of the latest Lockheed Martin stealth fighter from $59 million to between $93 million and $112 million, the DOD says. If adjusted for inflation over the programme's 30-year production plan, the average cost per aircraft grows to $114 million to $135 million.

The average cost is based on the DOD's plan to buy 2,443 operational F-35s through 2035.

‘Flawless’ vertical landing by F-35 signals possible tipping point (mit Video)

Lockheed Martin still has much to prove, but two days of flight tests on 17-18 March did more than offer a short burst of relief for the F-35 programme's supporters.

Both the timing and visual effect of the hover and vertical landing tests offer the opportunity for Lockheed to achieve a critical tipping point in the programme.

In a single 13min sortie, BAE Systems test pilot Graham Tomlinson provided a vivid glimpse of the F-35's most impressive features, which Lockheed rushed to post on YouTube within an hour of the event.


Moreover, achieving both hover and vertical landing milestone events within a two-day window - with only the availability of a redundant search and rescue helicopter delaying the vertical landing event by 2h - lends hope that Lockheed can begin closing a gaping lag in the flight-test schedule.

Only about 3% of more than 1,200 flight tests planned in fiscal year 2010 had been completed through February, while the vertical landing itself had been delayed from mid-2009.

As always, programme officials spoke confidently of making real progress. Speaking after the historic flight, Tomlinson said the same flight recorded a total of 40 test points. Lockheed plans call for averaging 10 test points per each sortie over the nine-year span of the flight-test phase on all three aircraft variants.

Dass die f-35B gegenüber der Harrier ein Quantensprung ist bezweifelt ja auch niemand.

In den USA sieht man sich inzwischen durch die Verzögerungen bei der F-35 mit erheblichen Problemen konfrontiert:

USAF rules out new F-15s and F-16s to narrow ‘fighter gap’

Delays and cost overruns for the Lockheed Martin F-35 have not changed the US Air Force's plans to deactivate about 250 fighters later this year, says its chief of staff, Gen Norton Schwartz.

The USAF, however, has begun destructive tests on Boeing F-15s and Lockheed F-16s to prove the viability for a potential service life extension programme, says Schwartz.


Schwartz rejected buying the latest "fourth-generation-plus" versions of the F-15 and F-16 despite a new two-year slip and nearly 90% projected cost overrun for the F-35. "To be sure, we do not think it prudent to utilise precious procurement dollars for anything but fifth-generation aircraft." But Schwartz added an important caveat, that the USAF still has not determined whether the service life extension programme would be technically or financially viable.

The USAF has terminated Lockheed F-22 production with 186 aircraft in inventory after 2011, leaving only plans to acquire 1,763 F-35s over the next 30 years to modernise its fighter fleet. Meanwhile, the 2010 Quadrennial Defense Review set the tactical aircraft requirement at about 2,000 fighters.


In 2009 the Government Accountability Office (GAO) reported alarming trends. Twelve Air National Guard units today patrol US airspace with F-16s scheduled for retirement by 2020. As of late 2008, only one of the 12 units was scheduled to receive F-35s by 2020 to continue flying the mission.

The increasing gap in the fighter inventory prompted a US lawmaker to predict the air force's dependence on the F-35 will be a "monumental mistake".

"When these F-16s and F-15s are no longer able to fly and the F-35s still has problems because somebody hasn't figured it out, you're going to have air guard units that are not going to have planes," says Representative Frank LoBiondo, who represents a district that includes an F-16 base, during a 24 March hearing.

Ich sag nur:

Robert Gates kommt aus Texas.
Ft. Worth wo die F-35 gebaut wird ist auch in Texas.

Muss ich das noch weiter ausführen?

Auf der anderen Seite im Ft. Worth wird noch die F-16 gebaut.

Es ist eh verrückt, wenn das Beharren auf die JSF ohne wenn und aber weitergeht ist spätestens in 15 Jahren ft. Worth der einzige Ort der Kampfjets in den USA baut.

Lockheed flies 1st sensor-equipped F-35, albeit 1 year late

The Lockheed Martin F-35 programme on 6 April reached the first flight milestone more than one year behind schedule with an aircraft equipped with a full suite of advanced sensors.

The BF-4 flight test aircraft was airborne for 15min, reaching an altitude of 15,500ft (4,700m). Besides standard flight tests, test pilot David Nelson also "checked" the operation of the mission systems, Lockheed says. The previous schedule called for first flight of BF-4 in March 2009.


Sensors include the Northrop Grumman APG-81 active electronically scanned array (AESA), the Lockheed electro-optical targeting system, Northrop distributed aperture system, BAE Systems electronic warfare system and VSI helmet-mounted display system.
